every pregnancy is wanted, every birth is safe, and every young person's potential is fulfilled.
UNFPA is on the ground improving lives in about 150 countries, home to 80 per cent of the world’s population. In these countries, the Fund is a catalyst for progress.
Ensuring sustainable financing for SRHR in the current economic landscape requires greater reliance on domestic public resources and building on strategic private-public partnerships and innovative financing approaches to accelerate the shift from funding to financing the International Conference on Population and Development (ICPD) agenda. To achieve its 2022-2025 Strategic Plan, UNFPA aims to boost access to sustainable financing for SRHR from various sources to implement the ICPD agenda.
As part of this effort, the organization seeks to establish and expand partnerships to strengthen
financing architectures and promote innovative financing modalities for SRHR.
The position is placed in a small team led by the UNFPA APRO Regional Health Economic Adviser,
coordinating UNFPA’s strategic efforts to expand and leverage public and private financing in its
mandated field in Asia and the Pacific.

Context
Globally, one in three women experiences physical and/or sexual violence in their lifetime, with rates being particularly high in the Asia-Pacific region. While significant progress has been made in conducting Violence against Women (VAW) prevalence surveys, gaps remain in data literacy, utilization, and integration across various data sources.
To bridge these gaps, United Nations Population Fund Asia and the Pacific Regional Office (UNFPA APRO) —in strategic partnership with the Australian Department of Foreign Affairs and Trade (DFAT)—is launching Phase III (2026–2029) of the kNOwVAWdata initiative. Building upon the strong foundations of ethical data collection established in the first two phases of the initiative, Phase III marks a critical pivot towards building comprehensive VAW data ecosystems and driving robust data utilization for tangible policy and programming impact across the region.
Delivered across four main pillars—Strengthening Capacity and Networks, Building Integrated Data Systems, Advancing Measurement, and Strategic Partnerships—the initiative ensures safe, ethical, and high-quality data informs prevention and response efforts and supports the evolution of national enabling environments to end violence against women. In this context, the Violence Against Women Data and Knowledge Management Specialist will play a vital role within the Asia and the Pacific Regional Gender-Based Violence and Harmful Practices team, leading efforts in regional violence against women data and research knowledge management, donor reporting, and facilitating a vibrant, interactive regional Community of Practice (CoP).

Task description
Under the day-to-day programmatic oversight of the United Nations Population Fund Asia and the Pacific Regional Office(UNFPA APRO) Technical Lead on Violence Against Women (VAW) Data and Research and the overall strategic guidance of the Regional Gender-based Violence (GBV) Advisor, the will manage regional knowledge hubs, facilitate peer learning exchanges, ensure high-quality reporting, and nurture the kNOwVAWdata network. The Violence Against Women Data and Knowledge Management Specialist will be responsible for the following key result areas :
● Platform Migration & Knowledge Management: Lead the transition and migration of the kNOwVAWdata community platforms to a modernized, accessible environment featuring knowledge management tools.
● Microsite & Resource Maintenance: Oversee the regular updating, restructuring, and maintenance of the kNOwVAWdata community resources, ensuring technical resources remain current.
● Community of Practice (CoP) Strategic Implementation: Execute a dedicated strategy for the CoP's long-term sustainability, transforming it into an organic, member-led network that promotes continuous capacity exchange.
● Facilitation of Technical Working Groups: Moderate online forums and private interactive spaces for national survey teams, catalyzing member-led technical working groups around emerging issues such as technology-facilitated Gender-based Violence(GBV), the impacts of climate change on Gender-based Violence(GBV), and disability inclusion in Violence Against Women(VAW) data and research.
● Peer-to-Peer Learning & Exchange: Plan, organize, and document regional learning webinars,South - South and Triangular Cooperation (SSTC) initiatives, and peer exchanges among United Nations Population Fund (UNFPA) Country Offices, national statistical offices, civil society organizations, and UNFPA implementing partners.
● Donor Reporting Coordination: Lead the drafting, compilation, and editorial review of high-quality narrative annual and progress reports for the Australian Department of Foreign Affairs and Trade (DFAT) and other steering committees, ensuring full compliance with donor communication guidelines.
● Impact Documentation: Research, conduct stakeholder interviews, and write compelling impact stories, feature articles, and technical briefs that translate complex Violence against Women (VAW) prevalence data into human-centered narratives of change.
● Lessons Learned & Evidence Dissemination: Support the documentation, packaging, and publishing of technical and operational lessons learned from countries implementing national Violence against Women (VAW) prevalence surveys (dedicated or modular surveys), or administrative data system changes, and producing regular e-bulletins to disseminate new research and training opportunities.
By strategically managing knowledge networks and amplifying the utilization of evidence, the IUNV will contribute to a deeper regional understanding of how data drives change, further strengthening partnerships and mobilizing continued support to :
● Strengthen national capacity for the ethical production, translation, and policy-relevant use of violence against women data and research.
● Promote comprehensive Violence against Women (VAW) data ecosystems that break down siloes and integrate the use of population surveys with administrative and qualitative data sources.
● Enhance data literacy among regional policymakers, advocates, and practitioners to bridge the gap between data dissemination, uptake and action.
● Advance innovative and inclusive measurement methodologies to safely capture emerging forms of violence, including technology-facilitated Gender-based Violence(GBV), and address critical data gaps regarding disability inclusion, older women, and the intersection of Gender-based Violence (GBV) and climate change.
● Institutionalize national capacity gains and promote domestic financing to ensure the long-term sustainability of safe and ethical Violence against Women (VAW) data ecosystems across the Asia-Pacific region.
Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities :
● Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day).
● Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
● Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities.
● Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.
● Assist with the UNV Buddy Programme for newly-arrived UN Volunteers.
● Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
