Working context
The presence of WeWorld in Syria dates back to 2011, with an emergency education intervention in favour of Iraqi refugees in Aleppo. Since 2014, WeWorld has been providing humanitarian assistance to the vulnerable Syrian population with interventions in different sectors such as Education in Emergency, WASH, and Livelihoods. WeWorld currently operates in 4 governorates in Syria: Aleppo, Deir Ez Zor, Ar-Raqqa, and Daraa. At present, the main donors are EU (ECHO), Italian Agency for Development Cooperation (AICS), Syria Humanitarian Funds (SHF), ChildFund Alliance and other United Nations Agencies.
Job description
The Grants Officer works under the direct responsibility of the Head of Programs. Working in coordination with: Project Managers, Project Coordinators, Technical Coordinators, Area Managers, Finance Team and other field team members as necessary. The Grants Officer will support and contribute to:
1. Support the coordination of the development of high-quality concept notes and project proposals in close collaboration with program and finance teams
2. Coordinate the high quality and timely development and submission of donor due diligence, internal and external reporting
3. Support the Head of Programs and Program team in any other tasks related to project and grant management upon request.
The role operates under close technical guidance from the Head of Programs including structured support and shadowing. Moreover, the position includes a structured professional development pathway, with progressive increase in autonomy based on performance, technical capacity, and organizational needs.
Main tasks and responsibilities
Support the coordination of the development of high-quality concept notes and project proposals in close collaboration with program and finance teams
·Initiate the process of the development of CNs or PPs in line with the guidance of the Head of Programs and the requirements of HQ
·Develop, present, review, and follow up on the implementation of CNs or PPs development workplans in coordination with the Program & Support teams in Syria and HQ under the supervision of the Head of Programs
·Coordinate the preparation of all required grant documentation including narrative proposals or CN, assessment reports, as well as technical and administrative annexes
·Review the proposed logic of intervention as well as inputs provided by Technical Coordinators and other team members on any part of the CN or PP and ensure its overall coherence
·Review and ensure the consistency between the CN/PP and the budget to identify potential discrepancies and participate in the identification of solutions with the relevant focal points
·Submit finalized CNs/PPs documents to the donor through the appropriate channels (email, PEC, or dedicated platforms)
·Support the development of needs assessment, technical, and administrative annexes when requested
·Report any potential delays, quality concerns, discrepancies, or inefficiencies in the coordination of the CNs/PPs to the Head of Programs in due time and support in identifying solutions
·Archive the CNs/PPs documents on SharePoint and share with the relevant mission and HQ colleagues
Coordinate the high-quality and timely development and submission of donor due diligence, internal and external reporting
·Initiate the development of donors DD, internal and external reporting requirements establishing workplans, clear internal deadlines, and contribute to the onboarding of all the relevant colleagues involved
·Facilitate the collection of input from Project Coordinators and MEAL Officers for periodic non-contractual reports, consolidating the information and requesting clarifications as needed
·Share monthly non-contractual reports with Project Managers and Head of Programs for validation, finalization, and archiving
·Support Project Managers in drafting the contractual reports, adapting and contextualizing the inputs to the appropriate format
·Support Project Managers in reviewing and consolidating reports received from partners, provide comments against inconsistencies, provide constructive feedback, and ensure that the information is relevant and accurate
·Support the follow-up on all involved Program, MEAL, and Support colleagues and abidance by the agreed-on reporting deadlines
·Flag to the Head of Programs / Country Representative any issues that could potentially affect the timely or quality submission of internal and external reports in due time and support in identifying solutions
·Finalize and share contractual reports in a timely manner for validation to relevant supervisors (Head of Programs and Country Representative) and submit to the donor through the appropriate channels.
·Archive all due diligence documents as well as internal and external reports (both contractual and non-contractual) in a regular manner
Support the Head of Programs and Program Team for any other tasks related to project and grant management and communication based on need and upon request
·Develop and maintain a live donors contact list
·Support on the management and maintenance of Donor’s grants management platforms
·Support the Program Department on any relevant task related to project and grant management (e.g., project modifications), based on needs and requests
·Support the Program department with specific tasks handed over by the Project Managers during their planned leaves under guidance of the Head of Programs and relevant technical leads
The duties and responsibilities set forth above are not exhaustive and the role holder may be required to perform additional duties requested by the Line Manager.
Provides a proper handover before the end of the assignment.

ESSENTIAL REQUIREMENTS
Qualifications and Knowledge
·Master or equivalent in the international cooperation and other relevant field
·Good computer skills are required
·Fluency in English is mandatory
·Fluency in Italian is mandatory
Professional experiences
·At least 2 years of specific experience in the field of international cooperation
·Previous experience in producing proposals/CN/external reports for donors such as AICS, EU, OCHA, etc.

WHAT WE OFFER
Type of contract: a first 6 (six) months contract subject to verification (achievement of specific objectives); a second collaboration contract of 6 (six) months renewable, following the positive evaluation of the first period of collaboration and depending on available funding
Economic conditions: according to WeWorld Expatriates Compensation Policy
Base Salary (2.265,70 € - 2.390,70 € gross monthly) + Contributions reflecting role complexity and hardship level of the duty station
