Background:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
In Ukraine, UN Women delivers results across its strategic priorities through its triple mandate of normative support, UN system coordination, and operational activities, mobilizing urgent and sustained action to advance gender equality and the empowerment of all women and girls. Prior to the full-scale invasion, UN Women had already been actively supporting national priorities, including women’s political participation, gender-responsive public policy, and women’s economic empowerment
UN Women's activities in Ukraine are focused on three key thematic areas: Women, peace, security, and gender-based violence, as well as gender-responsive governance, including gender-sensitive recovery and European integration and humanitarian assistance and coordination. UN Women in Ukraine provides technical support for developing and implementing national gender equality commitments, including laws, policies and budgets, advocacy, social mobilization, and capacity-building activities to government authorities at all levels, human rights institutions, women's initiative groups, civil society organizations, and the private sector.
Ukraine is actively working towards Sustainable Development Goals, including Goal 5 (SDG 5) for gender equality, implementing national and international gender equality commitments, but faces challenges, especially with the war exacerbating inequalities in income, violence, and resource access, despite efforts to build resilience and empower women through policies and projects by organizations like the UN and local NGOs. The State Statistics Service of Ukraine (Ukrstat) is the primary source for gender data, producing publications like "Women and Men in Ukraine", “Social Protection of the Population of Ukraine”, monitoring report "Indicators for monitoring gender equality in Ukraine – 2021” and collaborating on the EU-aligned Gender Equality Index (GEI) to track disparities in different spheres of life like justice, human rights, political participation, gеnder pay gap, health, etc.
On 23 June 2022, the European Parliament adopted a resolution calling for the immediate granting of candidate status for EU membership to Ukraine. On the same day, the European Council granted Ukraine the status of a candidate for accession to the EU. On 8 November 2023, the European Commission recommended opening accession negotiations with Ukraine. On 14 December 2023, European Council made historical decision to open negotiations on Ukraine's accession to the European Union. In September 2025, Ukraine reached an important milestone on its EU accession path with the completion of the bilateral screening with the European Commission. On 1 April 2026 the Cabinet of Ministers of Ukraine approved the National Programme for the Adoption of the EU acquis (NPAA). The national programme has been drawn up on the basis of screening reports and benchmarks (criteria) set by the EU and is structured in line with the negotiation clusters and chapters. The document contains 1,875 tasks, which involve the implementation of 1,699 acts of European Union law, including approximation to the EU gender equality and human rights law and policy, and the consistent application of human rights and gender mainstreaming across all sectors, policy areas, and levels of government. The EU explicitly expects candidate countries and potential candidates, “to progressively align with [the] EU gender equality acquis and have the institutional framework to enforce it”.
In June-July 2026 the EU and Ukraine reached a significant milestone by opening negotiations on Cluster 1 “Fundamentals” and Cluster 2 “External relations”. The cluster on fundamentals covers the core values and principles on which the EU is built and which are related to the rule of law and fundamental rights, the functioning of democratic institutions, public administration reform, and economic criteria. Chapter 18 on statistics is integral part of the Cluster which opens first and closes last.
One of the key priorities is the harmonization of official statistical surveys in the field of labour statistics to receive data for evidence-based inclusive and gender-responsive planning and monitoring of national and international commitments in the field of human rights and gender equality. To collect such important data, Ukraine conducts, among others, the official statistical survey "Earnings of Employees by Sex, Age, Educational Attainment and Occupation", which is the national equivalent of Eurostat's Structure of Earnings Survey (SES). As per the Activity of NPAA Objective 49 the Ukrstat is responsible for alignment of the Structure of Earnings Survey (SES) with the Eurostat survey calendar and revision of the Methodological Provisions for the State Statistical Survey "Earnings of Employees by Sex, Age, Educational Attainment and Occupation" to incorporate, inter alia, the Eurostat methodology for calculating the gender pay gap.
To ensure compliance with EU requirements, streamline data processing, and prepare datasets, including those used for the calculation of the gender pay gap, for transmission to Eurostat, the software needs to be upgraded to support:
- the production of statistical output datasets;
- automated data validation procedures;
- the preparation of data files in line with Eurostat's technical specifications; and
- the quality assurance and consistency of statistical data with SES.
To strengthen the efforts of the Ukrstat, UN Women will contract National Consultant on the Development and Implementation of Software for Processing Data from the State Statistical Survey "Earnings of Employees by Sex, Age, Educational Attainment and Occupation" to further improve the quality, accessibility, and use of data, while ensuring compliance with EU and international standards.
Description of Responsibilities /Scope of Work
Under the overall guidance of the UN Women Representative in Ukraine and direct supervision by the UN Women Programme Specialist, the National Consultant will provide technical support to the State Statistics Service of Ukraine with the update and modernization of data processing for the official statistical survey "Earnings of Employees by Sex, Age, Educational Attainment and Occupation", the preparation of the EARNINGS_SESA_4, EARNINGS_SESB_4, and EARNINGS_ANONCD_O datasets in accordance with Eurostat's requirements for the Structure of Earnings Survey (SES) and other relevant tasks.
The consultant will report to the UN Women Programme Specialist, and will be supported by the UN Women Programme Analyst, who will be the point of contact on the contract and payment issues.
All reports should be submitted in English and include the full set of supporting documents, such as software designs/technical specifications, output datasets, technical documentation, etc. The supporting documents can be submitted in Ukrainian.
The assignment will include, but not be limited to, the following tasks developed in coordination with Ukrstat and UN Women:
1. Technical advisory support:- Conduct an assessment of the current data processing workflows for the official statistical survey "Earnings of Employees by Sex, Age, Educational Attainment and Occupation" and review the requirements for data transmission under this survey.

