Scope of Work

The objective is to provide support to SC in supervising the multiple RFPs within several categories in Sabha, Tripoli and Benghazi. Specifically, the expert will contribute to the following areas:

1. Managing RFPs under many donors with respect to the EU requirements.

2. Project Management and Delivery.

3. Periodic Project Update and Communication.

Expected Outcomes/Deliverables:

Pre‑Construction Duties

  • Conduct site assessments and technical evaluations.
  • Prepare or review architectural, structural, electrical, and mechanical designs (as applicable).
  • Develop detailed BoQ, technical specifications, and cost estimates.
  • Assist in tendering processes, including technical evaluation of bidders.
  • Verify project drawings and ensure all designs meet regulatory, safety, and engineering standards.

 Construction Phase Duties

  • Provide on‑site supervision to ensure construction works adhere to approved specifications, materials, and quality standards.
  • Monitor contractor performance and compliance with contractual obligations.
  • Approve materials and construction methods submitted by the contractor.
  • Conduct regular progress inspections and issue site reports.
  • Identify and address technical issues, proposing corrective actions when necessary.
  • Ensure health, safety, and environmental (HSE) standards are strictly followed.

Post‑Construction Duties

  • Conduct final inspection and quality verification of all completed works.
  • Ensure all defects are addressed before issuing completion certificates.
  • Review and approve as‑built drawings submitted by the contractor.
  • Prepare final technical reports and handover documentation.

Delivery table:

First Month

  • Site assessment and initial technical evaluation.
  • Review of existing designs & drawings.
  •  Development of BoQ and Technical Specifications.
  •  Participation in procurement/technical evaluation
  •  Site Assessment Report.
  • Start of construction supervision.
  • regular site visits and progress monitoring

Second Month

  •  Quality control and material verification.
  •  HSE compliance checks
  • Final phase of construction oversight
  •  Defects identification and correction follow up
  •  Verification of as-built drawings
  •  Final inspection and handover.

Duration of the Work

The expected engagement duration for the Engineer will be Two months, with a possibility of extending the service contract as per the project timeline/need.

Anticipated start date for the position will be Sep 1st, 2026, with expected completion/end date Nov 15th. 2026.

Key Working Relationships:

In addition to the relationship mentioned under the expected outcomes, the Engineer is expected to engage with the health manager/ Senior Health manager.

The Engineer will not be line managing any internal staff.

Duty station: This service contractor is required to provide the above-mentioned services in Benghazi, Alkufra, Tripoli and Sabha. (For the travel the IRC will cover the per Diem, Flight booking and accommodation to each site.)

Qualifications and requirements of a successful individual contractor:

  • Bachelor’s degree in engineering.
  • Minimum of 3 to 5 years of experience working as a Project Engineer.
  • Ability to work in a multi-cultural environment with daily travel to different field sites.
  • Capacity and flexibility to work under pressure and difficult conditions
  • Basic skills in Microsoft Office, particularly Word and Excel.
  • Relevant experience working at NGOs with a similar role is an advantage.
