Mission and objectives

WHO in the Western Pacific

Together with 37 Member States and areas, we fight infectious diseases like dengue and malaria, and noncommunicable diseases like diabetes and heart disease. Through immunization campaigns and initiatives such as First Embrace, we help mothers and children survive and thrive. We ensure the safety of our environment, our air, our water and our food – all of which impact our health every day. We prepare for and rapidly respond to disasters and emergencies, never losing sight of the fact that we are dealing with issues of life and death. With the stakes so high, we strive for excellence in working to bring better health and well-being to the nearly 1.9 billion people of the Western Pacific Region.

Context

Strategic communication that is accessible, understandable, relevant, credible, timely and actionable for Member States, partners, health workers, media, and the public is a critical part of WHO's work. It is integral to WHO's goal of building a better, healthier future for people all over the world. The creation and regular dissemination of engaging visual and multimedia content such as infographics and multi-platform videos about key health issues and the work of WHO in the Region are essential to achieving our communications and health goals, which leverages the full power of communication to improve health outcomes at the individual, community and societal levels.

UN Volunteers should be provided equal duty of care as extended to all host entity personnel. Host entity support to the UN Volunteer includes, but is not limited to:
• Introductory briefings about the organisation and office-related context including security, emergency procedures, good cultural practice and orientation to the local environment.
• Support with arrival administration and official processes as required.
• Structured guidance, mentoring and coaching by a supervisor including a clear workplan and performance appraisal.
• Access to office space, equipment, IT support and any other systems and tools required to complete the objectives of the assignment including a host entity email address.
• Access to shared host entity corporate knowledge, training and learning.
• Ensure that UN Volunteers are provided all necessary security measures as per the United Nations Security Management System (UNSMS).
• Leave management; DSA for official travel, when applicable.
• All changes in the Description of Assignment occurring between recruitment and arrival or during the assignment need to be formalized with the United Nations Volunteer Programme.
• Investigate misconduct: sharing reports with the UNV.
• Provide emergency assistance, e.g. the death of volunteer or medical evacuation, in collaboration with UN. Accept letters of guarantees or potential liabilities for covering medical costs not claimable under medical insurance in extraordinary situations (e.g. isolation facilities' services during pandemics).

Task description

Within the delegated authority and under the supervision of the WHO Western Pacific Regional Communications Manager or his/her designated mandated representative(s), the National Digital Communications Associate will:

• Develop engaging digital content—such as graphics, videos and social media reels, and other multimedia formats — for the range of WHO Western Pacific Regional Office (WPRO) social media platforms supporting regional and country-level communication priorities, advocacy initiatives, and public health campaigns.
• Support the development and implementation of WPRO’s social media strategy.
• Contribute to social media and multimedia planning by maintaining content calendars, coordinating content pipelines, and scheduling posts across platforms.
• Monitor comments and direct messages, addressing inquiries as appropriate according to WHO’s community management guidelines.
• Track content performance and social media analytics, providing insights and recommendations to continuously improve digital communications outputs.
• Support studio-based and field multimedia productions, including concept development, scripting, filming, interviewing, photography, and post-production.
• Provide photo and video coverage of high-level meetings and other Regional Office activities as needed.
• Deliver ad hoc audiovisual, graphic design, photography, videography, animation, and multimedia production support, including capacity building, to technical units and country offices as required.
• Produce monthly Cabinet Communications Highlights videos for the Regional Director and other Directors showcasing the Regional Office and Country Offices’ key achievements and priorities. Provide technical guidance and capacity-building support to regional and country communications focal points on social media management, digital storytelling, and multimedia content production.
• Help maintain and update WHO’s Multimedia Library with photos from the field in coordination with the WPRO Library.
• Identify opportunities at the regional and country level for social media campaigns on health topics, aligned with the Regional Director’s vision.
• Any other related tasks as may be required or assigned by the supervisor.
