The CCAC Board and Secretariat are provided with: - a strategic assessment of innovative financing opportunities for super pollutants; - authoritative advice to inform the update of the CCAC Finance Strategy - practical recommendations on the potential role of the CCAC as a political forum, convening platform and intellectual partner on innovative super pollutant finance; and - one or more concrete proposals for innovative financing mechanisms that the CCAC could support politically and that at least one development bank or other credible financial institution has expressed interest in developing or testing.

Duties and Responsibilities

The UNEP-convened Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives of the private sector, the environmental community, and other members of civil society. The CCAC is the only international initiative working on integrated climate and clean air solutions to reduce the rate of near-term warming. It focuses on fast action to reduce emissions of short-lived climate pollutants (SLCPs) including methane, black carbon, HFCs and tropospheric ozone. More information about the Global Methane Pledge is here: www.globalmethanepledge.org The CCAC Finance Strategy was developed in 2023 and reviewed in 2024. Since then, the Coalition’s operating context and implementation model have evolved substantially. Relevant developments include: - the launch of the Super Pollutant Country Action Accelerator; - a growing operational partnership with the World Bank’s CH4D programme; - emerging cooperation with the Asian Development Bank and other multilateral development banks; - the establishment of the CCAC Technology and Economic Assessment Panel; - the development of the Super Pollutant Prioritisation Strategy; - work requested by the CCAC Board on Article 6, methane-credit integrity and market-based finance; and - emerging proposals for new financing mechanisms. The CCAC Mid-Term Evaluation identified the need to strengthen the connection between the Coalition’s upstream policy and institutional support and downstream financed implementation. The Board’s response requested concrete proposals during 2026 and 2027 on how the CCAC partnership can help governments access and coordinate implementation support and finance from multilateral development banks, climate funds, bilateral donors, philanthropy and relevant private-sector and results-based finance mechanisms. The Secretariat therefore intends to initiate an update of the CCAC Finance Strategy at the October 2026 Board meeting and present an updated strategy to the first Board meeting of 2027. As part of this renewed financing effort, a consultant is required to provide independent senior-level advice on innovative financing approaches for super pollutants as one component of this broader strategy update. The consultant will undertake landscape mapping and targeted institutional outreach, advise the Board at its October 2026 meeting, convene a focused dialogue with governments and financial institutions, and develop one or more concrete proposals for innovative financing mechanisms that the CCAC could support politically and that one or more development banks or other financial institutions are interested in testing. For the duration of the assignment, the consultant will serve as Senior Advisor to the CCAC Board on Innovative Finance for Super Pollutants. This designation is intended to support senior-level outreach and engagement and does not confer decision-making authority or authority to represent formal CCAC positions without prior approval. Objectives: 1- Assess the evolving landscape of innovative public, private, blended, market-based and results-based finance relevant to super pollutant mitigation, with an initial focus on methane. 2- Undertake targeted outreach to multilateral and regional development banks, public development banks, governments, philanthropies, private financial institutions, investors, market actors and other relevant experts. 3- Provide strategic advice and a presentation to the October 2026 CCAC Board meeting on the opportunities, limitations and potential role of the CCAC in advancing innovative finance for super pollutants. 4- Advise, as requested, on emerging financing proposals relevant to the CCAC. 5- Design and facilitate a focused session during the October 2026 CCAC Annual Meeting involving governments, CCAC partners, multilateral and regional development banks and other relevant financial institutions to discuss and test innovative financing approaches for super pollutants. 6- Based on the initial analysis, Board guidance and Annual Meeting discussion, develop one or more concrete options for innovative financing mechanisms or approaches that the CCAC could support politically and that one or more development banks are interested in developing or testing. 7- Provide substantive recommendations and drafting inputs to inform the update of the CCAC Finance Strategy, including its treatment of innovative financing mechanisms and the potential role of the CCAC as a political forum, convening platform and intellectual partner. 