Provide recommendations on the modernization of the software and the automation of data processing workflows in line with Eurostat's methodological requirements for the Structure of Earnings Survey (SES).
Key output: Technical assessment of the existing data processing system.
2. Development and Modernization of Software
Develop Python software modules for:
- validating and quality-checking of primary data;
- processing and aggregating data by the required dimensions and in accordance with the relevant national classifications;
- using standard reference classifications and code lists;
- generating the microdata file;
- preparing datasets for transmission to Eurostat
Prepare functional requirements/specifications for data loading and processing.
Ensure the generation of output files in accordance with Eurostat's technical specifications and file formats.
Key output: Python-based software developed.
3. Methodological and Technical Documentation
- Prepare technical documentation for the software, including its functionality, architecture, and operation.
- Prepare documentation describing the data processing and validation procedures.
- Develop user and system administrator manuals.

Present the implemented functionality and validate its compliance with the specified requirements.
Key output: Technical documentation and user manuals.
4. Capacity Development
- Conduct consultations for the State Statistics Service staff on the use of the software.
- Provide technical support and consultations during the testing and implementation of the software.

Contribute to strengthening institutional capacity for the collection, analysis, visualization, and transmission of the respective statistical datasets.
Key output: Consultations and technical support provided for the staff of the State Statistics Service of Ukraine.
5. Quality Assurance
- Support the testing and pilot validation of the generated datasets.

Verify that the developed products are consistent with Eurostat requirements and international statistical standards.
Key output: The developed products are tested, verified and validated.
Perform other tasks on as needed basis to ensure full and high-quality implementation of the assignment as per the ToR.

Inputs
- The Consultant is expected to work using her/his own computer.

Consultant’s Workplace and Official Travel
This is a Kyiv-based consultancy. This is a partial office-based consultancy.
Travel is not anticipated by the assignment, in case the need to travel arises, all travel arrangements will be made based on UN Women’s rules and regulations.
Required Qualifications
Education and Certification:
- Advanced (Masters) degree in in Information Technology, Economic Cybernetics, Computer Engineering, Computer Science, Statistics, Applied Mathematics, Economics, or a related field.
Experience:
- At least 2 years of relevant work experience (after Master’s degree) in the maintenance of Python-based software for statistical data processing;
- Proficiency in Power BI, Power BI Service, Jira, and Confluence, as well as advanced proficiency in Microsoft Excel, including formulas and PivotTables.
- Strong data/analysis skills.
- Knowledge of EU statistical standards and international statistical databases.
- Understanding of the principles of official statistics and statistical production processes
- Experience in supporting national statistical offices and government institutions in the EU accession process will be considered as an asset;
- Experience with coordination and technical support of meetings and consultations with government authorities.
- Understanding of data ethics and safeguarding.
Languages:
- Working knowledge of English and fluency in Ukrainian is required.
- Knowledge of any other UN official language is an asset.
