PROSPERITY VICE PRESIDENCY
The WBG Prosperity Vice Presidency leads the WBG’s key global engagements in support of: Growth and jobs (including supporting teams across the WBG on the jobs agenda); debt sustainability and debt management; improved domestic resource mobilization and expenditure efficiency; a resilient and inclusive financial sector; business-enabling policies and regulations; trade policy and facilitation; and transparent, effective, and accountable government institutions world-wide. The Vice Presidency also houses the group that examines the distributional/poverty impacts of all policies.
It is responsible for getting the right public and private sector solutions to our operational teams and to our clients, and to produce scalable impact. Its mandate is to deliver knowledge for impact to enable and support the WBG to achieve its goals in support of our mission and specifically: providing guidance on creating more and better jobs; supporting foundational infrastructure and human capital, a business-enabling policy environment, and private sector mobilization; focusing on agribusiness, healthcare, infrastructure, manufacturing, and tourism; and support and accelerate corporate targets and commitments. The VPU’s objectives in driving outcomes include replicating and scaling effective solutions, enhancing thought leadership and innovation, and delivering timely knowledge to client teams in the areas of its mandate.
Financial Services Sector I Department
Within the Prosperity Vertical, the Financial Services Sector (FSS1) department promotes sound and inclusive financial systems that underpin economic growth and are central to the World Bank Group’s mission of reducing poverty and boosting shared prosperity.
The Capital Markets Development (CMD) unit within FSS1, focuses on a range of topics from equity and bond market development, to enabling capital markets to support strategic real economy sectors such as housing, infrastructure, SMEs. A key program for the unit is the joint WB-IFC capital markets program (J-CAP). The unit’s work also covers sustainable finance initiatives, including in fostering the role of the financial sector in sustainable and climate finance via the design of financial solutions for the mobilization of capital towards sustainable assets, the development of sustainable finance processes and financial sector practices.
To support the delivery of the unit’s agenda, with an expected focus on the capital markets for sustainable finance workstream and the J-CAP, we are seeking an experienced professional with strong technical expertise and sound judgment to contribute to World Bank projects, advisory engagements, and knowledge work. The role requires the ability to work closely with World Bank Group task teams, government counterparts, and development partners to support the preparation and implementation of operations, analytical work, and policy reforms. The Extended Term Consultant (ETC) will be expected to combine technical depth with practical delivery skills, contribute effectively in matrix teams, and engage constructively with counterparts.
The position will be based in Washington, DC, and will report to the Manager, Capital Markets Development.
DUTIES AND RESPONSIBILITIES
• Deliver high-quality analytical and advisory services on capital markets development and sustainable finance including on J-CAP or other country level engagements.
• Provide policy and operational advice to support private capital mobilization via capital markets development, including for operations linked to capital markets development.
• Support preparation and implementation of lending operations and trust-funded activities.
• Contribute to missions, aide-memoires, ISRs, and results monitoring as needed.
• Support consultant management and quality assurance.
• Coordinate with IFC and other WBG institutions and coordinate across Global Practices and CMUs.
• Contribute to CPFs, SCDs, etc and other knowledge products on capital markets development and the use of capital markets to foster sustainable finance.
• Support dissemination and learning activities.
Selection Criteria
• Master’s degree or higher in economics, finance or related field.
• Typically 7–10 years of relevant professional experience.
• Demonstrated expertise in capital market development and sustainable finance, including on debt or equity market development, structuring sustainable finance instruments such as SLBs or other labeled bonds and exposure to working with financial institutions/development banks. Demonstrated experience in capital market initiatives that contribute to private capital mobilization is sought.
• Experience with policy reforms, analytics and advisory, and lending operations and exposure to JCAP or a similar program will be an added advantage.
• Experience with IFIs or donors strongly preferred will be a plus.
• Excellent written and verbal communication skills in English.
• Knowledge of French and/or Spanish is preferred.
• Willingness and ability to travel internationally.
