INTRODUCTION TO GGGI

PROJECT BACKGROUND
Currently, GGGI supports the Government of Indonesia (GoI) under the joint GoI-GGGI Green Indonesia Future Initiative (GIFT) Program. The program focuses on transforming Indonesia’s natural capital into green jobs and productivity. The program will address key areas such as green energy, sustainable landscapes, investment and financial markets, and cities and green industry.
REDI4JET (Redirecting Investments for an Inclusive, Just Energy Transition) is a five-year project (2026–2030), funded by International Climate Initiative (IKI) under German Federal Ministry for the Environment, Climate Action, Nature Conservation and Nuclear Safety (BMUKN). REDI4JET is implemented by GGGI as consortium lead, with PCR (Perspectives Climate Research) and Yayasan Climate Policy Initiative (CPI), as the consortium members. Specifically for Output IV, the project supports Indonesia's just energy transition by strengthening the enabling environment for carbon market participation, building capacity across public and private sector actors, and developing carbon market project pipelines aligned with Indonesia’s NDC objectives.
Output IV — Carbon Market Support for Just Energy Transition Implementation — is implemented by GGGI Indonesia Country Office and the Carbon Finance Department (CFD) in Seoul, South Korea headquarters. Output IV comprises three activities that will be implemented within project implementation period:
Activity 1: Policy recommendations for leveraging carbon markets — national and international, voluntary and Article 6 — to advance Just Energy Transition (JET) and NDC goals. This includes an Article 6 Regulatory Assessment, a Voluntary Carbon Market (VCM) Assessment, and policy recommendations guiding the Government of Indonesia on which policies will best leverage carbon markets for JET implementation.
Activity 2: Identification and development of carbon market projects aligned with energy transition — including a longlist and shortlist of candidate mitigation activities and the preparation of two full Mitigation Activity Design Documents (MADDs).
Activity 3: Design and implementation of a training program for private sector carbon project developers and validation and verification bodies (VVBs) — including a capacity gap analysis, a six-module training curriculum, and at least two training workshops over the project lifecycle.
The key milestones for Output IV include:
Milestone IV.1 — public and private sector training plan designed for Indonesia (Q4 2026);
Milestone IV.2 — two mitigation activities prioritized for MADD development (Q4 2027);
Milestone IV.3 — two MADDs developed and accepted by the Government of Indonesia for review (Q2 2029); and
Milestone IV.4 — policy recommendations delivered (Q2 2030).
OBJECTIVES OF THE ASSIGNMENT
The objective of this assignment is to provide over-arching technical support in the completion of several documents under Output IV that need to be completed within the Inception Phase of the REDI4JET project as well as initiating and implementing activities in the early stage of Implementation Phase.
To achieve the project objectives, the National Consultant on Carbon Markets will fulfil the following responsibilities and deliver the associated outputs as defined in Annex I.
The Consultant serves as GGGI's primary technical expert on carbon market and mechanism topics, providing expert-level knowledge of Article 6 of the Paris Agreement, ITMO transaction frameworks, voluntary carbon markets (VCM), and carbon market project development across all three Output IV activities.
The Consultant's role is explicitly technical — focused on the quality, accuracy and international soundness of Output IV deliverables. This role will be working hand in hand with the National Policy Consultant, who will be the person in charge (PIC) for government relations, policy dialogue and stakeholder engagement.
The National carbon Consultant will be the PIC for the technical carbon market content; the National Policy Consultant leads on policy facilitation and government endorsement. The two roles work closely together without overlapping in their core functions.
Reporting. The consultant will report to REDI4JET Program Manager and will receive technical guidance and oversight from GGGI Output IV technical team leads: Carbon Market Officer and the National Carbon Specialist.
Working arrangement. Based in Jakarta, Indonesia and expected to work from GGGI Indonesia Office. The consultant is embedded in the day-to-day Output IV implementation environment and ensures quality and assurance of all technical outputs are of the highest quality, internationally benchmarked, and aligned with Indonesia's carbon market policies and regulation, as well as just energy transition policy context.
DELIVERABLES AND ASSIGNMENTS
Component 1: Technical Advisory — Article 6 & Carbon Markets (Activity 1)
- Serve as the Output IV technical Person in Charge (PIC) for all Activity 1 outputs, providing expert-level advisory on Article 6 of the Paris Agreement — including ITMO transaction frameworks, corresponding adjustments, and bilateral agreements — and their implications for Indonesia's NDC implementation and JET goals.
- In close coordination with the National Carbon Specialist, the Consultant will be the main PIC for the technical development of the Article 6 Regulatory Assessment Report (D2, Annex I), providing authoritative analysis of the Indonesian carbon market regulatory landscape and international Article 6 architecture. The consultant will also be the main PIC for the technical development of the Voluntary Carbon Market (VCM) Assessment Report (D3, Annex I), including analysis of crediting methodologies, market developments, and applicability to Indonesian energy transition projects.
- Provide expert technical inputs to the policy recommendations framework, ensuring recommendations are grounded in current international carbon market practice and tailored to the Indonesian regulatory context.
- Serve as first technical reviewer in the sign-off chain for B.7 (Article 6 Assessment) and C.7 (VCM Assessment) — the Consultant's technical sign-off is required before the National Policy Consultant reviews for policy relevance, and before the GGGI Output IV technical leads provide technical approval, and Project Manager provides final approval.
Component 2: Technical Review of Training Content (Activity 3)
- Review and validate the technical content of all training materials developed for Activity 3, ensuring accuracy, international relevance, and alignment with the latest Article 6 rulebook and VCM developments (D4, Annex I).
- Serve as technical resource person during Activity 3 Workshop 1 — Carbon Market Foundations & Article 6 (Modules 1–2) — providing authoritative responses to technical questions from private sector participants on carbon markets, Article 6, and project development (D5, Annex I).
- Review and validate the Training Plan and Capacity Building document ahead of Milestone IV.1 (Q4 2026), ensuring technical accuracy of all module content.
Component 3: Methodology Identification Support (Activity 2)
- Provide technical expert inputs to the inception-phase methodology identification work under Activity 2 (A2.A), supporting in the development of the Methodology Mapping Report covering VCM and Article 6.4 methodologies for JET project types (D6, Annex I).
- Review and provide technical inputs to the NDC and Article 6 Alignment Assessment (A2.A.2), ensuring methodological soundness and consistency with the Article 6 rulebook.
- Note: Full MADD development, longlist and shortlist stakeholder engagement, and MADD co-creation workshops are Activity 2 responsibilities commencing in 2027 and will be defined in the subsequent contract cycle.
Component 4: Government Advisory & Technical Validation
- Participate in key government validation workshops and stakeholder consultations as the Output IV technical expert, providing authoritative responses on carbon market architecture, Article 6 design options, and JET project development.
- Support the National Policy Consultant in translating technical carbon market concepts into accessible policy language for government counterparts — without taking on government relations or stakeholder facilitation responsibilities, which remain exclusively with the National Policy Consultant.
- Provide technical input to the inception phase governance setup and Output IV technical standards framework (D1, Annex I).
Component 5: Review Chain & Quality Assurance
The Consultant serves as the first-stage technical reviewer in the Output IV deliverable review chain. The review sequence for all technical outputs is as follows:
- Co-implementing partner produces draft outputs, with GESI inputs embedded where applicable.
- National Consultant on Carbon Markets reviews for technical accuracy, international benchmarking, and alignment with Article 6 rulebook and VCM standards — and signs off before the document advances.
- National Policy Consultant reviews for policy relevance, practical implementability, and alignment with Indonesia's regulatory context and institutional framework.
- Legal Consultant cross-checks regulatory and statutory dimensions where applicable.
- All deliverables are subject to final technical review by the GGGI Output IV Technical Leads prior to approval by the Project Manager.

