The IRC began its programs in Yemen in October 2012. Following the war which broke out in Yemen in March of 2015 and the humanitarian disaster, which was crafted by the same, IRC launched an emergency response program in the southern governorates of Aden, Lahj, Abyan, Shabwah and Al Dhale’e. While the IRC has a track record working in Northern Yemen with a range of local partners, currently IRC is operating in eight governorates in the south of Yemen through direct programming and with local partners in Health, Environmental Health/WASH, Nutrition, Economic Recovery Development, Child Protection, Women Protection and Empowerment and Protection and Rule of Law.
Job Overview/Summary:
The Health Coordinator provides strategic leadership, technical direction, and management oversight for IRC Yemen's integrated Health portfolio, encompassing Health, Nutrition, and Environmental Health (EH) programming. The Health Coordinator is responsible for setting sector vision and priorities, ensuring technical excellence, driving program quality, and advancing IRC's Strategic Action Plan (SAP) through evidence-based, client-centered programming. She/he pursues impact-at-scale strategies, prioritizing interventions and delivery models with the strongest evidence and greatest potential to reach population-level health outcomes through IRC's direct and partner-led programming.
The role provides leadership to a multidisciplinary team and supports the design, implementation, monitoring, and growth of integrated health programming across humanitarian, recovery, and resilience contexts. The Health Coordinator ensures that health, nutrition, and EH programming is aligned with national priorities, donor requirements, IRC technical standards, and global best practices while fostering strong partnerships with government, donors, clusters, and local organizations.
As a member of the Extended Senior Management Team (ESMT), the Health Coordinator contributes to country program strategy, business development, resource mobilization, emergency preparedness and response, and organizational leadership.
The successful candidate will be a strategic and self-motivated leader who is comfortable operating with a high degree of autonomy, identifying opportunities, solving complex challenges, and driving results in a dynamic humanitarian environment.
Major Responsibilities:
Strategic Leadership and Programme Quality
- Lead the development and delivery of IRC Yemen’s Health, Nutrition and EH programming and the strategic priorities outlined in the country program’s SAP, translating the IRC’s Health outcome strategy into context-specific priorities and multi-sector ambitions.
- Lead the development, implementation, and periodic review of sector strategies and priorities based on evidence, context analysis, emerging needs, and client feedback.
- Drive program quality, innovation, accountability, and continuous improvement across the portfolio. Champion an evidence-to-action culture, using routine programmatic and epidemiological data analysis, the IRC Outcomes and Evidence Framework, and operational research to shape strategy, adapt programming, and demonstrate results to clients and donors.
- Advance a humanitarian-development nexus approach entailing context-relevant emergency response combined with health systems strengthening, local health authority engagement, and transition planning as the operating context allows.
- Promote health systems strengthening through improved quality of care, workforce capacity, referral systems, health information management, pharmaceutical management, and infection prevention and control.
- Lead intersectoral collaboration across Health, Nutrition, EH/WASH, Protection, ERD, and Cash programming, prioritizing the Health, Nutrition and WASH nexus central to Yemen's outbreak and malnutrition burden, to achieve stronger client outcomes and greater program impact.
- Strengthen mental health and psychosocial support (MHPSS) across the portfolio, integrating mental health into primary health care and ensuring links to protection and community-based services.
- Expand community health approaches strengthening community health worker systems, demand generation, and community engagement to improve health literacy, health-seeking behavior and equitable access.
- Ensure epidemic and outbreak preparedness and response readiness, embedding early warning, disease surveillance, and rapid-response capacity within the portfolio.
- Monitor contextual developments and emerging humanitarian needs, ensuring the portfolio remains responsive to evolving priorities and emergency response requirements.
- Support country-level strategic planning processes and contribute to broader programmatic decision-making as a member of the Extended Management Team.
Portfolio Oversight and Resource Mobilization
- Provide overall oversight of portfolio performance, ensuring effective delivery, quality implementation, compliance, and sound financial stewardship across all grants.
