Significant damage to health infrastructure, constrained public resources, and evolving population health needs require capital investments that not only rebuild facilities but also support long-term health system transformation.WHO is supporting the Government of Ukraine, international financial institutions, and development partners to strengthen governance of capital investments and align reconstruction financing with broader health financing reforms, hospital network optimization, and Health Strategy 2030.
