- Working arrangement: EUROCONTROL operates a hybrid working model that combines onsite presence with remote work opportunities. SESAR Programme Contribution (SPC), part of the The Aviation Transformation Directorate (ATD) at the EUROCONTROL Innovation Hub in Bretigny, coordinates and delivers EUROCONTROL’s contribution to SESAR, turning operational needs into validated ATM innovations and supporting their transition towards deployment.
Role and responsibilities
Your role will be to:
- Support EUROCONTROL’s participation in SESAR 3 Wave 2 Airport and TMA projects, ensuring continuity between Wave 1 and Wave 2 activities.
- Transfer knowledge, results and lessons learned from SESAR 3 Wave 1 into ongoing Wave 2 projects.
- Translate airport operational and technical knowledge into clear, tangible and
operationally relevant SESAR solutions, concepts and validation activities that support future deployment and stakeholder uptake. - Provide airport operational expertise and help shape the technical direction of Airport and TMA-related SESAR activities.
- Contribute to the development of data exchange protocols and the SESAR Airport New Service Delivery Model.
- Plan, organise and support validation exercises, demonstrations and performance
assessments. - Lead EUROCONTROL’s technical contributions within project work packages and
deliverables. - Coordinate project reporting activities and contribute to the preparation of key technical, validation and project management deliverables.
Required profile
- Strong airport operational and/or technical expertise gained through direct involvement in airport operations, ATM modernisation programmes, SESAR projects, or airportrelated research and innovation activities.
- Demonstrated experience in translating airport operational and technical needs into tangible, understandable and operationally relevant concepts, solutions and validation activities.
- Knowledge of key airport operational systems and concepts, such as A-CDM, Airport Operations Plans (AOP), AOP-NOP integration, SWIM-enabled information exchange, ASMGCS, Surface Management Services (SMAS), environmental monitoring and performance management, and multimodal transport integration.
- Good understanding of airport collaborative decision-making processes, information sharing architectures, interoperability frameworks and data exchange protocols.
- Experience in SESAR, European ATM modernisation programmes, or comparable
international aviation research and innovation initiatives. - Experience in planning, organising and executing validation exercises, demonstrations, operational trials and performance assessments.
- Strong technical writing skills with experience leading or contributing to project
deliverables, operational concepts, validation reports and project reporting. - Strong analytical, communication and stakeholder engagement skills, with the ability to bridge operational, technical and strategic perspectives.
- Candidates must be proficient users of English at level C1.
The level relates to the European-framework-reference Common European Framework of References for languages (CEFR).

- Eligibility Criteria:
- Only applications from National Officials (1) representing Home Organisations (2) in a EUROCONTROL or ECAC Member State will be accepted.
- All applications must include, as part of the submitted application package, a letter of support uploaded in the designated section of the application form. The application will not be considered complete without this attachment. The letter must be signed by the Director General (or equivalent) of the applicant’s Home Organisation. If the signatory is not the Director General for Civil Aviation (DGCA), the DGCA must be copied on the letter. Failure to comply with these instructions will result in the application being rejected.
- Extension: This secondment may be renewed several times, upon mutual agreement between the Secondee, their Home Organisation and EUROCONTROL, but its total duration, including all renewal periods, shall not exceed 4 years.
(1) A National Official is a person who is currently employed by a national public authority or government body of a EUROCONTROL or ECAC Member State, and who carries out duties on behalf of that State.
National Officials typically hold civil service or equivalent public-sector positions and remain contractually employed and paid by their employer during a secondment.
(2) A Home Organisation is the national authority or public body that employs the National Official and formally supports and finances the secondment to EUROCONTROL.
Examples of eligible Home Organisations include:
- A National Civil Aviation Authority (CAA)
- A National Air Navigation Service Provider (ANSP)
- A Ministry, such as Ministry of Transport, Ministry of Defence, Ministry of Infrastructure
- A State aviation safety or regulatory authority
- A National State Authority
- Another public-sector body acting on behalf of the State in the aviation or ATM domain