PAYMENT SCHEDULE
The Consultant will be paid fees for 216 working days at a rate of USD 165 per day (based on a day of 8 hours) for those days during the Term when the Consultant provides the Services. Monthly payments will be calculated based on the actual number of days worked by the Consultant during the respective month.

REPORTING REQUIREMENTS
The Carbon Consultant operates under a dual reporting arrangement:
Technical supervision — All deliverables must be reviewed and approved in writing by GGGI Output IV Carbon Market Officer and Carbon Specialist leads to ensure quality assurance and quality control of the tasks prior to invoice submission. The GGGI Output IV Technical team leads provides technical strategic direction, technical guidance, deliverable review, technical orientation and oversight.
Direct supervision — Program Manager, GGGI Indonesia Country Office. Provides strategic direction beyond technical day-to-day coordination and all final approval including deliverables, payment, and administrative matters.
Probation period. The consultancy shall be subject to a probationary period of three (3) months. Upon completion of the probationary period, GGGI may, at its sole discretion, elect to continue the contract for the remaining contract duration or to terminate the ,contract. GGGI reserves the right to shorten, extend, or waive the probationary period, as deemed necessary.
The consultant works in close coordination with the following Output IV counterparts:
Technical Team: Carbon Market Officer in GGGI HQ Seoul, South Korea and National Carbon Specialist in GGGI Indonesia Country Office
National Policy Consultant (Indonesia-based): policy and government engagement counterpart. The Carbon Consultant leads on technical carbon market content; the National Policy Consultant leads on policy facilitation and government relations. Functions are complementary and non-overlapping. The Carbon Consultant's technical sign-off precedes the National Policy Consultant's policy review in the deliverable sign-off chain.
Junior Consultant (Seoul HQ): research and coordination support counterpart; the Carbon Consultant provides technical direction on subject matter relevant to the Junior Consultant's research outputs.
Co-implementing partner: principal technical delivery partner; the Carbon Consultant reviews, validates and advises on all technical outputs.
Legal Consultant: cross-cutting legal reviewer; the Carbon Consultant coordinates with the Legal Consultant on regulatory and statutory dimensions of Activity 1 outputs.
The consultant does not hold management or supervisory responsibilities over other WP IV consultants or staff. Performance will be assessed by the GGGI Technical Team against the deliverable schedule defined in Annex I.
EXPERTISE REQUIRED
The consultant should meet the following requirements:
Essential
- Advanced degree (Master's or higher) in climate finance, environmental policy, sustainable development, economics, or a directly related field.
- Minimum 5 years (preferably 7 years or above) of professional experience in carbon markets and/or carbon finance, with demonstrated and deep expertise in Article 6 of the Paris Agreement, ITMO transaction frameworks, and corresponding adjustment mechanisms.
- Proven track record in the technical development or review of carbon market project documents, regulatory assessments, VCM methodologies, or Article 6 bilateral agreement design.
- Expert knowledge of voluntary carbon market standards (VCS/Verra, Gold Standard) and their application in developing country energy transition contexts.
- Experience providing direct technical advisory to developing country governments on carbon market readiness, NDC implementation, and carbon pricing instrument design.
- Ability to produce high-quality, structured technical reports, review memoranda, and policy advisory documents in English.
- Prior experience working in or on the Indonesian carbon market, climate policy, or energy transition landscape.
Desirable
- Experience working within or alongside international organizations on IKI-funded or similar climate finance projects.
- Familiarity with GGGI's programmatic approach to carbon finance and green growth.
- Knowledge of Indonesian language is a strong asset given the in-country nature of the role.
- Experience in MADD development, Article 6 pilot transactions, or carbon crediting under the Paris Agreement rulebook.