- Drive cost-efficiency and value-for-money across the portfolio, using facility-level costing and unit-cost analysis to inform program design, resource allocation, and donor reporting.
- Monitor programmatic and financial performance, proactively identifying risks, gaps, and opportunities and ensuring timely corrective action.
- Contribute to the strategic positioning and ensure sound technical design forof funding opportunities across Health, Nutrition, and Environmental Health.
- Collaborate with Grants, Finance, Operations, MEAL, partners, and technical advisors to develop high-quality proposals, budgets, reports, and modifications.
- Cultivate donor relationships and contribute to the growth and sustainability of the Health portfolio through strategic business development and resource mobilization efforts.
Partnerships and Localization
- Steward strategic partnerships and collaboration across the health portfolio that advance program quality, resource mobilization, localization objectives, and systems strengthening efforts, for example existing partnerships with GAVI and other GAVI partners/key stakeholders, strategic project consortia, and the MoPH, as well as potential new partners.
- Champion IRC's PEERS approach by fostering equitable, strategic partnerships that strengthen local leadership and advance sustainable outcomes.
- Lead partner engagement, capacity sharing/strengthening, and joint learning efforts across the portfolio.
- Promote collaborative planning, performance monitoring, and adaptive management with partners to strengthen quality and accountability.
Staff Management and Development
- Lead, mentor, and develop a diverse team of technical managers, fostering a culture of accountability, collaboration, inclusion, innovation, and continuous learning.
- Create a positive, inclusive, and supportive working environment that promotes staff wellbeing, resilience, engagement, and high morale, enabling teams to perform effectively in challenging operating environments.
- Build leadership capacity across the team through coaching, delegation, and succession planning, with a strong focus on developing national talent.
- Model IRC's values and leadership standards, creating a respectful, inclusive, and high-performing team culture.
Coordination & Representation
- Represent IRC with government authorities, donors, UN agencies, clusters, technical working groups, and partners, strengthening IRC's profile and influence within the health sector.
- Influence sector priorities, policies, and technical standards through active engagement in coordination forums and strategic partnerships.
- Position IRC as a technical thought leader in Yemen's health sector, shaping how health programming is conceived and delivered through innovation, evidence, and the generation and sharing of learning with peers, clusters, and donors.

Position directly supervises: Senior Health Manager, Senior Nutrition Manager, Senior EH Manager, Country Pharmacist, and GAVI Project Manager. Indirect supervision of health (including MHPSS and reproductive health), nutrition and EH staff across field locations.

Job Requirements:
Education: Public health professional with relevant degree and qualifications, preferably with a clinical background such as doctor, nurse, or allied health professional. Advanced degree preferred.
Work Experience: Minimum of 7 years progressive professional experience in management of health emergencies and program delivery, INGO experience required. Prior experience working in complex emergency settings or insecure environments strongly preferred. Experience working across health, nutrition and/or EH programming is an asset.
Demonstrated Skills and Competencies:
- Strong technical knowledge of public health programming, with experience across one or more of the following areas: primary healthcare, reproductive health, child health, immunization, communicable and non-communicable diseases, mental health and psychosocial support (MHPSS) including mhGAP, nutrition, environmental health, health systems strengthening, health information systems, pharmaceutical management, infection prevention and control, and referral systems.
- Proven strategic leadership skills, with the ability to develop sector vision, translate strategy into action, and guide complex, integrated health portfolios in humanitarian and recovery settings.
- Demonstrated experience managing multi-sector and multi-grant programs, ensuring program quality, compliance, budget oversight, and achievement of results across diverse funding streams.
- Extensive proposal and business development experience, including leading the design and writing of competitive, technically sound proposals and budgets for institutional donors such as FCDO, BHA/USAID, ECHO, and UN agencies.
- Experience working through partnerships and supporting local organizational capacity strengthening, with a commitment to IRC's PEERS approach and localization objectives.
- Experience with community health and social and behavior change (SBC) programming in humanitarian settings.
- Strong program management, planning, and organizational skills, including the ability to prioritize competing demands and support teams to deliver effectively under pressure.
