BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The World Food Programme (WFP) is a United Nations (UN) agency with a dual mandate for implementing humanitarian and development activities. Under the aspirations of savings lives and changing lives towards reaching zero hunger (SDG2), WFP seeks to support vulnerable segments of the population and communities to become food secure, and resilient towards future shocks including climate change shocks.

During the recent years the country experienced economic growth and gradual improvement of food security levels. Although the situation is improving for a large share of the population, one fourth of the population remains food insecure with about 50% of marginally food secure households.

Armenia is highly vulnerable to regional and international volatility. Even moderate food price inflation affects its economic capacity and purchasing power, particularly among food-insecure populations.

WFP's role in Armenia has evolved from direct implementer to technical advisor and enabler of nationally led systems and institutions, with WFP leveraging its expertise and resources to address food security and nutrition challenges.

Recognized as a trusted and technically capable member of Armenia’s humanitarian and development community, WFP aims to leverage its collaborative approach, knowledge and expertise to bring together diverse stakeholders, including the Government, development actors, communities and the private sector.

This position is essential to provide strategic leadership and oversight of monitoring, accountability, and learning functions, ensuring that programmes are guided by evidence and aligned with organizational priorities. The position holder will strategize and facilitate the capacity strengthening and knowledge transition to the Government. This position will play a key role in fostering gender equality, inclusion and protection.

ACCOUNTABILITIES/RESPONSIBILITIES:

Under the overall guidance of the Head of Vulnerability Analysis and Mapping (VAM) & Monitoring and Evaluation (M&E), the Programme Associate (M&E) will be responsible for the following duties:

  • Coordinate the monitoring activities in the country office. Provide technical expertise for monitoring evidence generation.

  • Act as the focal point for the gender and disability inclusion in the country office.

  • Support the programme staff in understanding other positive/ negative impacts and multiplier effects of assistance provided.

  • Support programme staff in identifying potential connectors and non-transactional partnerships which can enhance the nationalization and local ownership.

  • Within the specific area of responsibility, support in collecting, compiling data and support analysis and preparation of reports to support operational decision-making.

  • Verify the planned assistance, reporting issues or discrepancies to the supervisor and programme colleagues for timely resolution of problems and to ensure that the quantity and the quality of the operation is in line with WFP standards.

  • Coordinate the capacity building of the Government stakeholders, cooperating partners and internal counterparts to enhance their capacities for monitoring and accountability.

  • Work as a team with the programme staff located at the field office.

  • Other as required.

DELIVERABLES AT THE END OF THE CONTRACT

  • Timely collection, verification, and consolidation of monitoring data to support evidence-based programme decision-making.

  • Timely coordination and implementation of gender and disability inclusion related actions, including the Gender, Protection and Inclusion (GPI), and interagency initiatives.

  • Regular monitoring and verification of programme activities conducted, with findings documented and follow-up actions recommended.

  • Monitoring data analyzed and quality reports, dashboards, and briefs produced to inform operational planning and programme improvements.

  • Capacity-building and technical support provided to government counterparts, cooperating partners, and programme teams on monitoring and accountability practices.

Monitoring plans, records, and documentation maintained in line with WFP standards, ensuring data quality, accuracy, and compliance.

QUALIFICATIONS & EXPERIENCE REQUIRED

Education:

Completion of secondary school education. A post-secondary certificate in the related functional area.

Experience:

At least six years of progressively responsible work experience in database management, statistical analyses, visualization, and design. The experience of monitoring and research of agricultural projects.

Knowledge & Skills:

Strong analytical skills; Data gathering and cleaning abilities; Ability to easily grasp and put into action new ideas, concepts, and approaches; Strong computer and statistical analysis skills; Proficiency in MS Office (Word, Excel and PowerPoint); Ability to work under pressure and meet tight deadlines; Capacity to perform statistical analyses and data visualization. Has worked with technical teams (i.e. M&E, VAM, etc.). Has contributed to implementation of programmes. Has observed or assisted with policy discussions.

Languages:

Fluency in Armenian, and highly competent in both oral and written English language; working knowledge (level B) of Russian language is desired.
