PROJECT BACKGROUND

GGGI supports stakeholders through complementary and integrated workstreams – Green Growth Planning & Implementation and Knowledge Solutions – that deliver comprehensive products designed to assist in developing, financing, and mainstreaming green growth in national economic development plans. GGGI supports the Government of Indonesia in three focal areas: renewable energy, green cities and special economic zones, and forest and land-based mitigation and adaptation projects. The Program, known as the 'GoI-GGGI Green Growth Program' (GGP), aims to demonstrate that green investments can become the norm both for investors and planners, ultimately improving the quality of economic development for more environmental sustainability and social inclusion. Through the Program, GGGI collaborates with the Ministry of Development Planning (BAPPENAS), the Coordinating Ministry of Economic Affairs, Ministry of Finance, Ministry of Energy and Mineral Resources, Ministry of Environment and Forestry, PT Sarana Multi Infrastruktur (“PT SMI”) and others.

GGGI is delivering the Supporting Energy Transition Mechanism (SETM) project which aims to enhance access to financing for the Indonesia Energy Transition Mechanism Country Platform (Indonesia ETMCP).  The Indonesia ETMCP was launched in November 2022 during the G-20 as an effort to support the country achieve its climate ambition and Net Zero target. The ETMCP aims to mobilize USD 4.6 Billion to accelerate the retirement of 2 GW coal-fired power plants (CFPP) and replace them with renewable sources.

PT Sarana Multi Infrastruktur (PT SMI), a state-owned enterprise and one of Indonesia’s Direct Access Entities (DAEs) for the Green Climate Fund (GCF), was assigned by the government as the manager of the ETMCP. To capitalize the ETMCP, PT SMI is aiming to mobilize funding from the GCF through the proposed USD 250 Million Climate Finance Facility to Support Energy Transition in Indonesia (“CFF Program”). CFF is a lending facility and technical assistance programme to support the expansion of renewable energy projects in frontier, outermost and underdeveloped areas. The program’s goal is to increase access to reliable, clean energy resilience and adaptive capacity of some 449,000 households in remote regions which are particularly susceptible to climate vulnerabilities and suffer from costly, unreliable diesel-based power supplies, through sustained availability of climate-resilient energy services.

In light of this, PT SMI with support from GGGI, has submitted the CFF Concept Note and draft Project Preparation Facility (PPF) application and subsequently, GCF has provided its initial endorsement and approval. To further strengthen the Funding Proposal application of PPF, PT SMI is required to refine the proposal in accordance with GCF guidelines and feedback especially in strengthening the adaptation aspects of the program.

OBJECTIVES OF THE ASSIGNMENT

The objective of this consultancy is to provide high-level technical oversight and content enhancement for the environmental, social, gender, and climate risk components of the Climate Finance Facility (CFF) Funding Proposal. The Consultant will ensure that these cross-cutting themes are not only compliant with GCF policies but are also strategically integrated into the program's overall rationale and investment criteria.

DELIVERABLES AND PAYMENT SCHEDULE

The Global Green Growth Institute (GGGI) requires the services of a qualified expert (hereafter referred to as “the Consultant”) to be the Adaptation Expert for the PT SMI CFF.

Alongside PT SMI’s consultants, the Consultant will be responsible to support strengthening the environmental & social management, as well as adaptation aspects of the CFF program in the development of draft Funding Proposal in accordance with the GCF formulation guidelines, with following tasks and duties:

1. Activity Management

  1. Participate in inception meeting with GGGI and PT SMI to have the same understanding on the overall target and timeline;
  2. Facilitate discussions and present the result of assessment to the relevant stakeholders, including PT SMI, NDA, GGGI and other related stakeholders such as Ministry of Energy and Mineral Resources, PT PLN, and potential project owners (IPPs) to obtain inputs;
  3. Develop and maintain active coordination, on a daily basis with GGGI and, through GGGI’s auspices, with PT.SMI and the Ministry of Finance as Indonesia National Designated Authority (NDA) of GCF.

2. Review of Output 1 (Climate Finance Facility) and Output 2 of Full Funding Proposal (Pre-Feasibility Study)

  1. Review the main Full Funding Proposal (FP) document (e.g. Output 1 of Full Funding Proposal: Facility Design) to ensure that ESS, Gender, and Climate Risk findings are consistently reflected across all sections, especially in the Investment Criteria (Section E) and the Logical Framework.
  2. Proposed recommendations to address key gaps on the Output 1 of Full Funding Proposal related to environmental, social, and adaptation aspects
  3. Conduct estimation of potential GHG reductions for projects assessed in the Pre-Feasibility Study (Output 2 of Full Funding Proposal).

