This position is located within the Common Administrative Platform at United Nations Headquarters, referred to as the One Executive Office ("one EO"), under the Division of Administration in the Department of Operational Support (DOS). One EO has started its transition phase on 1 January 2026 as part of the UN80 reform initiative, which aims to consolidate common administrative functions across Secretariat entities into unified service platforms. One EO provides the full range of administrative and operational services required by New York–based Secretariat client entities to fulfill their mandates, including human resources management, financial administration, travel, and general administrative support. Specifically, this position is located at the Client Desk providing administrative and operational support to Department of Political and Peacebuilding Affairs (DPPA), Department of Peace Operations (DPO), Cluster I and II Special Political Missions and other entities. The incumbent will report to a Finance Team Lead under the overall guidance of the Chief of the Desk.

Responsibilities

Within delegated authority, the Finance & Budget Officer will be responsible for the following duties: Budget preparation: • Prepares the resourcing part of the annual budgets for Cluster I and Cluster II Special Political Missions (SPMs) administered by DPPA, including preparation of supplementary information; prepares and coordinates responses to legislative and oversight bodies. • Reviews, analyses and finalizes cost estimates and budget proposals, in terms of staff and non-staff requirements from the relevant SPMsensuring compliance with the programme plan and other legislative mandates. • Provides detailed input with respect to resource requirements for budget submissions. • Reviews, analyzes and finalizes program budget/financial implications to the Security Council statements in light of additional mandates. • Provides substantive support to relevant intergovernmental and expert bodies in their budget review; assists in securing approval from the General Assembly. Budget administration: • Monitors allotments, authorizes sub-allotments, including redeployment of funds when necessary, ensuring appropriate expenditures. • Manages and monitors budget implementation and recommends reallocation of funds as necessary. • Monitors expenditures to ensure that they remain within authorized levels.Administers and monitors resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures. • Prepares budget performance submissions. • Reviews and finalizes budget performance reports, analyzing variances between approved budgets and actual expenditures. • Provides support to relevant intergovernmental and expert bodies as needed. General • Provides advice and guidance, including training, to managers and staff on budgetary and financial policies and procedures, including results-based budgeting. • Participates in inter-departmental meetings on matters related to resource requirements, programming and budgetary issues. • Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to the SPM budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures. • Drafts reports for management on budgetary issues, and correspondence. • Undertakes research and analysis of budgetary policies and procedures, makes recommendations for changes and/or modifications. • Acts as Certifying Officer under Financial Rule 110.4 to ensure that proposed obligations and expenditures are in accordance with approved budgets and established regulations and rules. • Ensures the integrity of financial and management systems and the controls that underpin them. • Provides support with respect to representation of DPPA and relevant SPMs in meetings with legislative organs as needed. • Represents DPPA and SPMs in inter and intra-departmental meetings. • May plan, organize, manage and supervise the work of the Unit/Section assigned. • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • The incumbent may be asked to perform other related duties. Work implies frequent interaction with the following: Budget, finance, accounts, administrative and substantive officers in the Secretariat and Special Political Missions; Office of Internal Oversight Services; external auditors; Budget Officers in United Nations common system. Results Expected: Achieves Department/Unit’s goals through the timely development of a well formulated budget proposals, improves administration of approved budget, and effective functioning of the Division/Unit.

Education

Advanced university degree (Master’s degree or equivalent) in business administration, finance, or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.

Work Experience

A minimum of seven years of progressively responsible experience in finance, budget, accounting, audit or related area.Experience in budget formulation and financial management for Special Political Missions (SPMs) in the United Nations or similar field missions in a comparable international organization is required. Experience in providing direct support to senior managers when defending budget proposals in front of the legislative bodies is required. Experience working in a finance team of an Executive Office or a similar administrative office in the United Nations or a comparable international organization is required. Experience working with a budget formulation module of an Enterprise Resource Planning (ERP) system such as Umoja BPC as well as financial reporting modules such as Umoja Analytics is required. Experience in Advanced Excel is desirable.
