The reform introduced explicit entitlements for the population and increasingly centralized pooling and purchasing of public resources, replacing a fragmented and historically driven financing system.A recent joint WHO–World Bank Health Financing Review concluded that, despite the COVID-19 pandemic and the full-scale invasion by the Russian Federation, Ukraine has maintained strong institutional capacity within the Ministry of Health (MoH) and the NHSU to manage and finance health services under the PMG. At the same time, the increasing complexity of strategic purchasing, provider payment reforms, and evidence-informed policy-making has significantly increased the demand for high-quality, timely, and reproducible analytical products to support decision-making.WHO is supporting the Government of Ukraine in strengthening strategic purchasing and health financing across a range of priority areas, including rehabilitation, primary health care, emergency medical services, mental health, surgical care, medicines financing, and capital investment planning.
