1. Description of the Consultancy
The consultancy will support the Ministry of Health, in collaboration with WHO Country Office, UNICEF and key partners to develop the Gavi 6.0 Country Holistic Application for the South Sudan Expanded Programme on Immunization. The assignment will include inception planning, situational analysis, multi-year programme planning, costing and financing framework development, application drafting, validation, submission support and final handover.

5. Education (Qualifications):
Education:
Essential:
ØMaster’s degree in public health, epidemiology, health policy, health economics, health systems, or a related field.
Experience:
Essential:
ØAt least 10 years of relevant experience in immunization and health systems programming
ØDemonstrated experience in development of Gavi applications, immunization strategies, or similar national health sector plans
ØExperience in programme costing, financial analysis, or resource planning
ØExperience with development of donor proposals, grants management; health planning or health systems strengthening
Language Requirements:
ØExcellent command of written and spoken English, and knowledge of a local language.
Knowledge/Expertise/Skills:
ØGood understanding of service delivery challenges in South Sudan or similarly settings
ØStrong analytical, facilitation and writing skills
ØAble to work collectively with internal and external partners
ØCommunicates clearly and concisely
Excellent analytical and conceptual skills
ØDemonstrated ability to produce high-quality analytical reports
ØProven ability to work in team and independently under difficult conditions
Desirables:
ØWork experience serving in a developing country
