The Redirecting Investments for an Inclusive, Just Energy Transition (REDI4JET) project aims to support Indonesia to redirect investment flows in support of implementing its JET agenda. To achieve this, the project targets critical investment enablers like policy, investment preparation, inclusive resilience planning, awareness raising and capacity building. The project starts from existing JET plans and strategies of Indonesia and then provides support to coordinate national stakeholders across the energy, environment, investment, and finance sectors. Governments will receive technical assistance for designing fiscal policies that can redirect public and private investments towards low-emission energy investments. Private sector and communities will be engaged in identifying tangible investment opportunities that can leverage climate finance and carbon markets.

The consultancy sits within Output 2 of REDI4JET, which carries out the development of inclusive JET resilience plans and pilot initiatives that effectively incorporate the views of women and vulnerable groups in Indonesia. This includes the development of a socio-economic assessment and policy gap analysis, inclusive resilience planning, and the development, prioritization, and implementation of inclusive pilot initiatives. Building on the priority location(s) and subsector(s) validated during Output 2’s First Screening phase, this assignment covers the deep-dive analytical phase, and the consultant will additionally act as the day-to-day focal point for the Output 2 team within GGGI’s Indonesia Country Office in Jakarta, supporting coordination between HQ-based technical leads, in-country consultants, and national and subnational government counterparts.

OBJECTIVES OF THE ASSIGNMENT

This consultancy covers the deep-dive analytical phase of the REDI4JET Output 2 socio-economic policy gap assessment, following the priority location(s), communities, and subsector(s) validated during Output 2’s First Screening phase. The objective is to produce an in-depth, evidence-based profile of the selected location, community, and subsector context, to map stakeholders relevant to inclusive pilot design, and to support the validation of these findings with government and stakeholder audiences. The consultant will report directly to the Output 2 project team and will additionally act as the Output 2 focal point within GGGI’s Indonesia Country Office for the duration of the assignment.

Deliverable standards. Unless otherwise specified for a given deliverable, all deliverables shall be prepared in English and submitted in editable format (Microsoft Word or PowerPoint) together with a final PDF version. All reports must be of publishable quality, requiring no further substantive editing, copy-editing, or reformatting by GGGI prior to publication, and shall follow GGGI’s writing style guide, visual identity guidelines, and standard document templates, with figures, tables, and annexes finalized for print-ready use. Final editing, layout, and language revision are core responsibilities of the consultant and are included within the agreed fees. Where a deliverable includes stakeholder-facing materials, key elements shall additionally be made available in Bahasa Indonesia as specified in the relevant deliverable description. Deliverables will be reviewed and approved by the REDI4JET Output 2 team, whose determination of whether a deliverable meets the required standard is final. The consultant shall incorporate feedback and revise each deliverable through up to two rounds of GGGI review within the agreed timeline; a deliverable is considered accepted only upon written confirmation by GGGI.

In line with all the project’s IKI/BMWK obligations and GGGI’s institutional standards, the consultant will:

Objective 1: Conduct an in-depth deep dive of the priority location, community, and subsector context

This objective builds on the priority location(s) and communities validated during the First Screening phase, producing the analytical foundation the Output 2 team needs to design inclusive pilot initiatives suited to the local context.

In addition to leading the deep dive itself, the consultant will provide general support to the Output 2 team in developing the wider socio-economic policy gap assessment, of which the deep dive forms one component. This includes contributing inputs and analysis beyond the deep dive's own scope, helping ensure consistency between the deep dive and the assessment's other workstreams, and supporting the Output 2 team with related tasks as directed.

• Deliverable 1: Inception Report. A short inception report presenting the consultant’s detailed workplan, methodology, and initial desk review findings.

• Refined understanding of the assignment scope and any clarifications agreed with GGGI
• Proposed methodology for fieldwork, including anticipated number of KIIs, FGDs, and community engagement sessions
• Preliminary desk review findings on the priority location and subsector context
• Identification of any early risks or constraints to delivery, including political sensitivities, access issues, or scheduling challenges
• Socio-economic and demographic profile of the target community/communities, with disaggregated data by gender, age, and where possible, ethnicity or other relevant social categories
• Assessment of current livelihoods, employment patterns, and dependency on the relevant energy subsector
• Mapping of existing community structures, local governance arrangements, and informal decision-making processes relevant to just energy transition
• Identification of specific interventions in the priority subsector suited to the local context, including preliminary assessment of feasibility and community readiness
• Documentation of any land tenure, customary rights, or access issues that may affect intervention design

• Contribute inputs, analysis, and data from the deep dive and stakeholder mapping to the wider socio-economic policy gap assessment, as requested by the Output 2 team
• Support consistency and coherence between the deep dive/stakeholder mapping findings and the assessment's other workstreams and components
• Participate in Output 2 team working sessions, reviews, and drafting exercises related to the assessment as needed
• Respond to ad hoc requests for information, clarification, or follow-up analysis arising from the assessment process

• Deliverable 2: Location, Community, and Subsector Intervention Deep Dive Report. A structured analytical report providing an in-depth profile of the priority location(s) and communities validated during the First Screening phase. Key components of the report will be provided by GGGI after the First Screening phase.

