International Consultant: Risk Profiling and Targeting Expert

1. Development of technical content for the R/N Risk Profiling and Targeting Training Comprehensive technical training content for the Radiation and Nuclear (R/N) Risk Profiling and Targeting Training is developed, including training modules, presentations, practical exercises, case studies, participant materials, and any supporting documentation required for the effective delivery of the training programme. 2. Deliver and support R/N Risk Profiling and Targeting training exercise including submission of a report on the exercise in Malaysia The R/N Risk Profiling and Targeting Training is successfully delivered in Malaysia, including the facilitation of practical exercises and technical guidance to participants. A comprehensive post-training report summarizing the training activities, participant engagement, key findings, recommendations, and lessons learned is submitted upon completion of the exercise. 3. Deliver and support R/N Risk Profiling and Targeting training exercise including submission of a report on the exercise in Indonesia The R/N Risk Profiling and Targeting Training is successfully delivered in Indonesia, including the facilitation of practical exercises and technical guidance to participants. A comprehensive post-training report summarizing the training activities, participant engagement, key findings, recommendations, and lessons learned is submitted upon completion of the exercise.

The UNODC Border Management Branch (BMB) is committed to offering targeted technical assistance to Member States in the field of border management along the full criminal justice chain. The primary objective is to support Member States to more effectively and sustainably combat organized crime groups involved in various illicit activities by enhancing border control and criminal justice responses, as well as ensuring coherence of UNODC’s approach on environmental and maritime crime. Through the BMB, UNODC consolidates its expertise in enhancing border security at national, regional, and international levels, offering a structured, chain-of-custody based approach that prioritizes early detection and prevention, reinforces interception efforts to maximize seizures, and strengthens post-seizure investigations and legal cooperation. Drawing on an extensive portfolio of knowledge products, tools, and technical assistance activities, BMB supports Member States in bolstering national capacities to dismantle criminal networks, disrupt illicit flows along major trade routes, and foster long-term resilience through enhanced regional and international cooperation. UNODC is seeking a highly qualified international expert to develop the technical content of a risk profiling and targeting with a focus on R/N trafficking training programme and to serve as the trainer for in-person delivery in Malaysia and Indonesia. The consultant will bring specialist expertise in R/N threat environments, operational border management, and adult learning design to develop rigorous, contextually relevant, and practically applicable training materials. These will include slide decks, scenario-based exercises, assessment tools, and supporting reference materials. The objective of the R/N risk profiling and targeting training is to enhance the capabilities of law enforcement units in identifying, preventing, and responding to radiological and nuclear threats, in addition to addressing issues such as drug trafficking, smuggling of migrants, and other cross-border crimes at seaports, airports, and land borders. The programme contributes to UNODC's broader commitment to building sustainable, evidence-based border management capacity and aligns with relevant international frameworks including UN Security Council Resolution 1540 on the non-proliferation of weapons of mass destruction and the IAEA's nuclear security guidance on the prevention of illicit trafficking. Under the direct supervision and regular liaison with the Programme Officer, the expert will perform the following tasks: 1. Provide technical input for R/N Risk Profiling and Targeting training slide decks, assessments and other training material covering awareness, identification, prevention, and response strategies. 2. Deliver and support R/N Risk Profiling and Targeting training exercise including submission of a report on the exercise in Malaysia 3. Deliver and support R/N Risk Profiling and Targeting training exercise including submission of a report on the exercise in Indonesia

An advanced university degree (Master’s degree or equivalent) in the fields of law, criminology, public administration, political science, international relations or related field is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of 10 years’ relevant border management and law enforcement experience is required. Experience of training in an international environment with experience in training law enforcement officers required. Proven experience in use and deployment of risk profiling and targeting equipment is required. A broad understanding of the criminal networks in Asia and Africa is desirable. Strong interpersonal and communication skills including demonstrated tact in inter-cultural communication is desirable. Proven experience in dealing with national and regional counterparts from various cultural backgrounds is desirable. Previous work experience with the UN or other International Organizations is desirable. Experience working with international organizations in developing training modules/curriculum is desirable.

English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
