Background:

Under the direct supervision of the Chief of Fund Administration Unit, the National Finance Officer manages the Mission's finance, treasury, accounting and budget processes, ensuring sound financial stewardship, compliance and timely financial reporting while contributing to the effective implementation of Mission programmes.

The Fund Administration Unit (FAU) provides financial management, budget administration, treasury, accounting and financial control services to the OSCE Mission to Moldova. The Unit ensures compliance with OSCE Financial Regulations, CRMS, administrative instructions and supports the effective implementation of Unified Budget (UB) and Extra-Budgetary (ExB) activities.
 


Tasks and Responsibilities:

  1. Managing financial operations of the Mission ensuring compliance with the OSCE Financial Regulations, CRMS and Financial Administrative Instructions and established internal controls; reviewing and verifying financial transactions and obligations, ensuring the appropriate allocation of expenditures; providing advice and guidance on financial matters to Mission members, and supporting the efficient and transparent use of the Missions’s financial resources;

  2. Co-ordinating the preparation and implementation of the Mission’s UB and ExB budget proposals, monitoring expenditures against approved budgets and allotments; preparing expenditure forecasts and projections, coordinating budget revisions; providing management with financial analysis and budget implementation reports;

  3. Overseeing treasury, accounting and cash management activities, including banking arrangements, cash-flow and replenishment cycles, ensuring timely and accurate recording of transactions in Oracle/IRMA, preparing financial and reconciliation reports, and ensuring accurate recording of financial obligations and forecasting data;

  4. Supervising the Finance Assistant by assigning and reviewing work, providing technical guidance, quality assurance and on-the-job training, and supporting the resolution of complex issues related to finance, accounting, treasury and budget implementation; promoting the timely, accurate and efficient delivery of financial services; providing technical advice and training to programme and administrative staff on financial policies, Oracle/IRMA processes, financial controls and reporting requirements;

  5. Co-ordinating follow-up to internal and external audit observations by preparing draft responses to audit queries, monitoring the implementation of FAU audit recommendations; reviewing the financial and administrative aspects of Project Proposals and Implementing Partner Agreements; coordinating Mission insurance claims, and recommending improvements to financial management processes and internal controls;

  6. Serving as alternate to the CFA within delegated authority; advising the CFA and Mission management on financial risks, compliance and internal control issues; ensuring continuity of financial operations and performing other related duties as assigned.

Necessary Qualifications:

  • First-level university degree in Finance, Accounting, Business Administration, Economics or a related field;
  • Minimum two years of progressively responsible professional experience in finance, accounting, treasury or budget management, preferably in an international organization;
  • Extensive experience in managing financial operations and reporting, budget management and the application of internal control systems;
  • Computer literacy with advanced practical experience in Microsoft applications, particularly Excel, Word processing and Outlook;
  • Practical experience in using ERP systems (e.g. Oracle);
  • Ability to analyse financial information, identify financial risks and compliance issues, and provide sound advice and practical recommendations;
  • Excellent written and spoken communication skills in English, Romanian and Russian
  • Demonstrated gender awareness and sensitivity and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team with people of different cultural and religious backgrounds, different genders, and diverse political views while maintaining impartiality and objectivity.


Remuneration Package:

Monthly remuneration, subject to social security deduction is EUR 2,177 OSCE salaries are exempt from taxation in Moldova. Social benefits include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

Appointments are normally made at Step 1 of the applicable OSCE salary scale. In exceptional cases, an initial appointment at up to Step 3 may be considered. This depends on factors such as relevant experience exceeding minimum requirements or higher previous remuneration. Any such request by a candidate must be reviewed and approved by the OSCE before the appointment.

Please be aware that OSCE appointments are subject to medical clearance. 

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 62 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
