The OSCE Mission to Serbia supports the development of an inclusive and representative security sector by promoting equal opportunities for members of national minorities to participate in police recruitment processes.

As part of the project Supporting Inclusive and Representative Security Sector, including through Strengthening Police Professional Associations – Phase III, the Mission is piloting a Serbian language course for prospective police training candidates from the Albanian national minority in the municipality of Preevo. The course is intended to strengthen participants' Serbian language proficiency in line with the language requirements for enrolment into basic police training and subsequent employment in the MoI.

To support this initiative, the Mission seeks to engage a Serbian Language Instructor under a Special Service Agreement (SSA) to prepare, deliver and evaluate the course, while further refining the curriculum and learning materials developed under previous Mission activities.

Tasks and Responsibilities

Under the supervision of the National Programme Officer, Comprehensive Security Unit, the consultant will be responsible for the following tasks:

  1. Preparing and administering an entry assessment to evaluate participants' Serbian language proficiency;

  2. Reviewing and further adapting the Serbian language curriculum, learning materials and draft glossary developed in 2025, based on the identified learning needs of participants;

  3. Developing a detailed work plan, teaching methodology and lesson schedule, applying interactive and learner-centred teaching approaches;

  4. Preparing and delivering Serbian language classes to approximately 30 prospective police training candidates from the Albanian national minority residing in the municipality of Presevo;

  5. Providing individual mentoring sessions to address participants’ specific learning needs;

  6. Monitoring participants’ progress throughout the course and adjusting teaching methods and materials accordingly;

  7. Co-ordinating and exchanging experience, teaching materials and good practices with other Serbian language instructors engaged under related Mission activities, including the instructor supporting prospective police training candidates from the Hungarian national minority in northern Serbia;

  8. Participating in regular co-ordination meetings and providing updates to the Mission on the implementation of the course;

  9. Preparing and administering a final assessment to evaluate participants’ learning progress;

  10. Preparing a final report containing an assessment of the course implementation, participants’ progress and recommendations for future activities.

The consultant will deliver classes primarily in person at premises identified by the Mission in the municipality of Presevo. Certain preparatory activities, co-ordination meetings and reporting tasks may be performed remotely.

Necessary Qualifications

  • Citizenship of or permanent residence in the Republic of Serbia;

  • University degree in Serbian language, including specialization and demonstrated experience in teaching Serbian as a non-mother tongue, as well as in curriculum development and programme delivery;

  • Track record of teacher training on Serbian as a non-mother-tongue subject area is desired

  • Demonstrated experience in preparing learners to improve their Serbian language proficiency for academic or professional purposes;

  • Knowledge of issues related to national minorities, including language-related matters;

  • Strong presentation, facilitation, analytical, communication and teamwork skills;

  • Knowledge of the Albanian language is an asset;

  • Good knowledge of English, both written and oral, is an asset.

  • Ability and willingness to work with people of different cultural, national and religious backgrounds;

  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities.

Remuneration Package

The consultant will be engaged under a Special Service Agreement (SSA) from 14 September 2026 until 11 December 2026. The consultancy fee amounts to approximately RSD 247,050 for the full duration of the assignment and covers:

  • Preparation and delivery of approximately 24 Serbian language classes 24 hours of classes (90 minutes twice per week, 12 weeks in total);

  • Delivery of up to seven individual mentoring sessions;

  • Review and fine-tuning of course materials and learning resources;

  • Preparation and administration of entry and final assessments; and

  • Preparation of the final report and recommendations.

Payment will be made in three monthly instalments upon satisfactory completion of the agreed deliverables and submission of the required documentation.

Travel, where required, will be arranged by the OSCE Mission to Serbia in accordance with OSCE travel regulations.
