Program Background:
The IRC's MENA Early Childhood Development (ECD) portfolio builds on over seven years of programming, starting with the Ahlan Simsim and Play to Learn initiatives, launched in 2018. These initiatives reached millions of children and caregivers with ECD services, generated a library of high-quality ECD content, and established a resource bank of proven program models. Partnerships with Ministries of Education, Health, and Social Development produced co-designed programs that are now embedded within government services across the region.
The portfolio today spans multiple grants and donors across the MENA region, with an overarching aim of supporting the youngest children and their caregivers — particularly those affected by crisis and conflict — with high-quality, scalable, and sustainable interventions. Interventions target children directly and through their caregivers and communities. The portfolio also strengthens the capacity of the ECD workforce — including teachers, multi-sector facilitators, and health workers — advances national systems and policy through advocacy efforts, and delivers innovative digital technology solutions. The IRC works alongside key public and private stakeholders across health, protection, education, and economic recovery and development to co-design and expand partner-led interventions. The MENA regional ECD team manages core regional grants, supports country programs on country-specific awards, and actively contributes to business development efforts to expand programming reach, deepen impact, and mobilize resources from a growing base of public and private donors. The team also supports country programs in program quality and fidelity, content development, research and monitoring, policy, advocacy and communications, project and financial management, and digital technology solutions.
Position Summary:
Reporting to the Regional Policy, Advocacy and Communications Lead, the Communications & Visibility Officer will support the implementation of the regional ECD portfolio communications and visibility activities across the MENA region. The role will contribute to storytelling, content collection, visibility materials, event coverage, communications products, and coordination with country, regional, and global communications colleagues. The Communications & Visibility Officer will serve as a central coordination point for communications and visibility efforts across the MENA ECD portfolio country programs, ensuring the timely collection, development, management, and dissemination of high-quality content that showcases program impact, learning, and achievements, in close coordination with country program communication leads.
The Communications & Visibility Officer will play a key role in ensuring high-quality documentation of program activities, capturing impact stories from children, caregivers and communities, maintaining communications assets, and supporting the production of donor-facing and public-facing communications materials.
Specific Responsibilities:
The Communications and Visibility Officer will support the planning, coordination, and implementation of communications and visibility activities across the regional ECD portfolio. The role will work closely with country teams, regional colleagues, partners, and external service providers to strengthen storytelling, visibility, content management, and communications products that showcase program impact, learning, and achievements.
Content Development and Storytelling
Draft and edit blogs, human-interest stories, case studies, newsletters, talking points, press releases, and media materials in English and Arabic.
Adapt communications content for digital and social media channels.
Content Collection and Asset Management
Coordinate collection of photos, videos, testimonials, and other assets from country teams and partners, including through field visits and event attendance, ensuring timely submission against donor and content calendars.
Maintain organized, tagged archives in Brandfolder (the IRC content library) and other content management platforms for reporting, donor engagement, and future use.
Country and Regional Communications Coordination
Serve as the primary coordination point between the regional ECD portfolio team and country communications focal points, supporting them in identifying communications opportunities, in close coordination with IRC’s regional Polic, Advocacy and Communications team and relevant global communications team.
Facilitate sharing of products and lessons learned across country, regional, and global teams, and identify opportunities to amplify regional ECD portfolio achievements.
Visibility, Branding and Vendor Management
Ensure safeguarding, consent, and IRC/donor branding compliance across all communications materials and assets, coordinating sign-off on branded items as needed.
Act as day-to-day focal point for communications, photography, videography, and content production vendors, including external consultants and agencies, tracking deliverables, timelines, and quality standards.
Support visibility activities across regional and country programs, including event communications packages and on-site visibility support.
Reporting and Administrative Support
Maintain communications trackers, content calendars, and visibility monitoring tools, and support donor and project reporting requirements.
Provide day-to-day communications support to the Regional Policy, Advocacy and Communications Lead and the wider regional ECD portfolio team.
Supervisory Responsibilities: None.
Requirements:
Bachelor’s degree in communications, Journalism, Media, Marketing, International Development or a related field; previous experience in an NGO in a similar role is a plus.
Minimum 4 years of professional experience in communications, media, public relations, storytelling, journalism, or related fields.
Excellent written and verbal communication skills in English and Arabic is required required.
Strong storytelling and case study writing and editing skills, with the ability to identify strong stories and adapt communication style to different audiences.
Experience collecting and developing human-interest stories, interviews and beneficiary testimonials.
Experience coordinating communications activities across multiple stakeholders and locations.
Strong organizational skills and ability to manage multiple priorities and deadlines.
Experience working with photography, videography and content management processes; knowledge of Adobe Creative Suite (Premiere Pro, Illustrator, Photoshop, and InDesign) is highly desirable.
Familiarity with, Brandfolder, Box, SharePoint or similar content management systems.
Experience in humanitarian, development, education or early childhood development programs is highly desirable.
Work-related travel within the MENA region (Jordan, Lebanon, Syria), up to 30%, is expected.
Preferred Experience
Experience working with humanitarian, development, education, early childhood development, or donor-funded programs.
Experience coordinating communications activities across multiple countries or regional programs is highly desirable.
Photography, videography, content editing, or multimedia production experience is an asset.
Reporting Line
The Communications and Visibility Officer reports directly to the Regional Policy, Advocacy and Communications Lead for the regional ECD Portfolio, with a technical reporting line to the regional Content and Digital Specialist, and works closely with the country program teams, regional and global communications colleagues, implementing partners, and external communications service providers.
Duration
12 months, with possibility of extension subject to funding and performance.
