Organizational Setting and Reporting Relationship
The position of Investment Officer is assigned to the Infrastructure Finance Division 1 (PSIF1) within the Private Sector Operations Department (PSOD). You will be based at our Resident Mission Office in New Delhi, India.
You will report to the Country Director, INRM and PSIF1 designated International Staff.
Your Role
As an Investment Officer, you will provide technical support and coordination in the processing of ADB's private sector investments and technical assistance; and participate and contribute in the identification, development, approval, and implementation of private sector infrastructure financing projects.
You will actively engage with INRM colleagues across functions, fostering strong knowledge sharing and collaboration while contributing to a broad range of India- and region-focused ADB initiatives. You will also build effective working relationships and leveraging cross-functional partnerships to support operational and strategic objectives.
You will:
a. Project origination
- Stay abreast of the infrastructure sector including projects, regulations, and borrowers.
- Identify new opportunities for ADB financing.
- Assess opportunities to efficiently arrive at their bankability and executability.
- Pursue clients to secure financing mandates to be able to commence execution and processing of transactions.
b. Project Processing
- Participate and contribute in the identification, development, and processing of projects, leading the needed due diligence, financial and risk analysis, and mitigation work toward the structuring of loans, bonds, equity investment, guarantees, or other forms of assistance.
- Independently apply proper risk management in projects.
- Support the team leader/deal team in negotiating the terms and conditions for financing.
- Support due diligence processes and be able to lead technical, credit and financial work streams.
- Independently develop financial models and in general assess the risk and credit profile of proposed infrastructure investments.
- Review and analyze financial statements and financial projections/models, performing sensitivity analysis and stress testing and making necessary recommendations.
- Independently prepare financial models.
- Undertake relevant industry and country research as a part of transaction risk assessment and make recommendations to the project team leader.
- Independently prepare the initial and final Concept Review Forms, summaries of project documents, risk assessment analyses and other required document throughout the project processing cycle.
- Independently engage with the Office of Risk Management and the Safeguards Specialists to address credit-related and other safeguards-related issues.
- Prepare presentation materials.
- Participate in the review of financing agreements.
- Oversee the documentation and maintenance of comprehensive credit files related to transactions under processing.
c. Strategy and Planning
- Contribute to the development of policy and strategies for ADB's developmental goals for the private sector in consultation with relevant stakeholders.
- Assist in developing a pipeline of private sector infrastructure projects.
d. Others
- Perform other tasks as assigned and reflected in the work plan.
- Guide administrative staff (AS), and facilitate work planning, delivery, and quality review of deliverables.
Qualifications
You will need:
- Bachelor's degree in finance, business administration, and/or accounting, preferably with advanced training.
- At least 8 years of relevant experience in project finance or corporate finance.
- Proven ability to undertake research and analysis on difficult but well-defined tasks, collect and organize required data and information, apply appropriate computer skills in organizing and analyzing the data; and prepare notes, papers, and sections of reports.
- Good analytical thinking with the ability to comprehend causal links, make pros and cons analyses, and analyze factors to reach a decision.
- Effective report-writing and communication skills in English.
- Collaborate with teams as a constructive team member.

Additional Information
This appointment is open to internal and external applicants.
This opening is a local staff position. It is open only to nationals and permanent residents of India.
This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