 

3. Environmental and Social (E&S) and Adaptation Assessment for Supporting Output 3 of Full Funding Proposal (Environment and Social Management Framework)

  1. Critically review the climate change risk and vulnerability assessment. The Consultant must ensure the climate rationale establishes a clear causal link between identified climate hazards in 3T (frontier, outermost, underdeveloped) areas and the proposed energy interventions.
  2. Strengthening the justification for the program’s adaptation benefits, ensuring the assessment of beneficiaries is robust and accurately reflects the improved resilience of beneficiaries.
  3. Ensure the vulnerability data aligns with Indonesia's Nationally Determined Contributions (NDCs) and latest climate projections (e.g., IPCC reports)
  4. Verify that the Environmental and Social Safeguards (ESS) risks for small-scale RE projects (up to 10 MW) in sensitive 3T ecosystems are correctly identified and that the proposed mitigation measures are practical and costed within the program budget.
  5. Review and enhance the Environmental and Social Management Framework (ESMF) and associated instruments (Indigenous Peoples Planning Framework, Resettlement Framework, etc.) in the Full Funding Proposal.
  6. Review the proposed Grievance Redress Mechanism (GRM) to ensure it is culturally appropriate, accessible to remote communities, and compliant with GCF's updated ESS policy.
  7. Review the Gender Assessment and Gender Action Plan (GAAP). The IC must strengthen the "transformative" aspects of the plan, moving beyond basic participation to ensuring women-led productive use of clean energy is a central program feature.
  8. Ensure that risks related to Sexual Exploitation, Abuse, and Harassment (SEAH) are properly assessed and that prevention protocols are integrated into the program design as per GCF requirements.

Notes:

  • The Consultant to provide his/her own equipment to produce all deliverables.
  • The Consultant shall submit the report in electronic versions readable by a Microsoft Office application.
  • All outputs must be in English.
  • Final deliverable must be approved by GGGI. The Consultant shall consider the comments and necessary revisions proposed to provide a final version of the deliverable in a timely manner.
EXPERTISE REQUIRED
  • Masters degree or higher, in climate change, environmental studies, environmental engineering, or other relevant studies;
  • At least 8-15 years of experience working and/or doing research in topics such as climate change adaptation and climate resilience in developing countries;
  • Extensive knowledge on climate change adaptation, renewable energy, and energy transition landscape in Indonesia and/or other relevant countries, and familiar with the latest policies/regulations related to climate change adaptation, climate resilience in Indonesia (i.e., NAP, Climate Resilience Development, etc.);
  • Proven experience and proven track record in formulating sound GCF concept proposals and project document;
  • Proven experience in developing concept notes/proposals for climate adaptation projects to donors, preferably to GCF (please include the list of concept notes/proposals in your CV);
  • Demonstrated experience in the design and development of climate change adaptation projects, specifically oriented towards obtaining (international) donor funding;
  • Solid English reporting and writing abilities;
  • Demonstrated strong interpersonal and motivational skills and sensitivity to the local environment as well as the ability to work with minimal supervision.
ADMINISTRATIVE INFORMATION

S/he must meet the minimum qualification listed below. Consideration and selection will be based on a panel evaluation of the evaluation criteria factor below. Please note that only shortlisted/finalist applicants will be interviewed or contacted. GGGI does not pay for any expenses associated with the interviews unless expenses are pre-authorized. Reference check will be conducted on those candidates selected for an interview. The applicant’s references must be able to provide substantive information about his/her past performance and abilities.

Interviews and a writing exercise may be requested. Applicants are required to prepare a brief narrative demonstrating how prior experience and/or education and training address selection criteria factors listed below:

Selection criteria:

  1. Professional Competency (10 points): Masters degree or higher in climate change, environmental studies, environmental engineering, or other relevant studies:

Experience (40 points): At least 5 years of experience working and/or doing research in topics such as climate change adaptation/climate resilience in developing countries; S/he must demonstrate proven experience in developing concept notes/proposals for climate adaptation projects to donors, preferably to GCF. Proven experience and proven track record in formulating sound GCF concept proposals and project document S/he must have experiences in the design and development of climate change adaptation projects, specifically oriented towards obtaining (international) donor funding.
  3. Technical Knowledge (30 points): The incumbent must have extensive knowledge on climate change adaptation and renewable energy/energy transition landscape in Indonesia and/or other relevant countries
  4. Individual Competency (20 points): Incumbent should have solid English reporting and writing abilities. S/he must demonstrate strong interpersonal and motivational skills and sensitivity to the local environment as well as the ability to work with minimal supervision.
