BackgroundThe prevalence of Tobacco use in Uganda is 8.2% (MoH, 2023), declining from 9.7% in 2014, indicating progress in implementation of Tobacco control interventions. However, there are still technical gaps, lack of standards, and limited regulatory capacity, highlighting the need for strengthened systems, enforcement, and ongoing support. Therefore, Uganda needs to continue to support strengthening of implementation of the Tobacco Control Act (TCA) and its regulations in alignment with national health priorities and WHO FCTC obligations. Effective enforcement requires coordination across stakeholders, regular monitoring of tobacco industry activities, review of regulatory frameworks, and dissemination of enforcement tools.### Purpose of the consultancyThe consultancy will support Uganda under the Gates Foundation  (GF) funded Africa Tobacco Control Project at the WHO regional Office and Headquarters. It involves technical assistance in the implementation of demand reduction strategies under MPOWER Package including enforcement and compliance to the national Tobacco Control Act 2015 and Tobacco Control Regulations 2019. Key interventions of fucus will include enforcement of smoke-free policies, ban of advertisement, promotion and sponsorship and raising public awareness. Other tobacco control intervention including transitioning tobacco farmers to alternative livelihood, and regulation of emerging products. The consultant will also engage stakeholders to strengthen multisectoral action, working closely with WHO country,  The Tobacco Control Team at the WHO regional Office for Africa (AFRO), and The WHO Tobacco Free Initiative Team at WHO headquarters to deliver tobacco control priorities### Main objective of he assignmentTo provide technical and coordination support for activities related to the implementation of the Tobacco Control Act and Re.gulations in Uganda### 2. DeliverablesActivity 1: Coordinate and Monitor Progress of implementation of MOH tobacco control priorities, , through regular follow-up of activities in the WHO Country Office Biennial Workplan, and provide timely technical updates to the WHO teams through monthly coordination meetings, progress reports, and submissions to the ENDS project team.Deliverables1. Activity reports for the meetings and workshops conducted. Monthly progress reports summarizing activities conducted, achievements, challenges, and next steps submitted to WHO at country, regional, and HQ levels as required2. Monthly Progress Reports and Updates submitted to WHO and the ENDS project team, highlighting achievements, challenges, risks, and recommended actions.3. Monthly Stakeholder Coordination Meetings conducted with MOH, WHO, and relevant partners, including documented action points and follow-up on agreed commitments.4. Final consultancy report summarizing progress against the biennial workplan, , key lessons learned, and recommendations for strengthening implementation and scale up.Activity 2: Support capacity building, mentorship and follow up  of tobacco control enforcement officers and monitor implementation of district action plans developed during training workshops to strengthen enforcement of the Tobacco Control Act and related regulations.Deliverables1. Capacity building workshops conducted for tobacco control enforcement officers, including training materials, attendance records, and workshop reports.2. District Action Plans supported and monitored, with regular follow-up on implementation progress, challenges, and corrective actions.3. Quarterly compliance monitoring reports documenting implementation status of district operational plans, achievements, and recommendations. 4. Final capacity building and implementation report summarizing training outcomes, progress of district action plans, lessons learned, and recommendations for strengthening tobacco control enforcement.Activity 3: Provide technical and operational coordination for the Tobacco-Free Farms initiative, working closely with government ministries, agricultural extension services, farmer groups, other UN Agencies and development partners. The consultant will facilitate stakeholder engagement, support the transition of tobacco farmers to sustainable alternative livelihoods, and ensure alignment with national tobacco control and agricultural development prioritiesDeliverables• Stakeholder coordination and engagement. • Quarterly coordination meetings and action trackers. • List of selected districts and beneficiary tobacco growers, verified and approved by MOH, MAAIF, and WHO.• Reports on adoption of alternative livelihoods by tobacco farmers• Progress reports on implementation of tobacco-free farm transition activities. • Final report documenting achievements, challenges, lessons learned, and recommendations for scale-up.Activity 4: Provide technical support to the Directorate of Government Analytical Laboratory (DGAL) and relevant institutions to participate in global collaborative studies, and other product regulation matters. . Deliverables• Collaborative study reports• Laboratory testing and product analysis summaries on tobacco and nicotine products, findings and recommendations for regulatory action including progress reports on reagents and supplies.• Joint inspection and monitoring reports developed in collaboration with DGAL, MOH, and enforcement agencies, documenting compliance with the Tobacco Control Act and regulations.• Quarterly stakeholder coordination reports highlighting enforcement activities, compliance issues, and actions taken in collaboration with DGAL and other partners.• Final implementation and enforcement report summarizing key findings, compliance trends, lessons learned, and recommendations for strengthening tobacco product regulation and enforcement.Activity 5: Monitor implementation of the Tobacco Control Act and tobacco industry interference in collaboration with the Ministry of Health (MOH) and WHO tobacco control teams, including surveillance of traditional and social media platforms, and facilitate timely sharing of findings with relevant stakeholders to support enforcement and policy implementation.Deliverables1. Quarterly Tobacco Industry monitoring reports summarizing observed tobacco industry activities, interference tactics, and compliance with the Tobacco Control Act.2. Quarterly social and traditional media monitoring briefs highlighting tobacco-related communications, marketing practices, and emerging issues requiring action.3. Stakeholder Information-Sharing meetings conducted quarterly with MOH, WHO, and relevant partners, including documented action points and recommendations.4. Disseminated enforcement materials (Act, regulations, handbooks)5. Annual consolidated report detailing trends, key findings, lessons learned, and recommendations for strengthening implementation and enforcement of the Tobacco Control Act.Activity 6: Promote public awareness and multisectoral engagement for tobacco control through public sensitization activities, including World No Tobacco Day and other national events, and organize biannual tobacco control review meetings to assess progress and strengthen coordination.Deliverable• Commemoration of World no Tobacco day and other advocacy awareness events• Biannual tobacco control project-review meeting reports with multi-sectoral follow-up commitments to strengthen coordination and implementationActivity 7: Any other tasks assigned by the WHO representative.### 3.