8- Present the final proposals and provide strategic advice to the first CCAC Board meeting of 2027. Key deliverables 1st deliverable: November 2026 Board advisory and CCAC Annual Meeting package The consultant will: - prepare a short inception note setting out the proposed approach, priority questions, consultation plan and indicative list of stakeholders; - map innovative financing strategies and mechanisms relevant to super pollutants, initially focused on methane; - examine relevant public, private, blended, results-based and market-finance approaches, including guarantees, risk-sharing instruments, thematic bonds, Article 6 mechanisms, debt swaps, advance market commitments, project-development facilities and approaches addressing capital and operational expenditure gaps; - undertake targeted consultations with development banks, governments, financial institutions, philanthropies, investors and other relevant experts; - prepare a concise landscape and briefing for the CCAC Secretariat which will also inform a Board presentation/discussion (below); - building on the above, prepare a Board (non-technical) presentation identifying key findings, potential opportunities, strategic risks, possible CCAC roles and questions for Board inputs (and primarily to socialize the need for an effort on innovative financing and for CCAC to provide a platform for that); - participate in the October 2026 CCAC Board meeting in Bangkok, present the findings and advise the Board during its discussion; - prepare a short note recording relevant Board guidance and implications for the second phase and the CCAC Finance Strategy update; - design and facilitate a focused session during the CCAC Annual Meeting, taking place in Bangkok during the week following the Board meeting, involving interested governments, CCAC partners, multilateral and regional development banks and other relevant financial institutions; - prepare a concise summary of the Board guidance, Annual Meeting discussion, institutional feedback and implications for the second phase; and - propose a short list of financing options to be developed further Deliverable package: 1- Landscape and options briefing. 2- October 2026 Board presentation and advisory briefing. 3- Design and facilitation of the Annual Meeting innovative finance session. 4- Initial advice on the proposed financing ideas. 5- Summary of consultations, Board guidance, Annual Meeting conclusions and recommended options for further development. 2nd deliverable(s): March/April 2027 Concrete innovative finance proposal and advice to the first 2027 Board meeting The consultant will: - refine the options identified during the first phase in response to Board guidance and the Annual Meeting discussion; - undertake targeted follow-up engagement with interested governments, multilateral and regional development banks and other relevant financial institutions; - work with interested institutions to determine which options are operationally and institutionally viable; - identify potential countries, sectors, project pipelines or transactions through which the options could be tested; - prepare a Board-ready proposal setting out one or more concrete innovative financing options involving one or more interested development banks; - provide substantive recommendations and drafting inputs for the updated CCAC Finance Strategy; - prepare a presentation and advisory briefing for the first CCAC Board meeting of 2027; and participate in that Board meeting, expected in March or April 2027, to present the proposals, - respond to questions and advise the Board on possible next steps. Deliverable package: 1- By 15 February 2027, a Board-ready proposal presenting one or more concrete innovative financing options involving one or more interested development banks. 2- Recommendations and drafting inputs for the updated CCAC Finance Strategy. 3- Presentation and advisory briefing for the first CCAC Board meeting of 2027. 4- Participation in the Board meeting and a short final note reflecting Board guidance and agreed next steps.

Qualifications/special skills

- An advanced university degree (Master’s degree or equivalent) in economics, finance, public policy, international development, environmental policy or another field relevant to the assignment is required. - A minimum of 15 years of progressively responsible professional experience in development finance, climate finance, public policy, international financial institutions or a related field is required. - Demonstrated experience developing innovative financing strategies, facilities, instruments or institutional partnerships is required. - Extensive senior-level experience within, or working closely with, multilateral development banks or development finance institutions is required. - Experience advising senior government officials, boards, multilateral institutions, investors, philanthropies or other senior stakeholders is required. - Experience working in international and developing-country contexts is required. - Experience translating strategic analysis into practical and institutionally viable financing proposals is required. - Knowledge of sovereign lending, project preparation, blended finance, guarantees, risk-sharing instruments, results-based finance and private-capital mobilisation is required. - Experience working on methane finance, super pollutants, non-CO₂ mitigation or closely related climate and development issues is highly desirable. - Familiarity with Article 6, carbon markets, thematic bonds, advance market commitments or other innovative finance mechanisms is desirable.

Languages

- Fluency in English (written and oral) is required. Additional knowledge of other UN official languages is an asset.
