Background of the assignment: Within the UNODC Programme Promoting Accountability, Integrity and Transparency in Justice, funded by the Austrian Development Cooperation (ADC), Outcome 1 aims to upgrade case management systems to be operational, automated, and coordinated across the criminal justice chain. Output 1.2 emphasises improving the automation of criminal justice procedures. Activity 1.2.1 involves reviewing and developing legislation, policies, and Standard Operating Procedures (SOPs) necessary to automate and integrate criminal case and information management systems. Although Uganda has made significant progress in digitising justice sector processes, criminal justice institutions continue to rely on fragmented information systems, isolated case management platforms, manual information exchange and referral processes, and institution-specific workflows. These challenges lead to duplicate information, limited interoperability, delays in case processing, prolonged remand detention, and reduced access to justice. The consultancy aims to establish the legal, policy, governance and operational environment required to support secure criminal justice information exchange and referral mechanisms among the Uganda Police Force, the Office of the Director of Public Prosecutions, the Judiciary, the Uganda Prisons Service, legal aid service providers and accredited civil society organisations. While the proposed frameworks will have national relevance, the consultancy will focus on Gulu and Moroto Districts, selected as pilot implementation sites under the programme. The assignment will build on institutional capacity and risk assessments conducted under the programme and will establish the governance and operational foundation for Activity 1.2.2: Pilot Implementation of a Criminal Justice Information Exchange and Referral System (CJIX-R) in Gulu and Moroto Districts, including the institutional arrangements, information exchange standards, and implementation guidance required for the pilot. Purpose of the assignment: The purpose of this assignment is to establish the legal, policy, governance and operational framework required to support the secure automation and integration of criminal justice information exchange and referral mechanisms across Uganda's criminal justice chain. Specifically, the consultant shall conduct a comprehensive review of the legal, policy and institutional environment governing criminal justice information exchange and referral mechanisms, and develop harmonised governance frameworks, legislative and policy recommendations, and Standard Operating Procedures (SOPs) to directly inform the implementation of the Criminal Justice Information Exchange and Referral System (CJIX-R) pilot under Activity 1.2.2. An advanced university degree (Master's degree or equivalent) in Information Technology, Information Systems, Computer Science, Software Engineering, Digital Transformation, Business Information Systems, Public Administration, Information Management, or a related field is required. A first-level university degree in one of the above fields in combination with two (2) additional years of qualifying professional experience may be accepted in lieu of the advanced university degree At least five (5) years of progressively responsible professional experience in enterprise information systems, digital transformation programmes, or public sector technology reforms is required Demonstrated experience in business process analysis and re-engineering, enterprise architecture, systems integration, and workflow optimization is required. ) Proven experience in the design and implementation of large-scale government information systems and interoperable digital platforms is required. ) Demonstrated expertise in developing governance frameworks, information exchange mechanisms, interoperability solutions, and Standard Operating Procedures (SOPs) for digital systems is desirable . Demonstrated knowledge of information governance, data governance, cybersecurity, digital government, and information-sharing frameworks is desirable Proven experience working with government institutions, justice sector institutions, or public sector reform programmes is desirable Experience working with Justice, Law and Order Sector (JLOS) institutions, United Nations entities, or other international development partners is desirable

English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage
