The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. CHAI was founded in 2002 in response to the HIV/AIDS epidemic, with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

Position Overview
The Country Director will lead CHAI’s global health program in Mozambique, driving both program design and execution. The Country Director will help shape the long-term vision for CHAI Mozambique’s growth, working with governments, donors, regional and global programs, and senior leadership to build partnerships and chart a path for lasting impact. The Country Director will lead a complex portfolio of projects to support the country’s health programs in alignment with CHAI Global approved strategy.

This role reports to the Regional Director, Southern Africa and the position will be based in Maputo, Mozambique.
- Provide strategic leadership to CHAI Mozambique, leading the country team across a diverse portfolio of health programs to consistently deliver transformational impact within Mozambique's healthcare system.
- Strengthen CHAI's partnership with the Ministry of Health (MoH) and maintain the organization's reputation as a trusted, high-performing partner committed to supporting the government's most pressing health priorities.
- Build and maintain trusted relationships with key stakeholders across government, at both ministerial and administrative levels, as well as with donors, international agencies, NGOs, and other strategic partners.
- Maintain strong bidirectional communication and collaboration with CHAI leadership, global teams, and country teams to ensure organizational priorities, technical expertise, and lessons learned are effectively shared and leveraged.
- Lead the strategic expansion of CHAI's country program portfolio by designing new programs and guiding all programs to achieve sustainable scale and long-term impact.
- Provide strategic oversight of program design, implementation, monitoring, and evaluation to ensure high-quality execution and that program results consistently meet or exceed commitments to donors.
- Represent CHAI externally with donors, technical partners, government stakeholders, and at international fora.
- Lead and develop a high-performing country team, ensuring effective people management and maximizing staff performance across programs and operations.
- Provide overall stewardship of the country's financial management, ensuring accountability for program budgets and the effective use of organizational resources.
- Oversee country operations and ensure compliance with all applicable legal and regulatory requirements in Mozambique.
- Maintaining CHAI's lean staffing model, provide direct programmatic support where needed to advance country priorities and strengthen program delivery.
- Perform other responsibilities as assigned by the Regional Director.
- Master's degree in public health, business, or another relevant discipline with at least 10 years of relevant professional experience, or a minimum of 5 years of directly related progressive leadership experience overseeing multiple health programs in Sub-Saharan Africa, with a strong focus on strengthening health systems.
- Demonstrated leadership experience with operational, financial, and people management accountability, including successfully leading multidisciplinary teams, complex health programs, and integrated program portfolios.
- Proven ability to navigate complex government environments, engage diverse stakeholders, negotiate effectively, build consensus, and influence decision-making through a diplomatic and collaborative approach.
- Strong track record of overseeing the design, implementation, performance management, and evaluation of diverse health programs, delivering sustainable health impact and achieving organizational and donor commitments.
- Proven experience managing organizational and program budgets, providing financial oversight, and supporting program leads in effective budget planning and stewardship.
- Demonstrated success developing, cultivating, and managing strategic partnerships with governments, donors, international agencies, NGOs, and other key stakeholders, including supporting fundraising and resource mobilization efforts.
- Strong analytical and problem-solving skills, with the ability to navigate complex organizational environments and make sound strategic decisions.
- Excellent written and verbal communication skills in English, with a proven ability to build and maintain trusted relationships with cross-functional teams, senior leadership, and external partners. Fluency in Portuguese is strongly preferred, given the role's extensive engagement with the Mozambican ecosystem.
- Experience working effectively across decentralized and geographically dispersed teams.
- High level of proficiency in Microsoft Office applications, particularly Excel, PowerPoint, and Word.
- Willingness and ability to travel frequently within Mozambique and internationally as required.
