Background:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
The Country Programme Division under the leadership of the Deputy Country Representative manages the Programme support to Ethiopia, including Joint Programmes. In its work for 2026-2030, UN Women ECO is focusing on 3 main pillars: Women leadership and participation in decision making including in politics, peace and security and humanitarian action, ending violence against women and girls; Women’s economic empowerment and autonomy as well as Coordination of normative and policy level support including Inter-agency coordination of gender in both development and humanitarian spheres. Under the Women Peace and Security and Humanitarian Action (WPSHA), UN Women Ethiopia Country Office is working actively to provide strategic leadership and technical support to ensure humanitarian response fully responds to the specific needs and priorities of women and girls through elevating support and targeted programming to address humanitarian emergency needs particularly for women and girls whilst ensuring humanitarian, Peace and Development nexus.
Within the broader humanitarian context in Ethiopia, significant emphasis is being placed on the gendered impact of the various crises affecting the nation which come to be added to the pre-existing gender inequalities essentially driven by social and cultural norms. Furthermore, women and girls across the country face limited access to essential basic services such as healthcare, psychosocial support, legal aid, and education, coupled with diminished livelihood opportunities. Given the new realities and multifaceted challenges posed by humanitarian situations across Ethiopia, UN Women’s engagement in the humanitarian response space is more critical than ever. This involvement is crucial to ensure that all humanitarian action prioritizes the voices and needs of women and girls throughout the country, striving to leave no woman or girl behind. Since 2023, Women Peace and Humanitarian Fund (WPHF) has been one of the significant contributors to the WPSHA portfolio by consistently allocating resources for Women Led and Women’s Rights Organizations (WLOs/WROs) managed by UN Women as a Management Entity but with the country level leadership and guidance of the WPHF National Steering Committee and has so far supported more than 20 CSOs from different regional states of Ethiopia affected by both human induced and climate change driven humanitarian emergency .
Reporting to the Deputy Country Representative, the WPHF Programme Analyst contributes to the effective management of UN Women programmes in the Country Office especially WPHF grants management by providing substantive inputs to the Calls for Proposals, programme design, formulation, implementation, monitoring and reporting. The WPHF Programme Analyst works as part of the Women Peace Security and Humanitarian Action (WPSHA) team and guides and facilitates the delivery of UN Women programmes by monitoring results achieved during implementation and ensuring appropriate application of systems, policies and procedures pertaining to day-to-day UN Women programme and partnerships management. Beyond the country office, the Programme Analyst works closely with WPHF Secretariat, WPHF National Steering Committee, Regional Office humanitarian, peace and security teams and in country civil society organizations ensuring successful UN Women programme implementation under the WPSHA portfolio. The Programme Analyst will also pair with the Gender In Humanitarian Action (GiHA) Programme Specialist in representing UN Women in technical humanitarian workstreams including GiHA Working Group, Humanitarian clusters as well as the Inter-Cluster Coordination Group (ICCG) whilst providing technical and analytical briefing notes to the Senior Management for contribution to Humanitarian Country Team (HCT) discussions.
Scope of Work
Contribute technically to the development of programmestrategies in the area of Women Peace and Security and Humanitarian Action (WPSHA):
- Provide substantive input to the design and formulation of programme/ project proposals and initiatives including WPHF grants Calls For Proposals (CFPs);
- Identify areas for support and intervention related to the programme.
Provide substantive technical support to the implementation and management of the WPSHA programme:
- Provide technical input to the annual workplans and budget;
- Lead the implementation of programme activities with significant focus on UN Women’s normative and policy level works;
- Lead the coordination of the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
- Review, coordinate and monitor the submission of implementing partner financial and narrative reports;
- Train partners on Results Based Management and monitor implementation.
Provide technical assistance and capacity development to project/programme partners and grantees:
- Coordinate and provide technical support in the implementation of programme activities; Develop technical knowledge products;
- Maintain relationships with national partners to support implementation and expansion of the WPSHA programme;
- Identify opportunities for capacity building of partners and facilitate technical/ programming support and training to partners, as needed.
Provide technical inputs to the monitoring and reporting of the programme/ project:
- Monitor progress of implementation of activities and finances using results-based management tools;
- Draft reports on monitoring missions, programme results, outputs and outcomes;
- Provide substantive inputs to the preparation of donor and UN Women reports.
Provide substantive technical input to the management of people and finances of the WPSHA programme:
- Monitor budget implementation and make budget re-alignments/ revisions, as necessary;
- Provide substantive inputs to financial reporting.
Provide substantive inputs to building partnerships and resource mobilization strategies:
- Provide substantive inputs to resource mobilization strategies; analyze and maintain information and databases;
- Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles;
- Participate in donor meetings and public information events as necessary and requested.
Provide technical support to inter-agency coordination on WPSHA to achieve coherence and alignment of UN Women programmes with other partners in the country:
- Provide substantive technical support to the Representative and Deputy Representative on inter-agency coordination related activities by drafting background reports and analytical briefs;
- Technical leadership in organizing WPHF National Steering Committee meetings, prepare necessary materials and presentations.
Provide substantive inputs to advocacy, knowledge building and communication efforts:
- Develop background documents, briefs and presentations related to WPSHA and especially integrating WPHF results into the larger country office Knowledge Management, Communications and Advocacy portfolio;
- Coordinate and organize advocacy campaigns, events, trainings, workshops and knowledge products;
- Coordinate the development of knowledge management methodologies, and products on WPSHA.

Minimum Qualifications
Education and Certification:
- Master’s degree or equivalent in Law, Human Rights, Gender, Peacebuilding and humanitarian action or any other Social Science relevant area is required;
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of an advanced university degree;
- A project/programme management certification would be an added advantage.
Experience:
- At least 2 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building are required;
- Experience in the area of gender equality and women empowerment and specifically on WPSHA and normative and policy level engagement is desirable;
- Experience coordinating and liaising with government agencies and/or donors is desirable;
- Knowledge of all relevant international instruments and national laws/policies related to violence against women and girls is desirable;
- Experience in national and local level advocacy on gender sensitive policy/legislation is an asset;
- Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required;
- Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable.
Languages:
- Fluency in English is required;
- Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).
