The WBG Business Integrity Office (BIO) seeks an Extended Term Consultant (ETC), for an initial period of one year, to support a strategic project in updating the WBG’s group-wide approach for managing business integrity and financial crime risks. This is a Headquarters (HQ) ETC appointment.
Anticipated Work Program
The ETC is expected to be requested to support the following:
• Supporting an updated WBG-wide mapping of how business integrity controls are currently operationalized across member entities, which may include, at a minimum, inventorying and reviewing documentation, interviewing stakeholders, preparing report narratives, and preparing workpapers.
• Supporting internal discussions on the design of a proposed group-wide target operating model (TOM) for managing business integrity and financial crimes risks, which may include developing a proposed policy and procedure architecture, centralizing research and screening functions, and updating an oversight and monitoring program, among others.
• Drafting updated policies and procedures, which may include second-line owned group-wide policies and first-line operational procedures within member entities.
• Supporting interim harmonization activities across private-sector operations which may include: (i) aligning management information reporting practices, (ii) developing and implementing work plans to design and implement program standards, (iii) drafting and seeking stakeholder feedback on policies and procedures, among others, and (iv) advising operational units on programmatic standards.
• Supporting the Global Head, Business Integrity and Global Lead, Business Integrity Program Transformation, as needed with project management, reporting, and any other program-related tasks or requests as they arrive.
Selection Criteria
The ETC is expected to have the following experiences and skills:
• Bachelor’s or Master's degree in a related field and at least 2 years of relevant experience.
• Experience in conducting or leading financial crime risk assessments for regulated financial institutions and/or development finance institutions (DFIs)
• Experience in drafting and developing anti-financial crime policies and procedures for regulated financial institutions and/or development finance institutions (DFIs)
• Expertise in financial crime risk management, including at a minimum anti-money laundering and counter-terrorism financing, but with preference for experience with anti-fraud and anti-bribery and corruption, as well
• Experience working within a leading consulting firm or within the anti-financial crimes department within a leading financial institution, with preference for additional experience within a supervisory agency and/or internal audit/auditing firm
• Knowledge of international standards – such as those produced by the FATF – and industry practices with respect to know-your-customer (KYC) programs and financial crime risk management
• Fluency in written English
