ORGANIZATIONAL CONTEXT

The IDLO Ukraine Country Office, situated within the Department of Programmes, maintains the central management and coordinating function for the delivery of the IDLO programmes in Ukraine.  

THE POSITION

Under the supervision of the Field Programme Manager, the Legal Officer will support the Programmes in Ukraine by providing legal support expertise across a broad spectrum. 

The primary functions of this role are:   

  • Provide professional legal and technical support as requested;
  • Build and maintain communication streams with external stakeholders such as beneficiaries and partner organizations.
  • Coordinate administrative and logistical tasks performed by junior team members in support of the organization of programmatic events.

Key results expected:

  • Carry out desk research concerning various legal subjects concerning national and/or international jurisdictions.
  • Assist with designing, facilitating, carrying out and observing reform exercises such as open and merit-based competitions and vetting procedures
  • Assist with the planning, organization and execution of reform-related processes like open competitions, vetting, and audit, ensuring transparency and adherence to best practices.
  • Analyse existing and draft new legal instruments such as bylaws, regulations, and Standard Operating Procedures (SOPs).
  • Conduct and deliver comparative legal analysis, including analyzing and contextualizing relevant international best practices.
  • Contribute to producing new and assessing existing draft laws from the perspective of their feasibility and impact on the reform objectives including drafting legislative acts.
  • Cultivate professional working relationships with relevant representatives of beneficiaries and partners, including civil society organizations.
  • Upon supervisor’s decision, attend and report on meetings and conferences arranged by Ukrainian state authorities, international organizations, and CSOs on topics relevant to the project implementation
  • Prepare, format, review, proofread, and submit documents relating to official meetings, operations, presentations, legal submissions, and other matters.
  • Perform other relevant duties as assigned by the supervisor.

Job Requirements

Education and Experience

  • University degree in Law
  • At least 3 years of experience in the field of judicial and/or anti-corruption reforms / initiatives
  • Experience working in an international context is highly desired
  • Understanding of the relevant legislation of Ukraine 
  • Experience in legal drafting 

Languages

  • Fluency in English and Ukrainian. 

Knowledge, Skills, and Abilities

  • Familiarity with standard programme and data management tools;
  • Good knowledge of Microsoft Word, Excel, and PowerPoint. Proficient use of other ICT and internet software;
  • Excellent written and verbal communication skills;
  • Communication and analytical skills
  • Research skills 

Terms & Conditions

For this locally recruited position, IDLO shall offer the selected candidate an Affiliate Local contract through 31 March 2027, with the possibility of extension, subject to performance and funding availability.

IDLO shall also offer a yearly basic salary of USD $ 30,643.- and a benefits package, including leave entitlements, in accordance with IDLO Employee Regulations and Rules.

Salaries and benefits paid by IDLO to employees are exempt from taxation in Ukraine. IDLO employees are responsible for compliance with income tax laws of their country of nationality or residence and/or of any other relevant fiscal jurisdiction.
