About the Region
The Asia Pacific Regional Office, based in Bangkok, Thailand, provides strategic leadership and oversight for UNOPS operations across 17 countries, ensuring high performance, operational excellence, and alignment with organizational goals. Operations currently span Afghanistan, Bangladesh, Cambodia, China, India, Indonesia, Lao PDR, Myanmar, Nepal, Papua New Guinea, Pakistan, the Philippines, Sri Lanka, Thailand, Vietnam, and the Pacific Islands. About the Project Office
Since 1995, UNOPS has maintained an active presence in Afghanistan, delivering efficient, agile services in support of both humanitarian response and development efforts. Prior to August 2021, the Afghanistan Country Office (AFCO) implemented projects across a broad range of sectors, including infrastructure, procurement, capacity building, and environmental protection. In response to evolving humanitarian needs, AFCO has shifted its focus to supporting life-saving initiatives and basic human needs. Current priorities include managing large-scale cash-for-work programmes, procuring emergency supplies, and providing inter-agency coordination, communication, and accountability support.
Job Specific Context
This position is operates within the Afghanistan Country Office (AFCO) under the Programme Implementation Unit of the Afghanistan's Community Resilience and Livelihood Project (ACRLP). The role is critical for the operationalization, maintenance, and management of MIS databases, websites, and applications, ensuring smooth data operations for a large-scale community resilience program. Under the direct supervision of the ICT Specialist, the Information Management Officer will be responsible for the operationalization, maintenance and management and smooth operations of the databases, websites and applications.The incumbent will provide essential support and training to Facilitating Partners (FPs) and private contractors on the use of the Management Information System (MIS), directly contributing to the efficiency and effectiveness of humanitarian and development efforts in Afghanistan.
Role Purpose
The Information Management Officer is responsible for the design, development, maintenance, and operational use of the Management Information System (MIS) and related data systems for the ACRLP project. S/he ensures effective integration with external systems, manages data quality, provides operational support and training to partners, and supervises MIS support staff. This role is crucial for enhancing the quality and accessibility of project data, facilitating timely reporting, and strengthening transparency and financial oversight to ensure program effectiveness and accountability.
Functions / Key Results Expected
1. MIS Design, Development, and Maintenance
Design, develop, maintain, and improve MIS databases, spreadsheets, and related data management processes, including data collection, cleaning, validation, and verification.
Ensure effective integration of the ACRLP MIS with external systems (oneUNOPS and AIB MIS), in collaboration with the ICT Specialist and relevant technical teams.
Support data extraction, reporting, and analysis using SQL queries and scripts, and contribute to the development of dashboards and automated reports.
Ensure data quality through systematic cleaning, validation, transformation, and verification processes.
Oversee the collection, verification, and analysis of data from multiple sources and maintain structured digital archiving systems to ensure traceability and transparency.
Maintain, troubleshoot, and continuously improve the MIS system to ensure optimal performance, accessibility, and data security.
Design and implement backup and disaster recovery procedures, ensuring regular and secure database backups
Support implementation of system updates, patches, and SQL scripts.
2. Operational Support and Coordination
Provide day-to-day operational support to Facilitating Partners (FPs), including troubleshooting, user guidance, and issue resolution.
Ensure smooth MIS operations across field users and stakeholders.
Coordinate and supervise MIS support staff, including GIS Associates and Data Entry Assistants, through task assignment, follow-up, and quality assurance.
Ensure accurate, timely, and standardized data entry by Data Entry Assistants.
Provide technical guidance to GIS Associates on spatial data processing and map production using GIS tools.
Support capacity-building activities for staff and partners on MIS tools, data collection, GIS, and reporting.
Assist the Finance team in MIS-based reporting, including support to the draw notice process and expenditure tracking.
Produce reports, visualizations, charts, and thematic maps in collaboration with project teams to support decision-making.
Attend coordination and management meetings in the absence of the ICT Specialist, ensuring continuity in technical representation and communication.
Contribute to the preparation of user manuals, SOPs, and technical documentation for MIS processes and workflows.

Required
Completion of secondary school is required.

A first-level university degree (e.g. Bachelor) in Information Technology, Computer Sciences, Programming, or equivalent.
Experience Requirements
Required
11 years of relevant experience in information management, database administration, or related fields with a secondary school diploma is required.
Desired
7 years of relevant experience in information management, database administration, or related fields with a Bachelor's degree.
Experience with web design and database programming/administration skills (familiarity with C#, HTML, .NET, ASP.NET WebForm, etc.).
Knowledge of UN systems, policies, norms for Information management/ICT/database management.
Experience of working in the UN/UNOPS.
Understanding the Afghanistan context regarding data collection and management.
Experience of working with community based projects and Humanitarian programs.
