Post Context
The Joint Force Training Centre supports Warfare Development, contributing to concept development and maintenance of joint doctrine and standards while coordinating the integration of experimentation, capability development, and interoperability to improve NATO’s interoperability, capabilities, and operational effectiveness.
The Headquarters Support Division (HSD) ensures human resources, financial, infrastructure, property management and security at the Joint Force Training Centre in support of static and distributed training, exercises, tests and experiments.
The Security Branch is responsible for all aspects of internal security within the compound to protect classified information and safety of personnel, including coordination with external security agencies.
The Staff Assistant (Integrated Security Systems) is a member of a small team responsible for oversight and management of contracted security staff and technical systems, ensuring JFTC site, systems, staff and visitors are protected and safe.

Principal Duties
The incumbent will act as a Staff Assistant responsible for arrangement and programming of individual and facility - security areas and system access for the core staff and for event participants, and for monitoring the operation of the technical security systems. Moreover, the incumbent will:
a. Operate technical security systems (e.g. access control and intrusion detection systems).
b. Maintain records of the equipment installed.
c. Arrange individual facility, security area and system access in accordance with the security regulations as well as the respective job requirements.They will configure ID cards/access passes, maintain databases of the issued ID cards/access passes including granted access rights.
d. Maintain and file NATO clearance certificates.
e. Support exercise security management for static and, as required, distributed training events and experiments.
f. Support planning and coordination of security measures during important meetings and conferences inside and outside JFTC.
g. Provide initial general security threat briefs for all JFTC newcomers and provides briefs at intervals given in NATO directives.
h. Plan, co-ordinate and supervise the execution of security related issues during the in- and out-processing of core staff and event participants.
i. Configure Security Systems, in/out-processing, security briefings for all training events, conferences and courses delivered at JFTC.
j. Coordinate with HNS internal security (guarding /gates / patrols).
k. Administer security clearance certificates, requests for visits and courier certificates.
l. Assist in LAN SecOPs management and computer accounts creation.
m. Assist in mobile device certificates production.
n. Assist in security inspections and investigations.
o. Assist in the developments of security policies, procedures and directives.
p. Provide support to Business Continuity and Management Planning in the production, maintenance, dissemination and execution of Business Continuity Policy (BCP).
q. Provide support to Communication and Information (CIS) accreditation matters, and assist in review and coordination of accreditation requirements for all CIS systems at JFTC.
Special Requirements and Additional Duties
Lessons Learned (LL) is an integrated part of all activities. LL requests, planning, creation, collection, staffing and handling in accordance with the NATO LL Process as an integrated part of any activity.
The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract
a. Flexibility Clause:In order for the command to deal with emergent requirements the incumbent may be required to perform other related duties as directed (in particular, the incumbent can expect to work as a member of Working Groups, Project Teams, etc. for defined periods of time).Additionally, for military personnel the incumbent may also be reassigned as directed by Chief of Staff for up to 365 days (through consultation with the Allies concerned).
b. Annual TDY Requirement:The incumbent may be required to undertake TDY both within and outside NATO’s boundaries for up to 30 days per year.
Personnel are expected to conduct themselves in accordance with the current NATO Code of Conduct agreed by the North Atlantic Council (NAC), and thus display the core values of integrity, impartiality, loyalty, accountability, and professionalism.
The work is normally performed in a Normal NATO office working environment.

ESSENTIAL QUALIFICATIONS
Professional Experience
1) Four years’ experience in security standards and procedures.
2) Four years’ experience in operating technical security systems.
3) Four years’ experience of integrated computer/communication networks.
4) Higher secondary education or equivalent in electronics, CIS or a related field.
5) Four years’ function related professional experience in electronics, CIS or related fields.
Education/Training
University Degree and 2 years function related experience, or Higher Secondary education and completed advanced vocational trainingleading to a professional qualification or professional accreditation with 4 years post related experience.
Language
English - SLP 3322 - (Listening, Speaking, Reading and Writing)
NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.

1) Previous relevant experience in an international organization, preferably NATO.

3) Business Continuity Certification and/or completion of equivalent courses.

• Supervisory Responsibilities: Managerial Responsibilities will be limited to Contracting Duties: fulfilling all Contracting Officer Technical Representative (COTR) tasks related to direct subordinated contractors and technical delivery, including ensuring the completion and recording of COTR cost estimates, invoices, final accounts and project reports on contracted support to give JFTC the basis for payment.
Direct supervision of one or more people, including provision of professional guidance and instruction to the team. Depending on requirements, they may be required to direct and supervise the work priorities of one or more JFTC multifunctional teams.
There are no reporting responsibilities.
Security Clearance
The successful applicant will be required to apply for and receive a NATO SECRET Security Clearance prior to final confirmation of contract and commencement of employment.
Contract
Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations. Newly recruited staff will be offered a three year definite duration contract.

The candidature of NATO redundant staff at grade B5/G12 will be considered with priority.
Applicants who are not successful in this competition may be offered an appointment to another post of a similar nature, albeit at the same or a lower grade, provided they meet the necessary requirements.
