INTRODUCTION TO GGGI

The Paris Agreement provides a comprehensive framework for signatory Parties to reach an ambitious commitment to limit the increase in global average temperature to well below 2°C, and to pursue efforts to limit the increase to 1.5°C in a cooperative manner. This framework covers a number of instruments including cooperative approaches under Article 6 which allows signatory countries (and private sector entities authorized by these countries) to engage in international carbon transactions. GGGI’s Carbon Finance Department is a global leader in providing technical assistance on Article 6 readiness, strategy development, and implementation, supporting countries to align international carbon market engagement with their Nationally Determined Contributions (NDCs), Long-Term Low Emissions Development Strategies (LT-LEDS), and broader development priorities. 

The Carbon Transaction Facility (CTF), launched in October 2024, is one of the primary mechanisms through which GGGI supports its member and partner countries engage in Article 6 carbon trading. The CTF is a collection of single and multi-donor funds that cover the full spectrum of Article 6 cooperation – from readiness to transactions of internationally transferred mitigation outcomes (ITMOs). One of the ITMO-purchasing Carbon Funds currently operational under the CTF is the Norwegian Article 6 Climate Action (NACA) Fund. The NACA Fund is part of the Norwegian Global Emission Reduction Initiative and aims to facilitate carbon transactions under Article 6 of the Paris Agreement, raise global climate action, support and promote best practices under Article 6, and contribute to the development of an equal playing field in international carbon markets. GGGI manages the NACA Fund as trustee on behalf of the Norwegian Ministry of Climate and Environment (NMCE) and seeks to develop mitigation activities and purchase ITMOs generated from such activities to support achievement of the objectives of the NACA Fund.  

The NACA Fund has been supporting selected host countries to develop policy-based approaches to carbon crediting under Article 6 of the Paris Agreement. Under such approaches, a policy provides the framework for the generation of mitigation outcomes from actual mitigation activities that are implemented as a direct result of that policy. The NACA Fund has focused on designing incentive-based policy crediting instruments that focus on supporting the expansion of renewable energy generation and battery storage by providing carbon payments to eligible renewable energy plants that generate verified emissions reductions. 

POSITION SUMMARY

Associate, Norwegian Article 6 Climate Action (NACA) Fund will support the effective implementation, coordination, and monitoring of all activities financed by the Fund. Reporting to the Fund Manager, the Associate will play a central role in ensuring that projects are delivered in accordance with approved workplans, budgets, donor requirements, and organizational procedures. The Associate will support portfolio-wide implementation by coordinating NACA reporting processes, facilitating communication among stakeholders, monitoring progress against key milestones, reviewing project deliverables, and maintaining systems and documentation required for efficient Fund management. The role requires close collaboration with project teams, country offices, consultants, implementing partners, and Fund participants to ensure timely delivery of high-quality outputs and effective information flow across the Fund portfolio.

PURPOSE

The Associate will:

  • Support implementation oversight of all projects and activities under the Fund.
  • Coordinate donor reporting and required submissions such as the annual workplan and budget and other decision memos, ensuring quality, consistency, and timely delivery.
  • Assist the Fund Manager in monitoring project progress against workplans, budgets, milestones, and contractual requirements.
  • Facilitate communication and coordination among internal and external stakeholders.
  • Review project deliverables and contribute to quality assurance and alignment with Fund objectives.
  • Strengthen project documentation, information management, and operational efficiency across the Fund portfolio.
  • Support governance and decision-making processes through effective meeting management, reporting, and follow-up actions.

ENGAGEMENT

The Associate will:

  • Serve as a key coordination focal point across Fund stakeholders, facilitating effective communication and information sharing across multiple countries and workstreams.
  • Work closely with the Fund Manager, project teams, country offices, and technical specialists to support implementation and delivery of Fund activities.
  • Collaborate with other members of the Carbon Finance Department (CFD) in operations, Article 6 Readiness, or management team as well as other internal business units such as  IT, Legal, HR, Finance and Impact and Evaluation Unit.
  • Coordinate with Fund participants, donors, government counterparts, implementing partners, consultants, and service providers to support the achievement of Fund objectives.
  • Support alignment of stakeholder inputs, requirements, and expectations across Fund-supported activities.
  • Facilitate governance, reporting, and consultation processes by ensuring timely engagement, follow-up, and dissemination of information.
  • Build collaborative working relationships that promote effective coordination, transparency, and knowledge exchange across the Fund portfolio.

DELIVERY

The Associate will:

  • Support the effective implementation and coordination of Fund-supported activities across multiple countries and workstreams.
  • Maintain portfolio-wide monitoring, reporting, and information management processes that support oversight of Fund activities and progress.
  • Coordinate the preparation and consolidation of reports, submissions, briefings, and other materials required for donor engagement and governance processes.
  • Support the application of consistent implementation, reporting, and quality assurance standards across the Fund portfolio.
  • Facilitate coordination among project teams, country offices, technical experts, consultants, implementing partners, and Fund participants.
  • Monitor implementation of progress and support the identification and resolution of issues that may affect delivery of Fund objectives.
  • Support work planning, budget monitoring, and implementation tracking processes to promote effective portfolio management.
  • Coordinate stakeholder meetings, consultations, and governance processes, ensuring appropriate documentation and follow-up actions.
  • Maintain organized systems, records, and documentation that strengthen institutional knowledge, transparency, and operational efficiency across the Fund portfolio.

QUALIFICATIONS

  • Bachelor’s degree in international development, economics, finance, public policy, environmental studies, climate change, or a related field. 
  • Master's degree is an advantage. 
  • Preferably 2 or more years of equivalent experience in carbon markets, climate policy or finance.   
  • Familiarity with climate finance, carbon markets, Article 6, or sustainable development programs is a requirement. 
  • Experience supporting multi-country or multi-stakeholder programs is desirable. 
  • Experience preparing donor reports, implementation reports, and management briefings is highly desirable. 

FUNCTIONAL

  • Knowledge of climate change issues and the Paris Agreement, familiarity and understanding of carbon markets and Article 6.
  • Experience in developing high-quality presentations, reports and other documentation.
  • Fluency in written and spoken English a requirement. French and/or Spanish language skills a plus.
  • Excellent organizational skills with the ability to manage and curate a large amount of information and data in support of Funds’ goals.
  • A problem solver, ready to anticipate and provide necessary support to the NACA Fund Manager.
  • Able to effectively communicate, listen to others, and create and promote an environment for open communication.

WORKING CONDITIONS 

  • The Associate is G6, Korean national grade level in GGGI’s salary scale. For an G6 national grade, the base salary starts from USD 48,312. Determination of base salary is subject to candidate’s experience, academic background, and internal equity. Terms and conditions are to be reviewed in a case-by-case situation.
  • GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.
