The Global Voluntary Carbon Market (GVCM) Unit supports the development and operationalization of a Paris-aligned voluntary carbon market framework that enhances environmental integrity, transparency, and country-driven cooperation. The Unit works closely with national governments, international organizations, and key stakeholders to strengthen alignment between voluntary carbon markets and Article 6 of the Paris Agreement, while supporting institutional design, capacity building, and international engagement.
POSITION SUMMARY
The Senior Associate, Project Development and Portfolio Management, will support the identification, development, and portfolio management of GVCM pilot projects (i.e., mitigation activities developed for the purpose of issuing carbon credits under the GVCM initiative (hereafter “projects”)), including their technical and structural assessment (including financial structuring).
The Senior Associate will manage the pipeline of GVCM pilot projects across public, private, and multilateral development bank (MDB)-linked sources, support the design and establishment of the GVCM Technical Review Committee, and support its operation by preparing project agenda items and responding to Committee-level review requirements.
The position contributes to GGGI’s mission by ensuring that GVCM pilot projects are well-structured, bankable, and effectively managed from identification through to technical review and approval.
The position will work in close coordination with the Senior Officer within the GVCM Unit and reports to the Head of Unit.
PURPOSE
To support the development of GVCM technical standards and procedures on GVCM project processes and contribute to the review of GVCM pilot projects.
To identify, develop, and manage a portfolio of GVCM pilot projects across public, private, and MDB-linked project sources, ensuring their technical and structural soundness and supporting their progression through GVCM’s institutional processes.
To support the establishment and operation of the GVCM Technical Review Committee.
ENGAGEMENT
The Project Development and Portfolio Management Senior Associate will:
- Conduct outreach to prospective project developers, partners, and stakeholders to build and expand the GVCM pilot project pipeline.
- Coordinate with country level stakeholders to support the identification and development of GVCM pilot projects.
- Lead stakeholder engagement and coordination in the design and establishment of the GVCM Technical Review Committee, and ongoing coordination with Committee members thereafter.
- Coordinate internally across relevant GGGI teams, including country offices, to ensure alignment and consistency of GVCM pilot project development and portfolio management.
- Coordinate with host country governments, the Government of Korea, private sector stakeholders, multilateral development banks (MDBs) and other relevant international organizations on GVCM pilot project matters.
- Coordinate with methodology and MRV functions to ensure consistency between project process guidelines and methodology/MRV guideline provisions.
DELIVERY
GVCM Pilot Project Identification and Development
- Lead the identification, technical and structural (including financial) assessment, and development of GVCM pilot projects across priority sectors and geographies, ensuring their technical soundness, methodology fit, MRV readiness, and bankability.
- Support innovative financing arrangements and capacity-building for host country counterparts and project developers to strengthen project readiness for the GVCM and Article 6 mechanisms.
GVCM Pilot Project Portfolio Management
- Manage the portfolio and pipeline of GVCM pilot projects across public, private, and MDB-linked sources, overseeing project status, risks, and host country Article 6 authorization and corresponding adjustment considerations.
- Ensure portfolio-level reporting and synthesize lessons learned from pilot projects to inform GVCM institutional design and scale-up planning.
GVCM Technical Review Committee and Guidelines Development Support
- Lead the design, establishment, and ongoing operation of the GVCM Technical Review Committee, including its governance structure, review procedures, and coordination with Committee members.
- Provide technical inputs to the development of GVCM implementation guidelines on project-level standards and procedures — including project activity standards and pilot project identification, screening, structuring, and registration procedures — ensuring consistency with internationally recognized project development and registration practice.
REQUIREMENTS
QUALIFICATIONS
- Bachelor’s degree in environmental science, engineering, energy, climate change, finance, business, economics, or any related field. A master's degree in a relevant field is an advantage.
- At least 5 years of professional experience in carbon market project development, portfolio management, or related technical fields.
- Deep understanding of the international carbon market, including Article 6 of the Paris Agreement and internationally recognized carbon crediting standards and mechanisms.
- Demonstrated experience in project identification, technical and structural assessment, and portfolio or pipeline management.
- Experience working with public, private sector, and/or multilateral development bank project financing structures.
- Strong written and verbal communication skills in both Korean and English.
PREFERRED QUALIFICATIONS
- Professional project management certification (e.g., PRINCE2, PMP, or equivalent).
- Experience coordinating with host country governments, MDBs, or international organizations on project development matters.
- Experience supporting operation of technical review committees, investment committees, or equivalent governance/review bodies.
FUNCTIONAL
- Strong understanding of international carbon market mechanisms and Article 6 of the Paris Agreement, applied to project-level technical and structural review.
- Strong project management and organizational skills across multiple concurrent projects.
- Ability to assess technical and financial/structural aspects of project proposals.
- Ability to communicate effectively with a wide range of stakeholders, including government, private sector, and international organizations.
- Strong attention to detail and ability to manage portfolio-level reporting and tracking.
- Ability to work independently and collaboratively across multidisciplinary teams.
- Willingness to travel internationally, as required.

WORKING CONDITIONS
The Senior Associate is a National Position at G7 grade level. The salary range for the position starts at USD 58,452 per annum depending on qualifications and experience. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.
