About the Ethiopia Program

The Ethiopia team works in partnership with Ethiopia’s Ministry of Health to strengthen the country’s flagship Health Extension Program, a globally recognized model for delivering primary healthcare through more than 40,000 Health Extension Workers. Led byAbraham Zerihun, the team works to upskill the Health Extension Workers through blended learning that combines digital and in-person training. It also advances digital innovation through HEP Assist, an AI-powered clinical decision-support tool that helps Health Extension Workers provide evidence-based care at the point of service. The team's portfolio spans maternal, newborn, child health, nutrition, and non-communicable diseases, including hypertension, diabetes, eye care, and stroke prevention and management, while strengthening health systems through sustainable community health financing, resource mapping, and strategic planning to support long-term government leadership and program sustainability. 

The Consultancy

This consultancy supports Phase 2 of the national scale-up for HEP Assist AI, an innovative clinical decision-support tool developed by Last Mile Health (LMH) in close partnership with the Ethiopian Ministry of Health (MOH) to empower Health Extension Workers (HEWs) at the point of care.

 

The Digital Health Consultant serves as an embedded technical and coordination link within the Ministry of Health (MOH) Ethiopia. Stationed directly at the MOH Digital Health Lead Executive Office, this hybrid role bridges technical digital solution development with high-level stakeholder and government engagement.
 

The Digital Health Consultant balances technical product design, system architecture support, and software implementation with diplomacy, strategic alignment, and partner management. Working in close coordination with LMH’s Digital Health Director, Senior Software Engineer, Senior Digital Health Coordinator, and program teams, the digital health specialist will represent LMH at the MOH and drive joint digital health priorities forward.

This role is based in Addis Ababa, Ethiopia, and is open to candidates who are located in and have work authorization in Ethiopia.

Scope of Work

  • Digital Health Tools Architecture & Deployment Packages: Scalable software builds, technical designs, bug resolution, and user testing loops for platforms like Extension Essentials and HEP Assist AI, ready for deployment.
  • National Compliance & Interoperability Blueprint: Formal documentation certifying that all LMH-supported digital tools align with Ministry of Health (MOH) data governance frameworks, health information architecture, and national interoperability standards.
  • Integrated National Health Systems Data Pipelines: Functional integrations and data synchronization workflows between LMH tools and broader national health platforms (e.g., eCHIS, DHIS2, iHRS).
  • Product Requirement Specifications (PRD): Translated field-level requirements, user feedback loops, and operational needs converted into functional specifications for software engineering teams.
  • Technical Implementation & Monitoring Framework: Operational rollout plans, project performance tracking mechanisms, timeline schedules, and quality assurance protocols for national rollouts.
  • Strategic MOH Liaison & Representation Mechanism: Institutional presence embedded within the MOH Digital Health Lead Executive Office to coordinate daily communication, strategic alignment, and progress reporting.
  • Stakeholder & TWG Technical Alignment Strategy: Structured engagement frameworks, consultative meetings, and joint roadmaps established with MOH leads, Technical Working Groups (TWGs), donors, and implementing partners.
  • Frontline Health Worker Digital Training Package: Comprehensive training programs—including device setup, mobile app installation, and remote troubleshooting support—for health workers and system leaders.
  • Institutional Capacity Building & System Handover Plan: Technical training modules, Standard Operating Procedures (SOPs), and transition strategies designed to transfer system administration to MOH Health Information Technicians (HITs) and local leads.
  • Strategic Advisory & Knowledge Exchange Reports: Regular executive briefs, knowledge-exchange artifacts, and specialized technical guidance provided to LMH country leadership and MOH executive leads.

What you’ll bring: 

  • Bachelor’s degree in Computer Science, Computer Engineering, Software Engineering, Information Technology, or a related field, with at least 5 years of relevant experience; or a Master’s degree with demonstrated years of relevant experience.
  • Demonstrated experience designing, developing, implementing, or supporting digital health systems.
  • Experience managing the full software development lifecycle, including requirements gathering, system design, implementation, testing, deployment, and maintenance.
  • Strong understanding of software architecture, system integration, APIs, and digital health platforms.
  • Experience applying user-centered design principles to develop technology solutions for end users.
  • Experience working with open-source software and customizing digital platforms.
  • Demonstrated experience supporting software development, including full-stack development, debugging, testing, and version control tools such as Git.
  • Proficiency with frontend and backend technologies such as HTML, CSS, JavaScript, ReactJS, Angular, Vue, Django, or similar frameworks.
  • Experience supporting cloud-based or on-premise hosting environments and server administration.
  • Experience providing technical training and support to both technical and non-technical users.
  • Strong communication, relationship-building, and stakeholder management skills, with the ability to work effectively with government partners and multidisciplinary teams.
  • Knowledge of emerging technologies, including AI, big data, and digital health innovations. 

You’ll impress us if you have:

  • Experience working with digital health platforms such as eCHIS or DHIS2.
  • Experience developing Android applications.
  • Experience working with Learning Management Systems such as OppiaMobile or Moodle.
  • Experience using project management tools such as Jira.
  • Experience collaborating with the Ethiopian Government on health, technology, or rural development initiatives.
  • PMP or similar project/program management certification.