• Deliverable 3: General support to the development of the socio-economic policy gap assessment

Objective 2: Map stakeholders and support outreach in the priority location

This objective deepens the preliminary stakeholder list produced during the First Screening phase into a comprehensive registry and engagement record that can support inclusive pilot design and implementation.

• Deliverable 4: Stakeholder Mapping and Outreach Report. A comprehensive stakeholder mapping document building on and deepening the preliminary list produced during the First Screening phase.

• Expanded stakeholder registry covering government bodies (national, provincial, and local), community organisations, civil society, private sector actors, and relevant academic or research institutions
• Stakeholder analysis matrix assessing each actor’s relevance, influence, interest, and potential role in the intervention, with attention to gender and social inclusion dynamics (e.g., whether women’s groups or marginalised community organisations are adequately represented)
• Summary of outreach activities conducted, including meetings held, key informant interviews, and community engagement sessions, with notes on key messages and initial responses
• Identification of any formal partnership requirements, including potential MoUs with local government bodies or community organisations, and preliminary assessment of the feasibility and timeline for formalising these

Objective 3: Support validation of deep-dive findings and knowledge handover

This objective ensures that the location, community, and stakeholder findings developed under Objectives 1 and 2 are validated with government and stakeholder audiences and consolidated for handover to the Output 2 team.

• Deliverable 5: Contribution to Validation workshop. Active participation in and substantive contribution to the final validation workshop for the socio-economic policy gap assessment.

• Presentation of deep dive findings to government and stakeholder participants
• Facilitation support for sessions covering the priority location, community context, and stakeholder landscape, as assigned by GGGI
• Written summary of feedback received during the workshop relevant to the deep dive scope, for incorporation into the final assessment

• Deliverable 6: Presentation of deliverables in a final handover with relevant internal and external stakeholders. GGGI will determine the audience for the presentation. The presentation will include all key findings and recommendations across all the deliverables. The consultant will develop a PowerPoint presentation that can serve as an executive summary of all deliverables.

Objective 4: Serve as the Output 2 focal point within GGGI’s Indonesia Country Office

This objective ensures continuity of coordination between the Output 2 HQ team, in-country consultants, and Indonesian government and stakeholder counterparts throughout the assignment period, supporting the timely and locally grounded delivery of Output 2 activities. [Draft – to be refined]

• Deliverable 7: Country Office Coordination and Output 2 Focal Point Support. Ongoing support throughout the contract period, acting as the Output 2 team’s primary in-country point of contact within GGGI’s Indonesia Country Office.

• Act as the primary in-country point of contact for the Output 2 team on logistics, scheduling, and local coordination matters
• Support the planning and organisation of missions, meetings, and workshops involving Output 2 stakeholders in Indonesia
• Liaise between HQ-based Output 2 technical leads and in-country consultants, national and subnational government counterparts, and other local stakeholders
• Flag emerging risks, delays, or coordination issues to the Output 2 team in a timely manner

Objective 5: Support the implementation period of REDI4JET Output 2

The deliverables set for this objective will be clarified after the completion of Output 2’s inception phase during end of December 2026. A general idea of the deliverables can be found below:

• With the results of the inception phase, support the output 2 team in developing the inclusive resilience plan with the identified community. Consultant will provide support in:
  • Identifying priority at-risk community and sub-national authority with national government institution and formalize partnership with the REDI4JET project.
  • Consulting and liaising with sub-national government, NGOs and community groups (e.g., TVET facility or a Women in Energy NGO; local savings and loans/micro credit institutions) to build a coalition of partners who can play a role in supporting local economic resilience through inclusive resilience planning.
  • Supporting the development and implementation of a “Training of Trainers” program by training local stakeholders/NGO on how to design inclusive resilience plans in the context of JET.
  • Supporting trained stakeholders/NGO and sub-national governments to develop and finalize an inclusive JET resilience plan.
  • Evaluating the concerns, opinions, and perspectives of the relevant vulnerable groups (including women) and integrate the findings into the development of the plan and across relevant activities, including ‘training of trainers’ and consultations with sub-national government, CBOs, NGOs, and community groups.

Due dates for each deliverable can be found below but please note that the project team will review the deliverables through up to two rounds of GGGI review within the agreed timeline.

PAYMENT ARRANGEMENT

The Consultant will be paid fees for 216 working days at a rate of USD 150 per day (based on a day of 8 hours) for those days during the Term when the Consultant provides the Services. Monthly payments will be calculated based on the actual number of days worked by the Consultant during the respective month.

EXPERTISE REQUIRED

The description of required expert is split into the following parts:

• Qualifications
• 5+ years of experience in socio-economic research, community development, inclusive finance, or gender equality and social inclusion, ideally within Indonesia’s energy or extractives sector
• Master’s degree in a social science field, economics, development studies, public policy, or a related discipline, or equivalent combination of relevant education and experience
• Demonstrated experience conducting qualitative fieldwork (KIIs, FGDs) with communities, including gender- and social inclusion-sensitive approaches
• Working fluency in Bahasa Indonesia and English, with strong report-writing skills in both languages
• Demonstrated experience in project management and able to effectively liaise across multiple teams and timezones.
