In line with the commitment to safeguard capacity and support personnel already in the Organization, a majority of UNDP UNCDF/UNV vacancies are advertised using a tiered application process whereby:

Background/Office/Unit/Project Description

The Monitoring and Evaluation Associate will be responsible for the monitoring and evaluation, as well as administrative and partnership support of the following projects:

  • Organics Mobilized: Accelerating Social Transformation Towards Circular Bioeconomy 
  • City Experiment Fund

Duties and Responsibilities

Scope of Work

The Monitoring and Evaluation Associate will work under the direct supervision and guidance of the Project Coordinator of the projects “Organics Mobilized: Accelerating Social Transformation Towards Circular Bioeconomy” and “City Experiment Fund”. 

All work of the Monitoring and Evaluation Associate will be carried out in line with the Project Documents and in full compliance with the UNDP Rules and Regulations. The Monitoring and Evaluation Associate  will be responsible for the following tasks:

Monitoring, evaluation, learning design and implementation

  • Support the development and refinement of the overall MEL framework for participatory, adaptive, and mission-oriented governance, including alignment with the project’s results framework, logframe and/or Theory of Change. 
  • Contribute to the definition and refinement of indicators, targets, means of verification, data sources, and data collection responsibilities. 
  •  Support the integration of learning questions and adaptive feedback loops into the MEL framework to enable iterative projects improvement. 
  •   Integrate Human-Centered Design (HCD) insights into the MEL system by capturing user experiences, barriers, preferences, and perceptions throughout co-design and piloting phases, ensuring findings inform iteration of both employability projects and inclusive policy-making processes. 
  •  Support the documentation of qualitative insights from beneficiaries and stakeholders and ensure that findings inform iterative adjustments to projects design and participatory policy-making processes.
  •  Contribute to defining and tracking participation quality and inclusion metrics, including diversity, accessibility, representation, voice and agency, satisfaction, and trust. 
  • Develop and refine user-friendly MEL instruments such as baseline and endline tools, attendance and participation trackers, workshop feedback forms, focus group and interview guides. 
  •  Support the creation of simple dashboards and templates, using Excel and/or online tools, to enable consistent data collection, analysis, and visualization by the project team and partners. 
  •  Support the establishment of data management practices that ensure data quality, ethical use, and confidentiality. 
  • Analyze quantitative and qualitative data generated through consultations, participatory sessions, and pilot activities.
  • Translate MEL findings into clear, actionable recommendations that inform projects targeting, selection criteria, service packages, delivery modalities, referral pathways, safeguarding measures, and grievance mechanisms. 
  • Prepare concise MEL updates, learning notes, and briefs for internal use and donor reporting. 
  • Support the facilitation of periodic reflection and learning sessions with the project team and partners to inform course-correction, risk management, and continuous improvement.

Participatory Processes, Events, and Project Documentation

  • Support the organization and methodological design of participatory co-design sessions with diverse stakeholders, ensuring inclusive and innovative approaches aligned with project objectives. 
  •   Support the preparation of communication materials and slide decks for participatory workshops, consultations, and meetings, with a focus on presenting evidence and learning outcomes clearly. 
  • Contribute to the development and refinement of key project documents, including the Project Initiation Plan, Project Document, and Annual Work Plan (AWP). 
  • Support the review and finalization of project outcomes, outputs, activities, and the definition of measurable targets across results levels.

Admin and Operations Support

  • Support the establishment and operation of monthly and quarterly reporting mechanisms to monitor implementation progress, budget delivery, and achievement of AWP indicators. 
  • Track project expenditures against approved budgets and support financial monitoring to ensure accuracy and compliance. 
  • Liaise with UNDP finance and operations units to facilitate timely processing of transactions and resolution of administrative issues. 
  • Compile and synthesize data to support the formulation of project work plans, budgets, and implementation arrangements, while providing comprehensive support to ensure effective project implementation in line with approved plans, project documents, and agreements between UNDP and responsible partners. 
  • Support coordination, planning, and day-to-day implementation of project activities across the portfolio initiatives, ensuring effective operational delivery. 
  • Ensure quality and timeliness of delivery by consultants, beneficiaries, and contracted companies, and communicate findings to the supervisor. 
  •  Ensure compliance of project business processes with UNDP Project Operational Policies and Procedures (POPP), Standard Operating Procedures (SOP), and applicable procurement, finance, HR, IT, and operational rules. 
  • Provide administrative and logistical support to project delivery, including organization of meetings, workshops, consultations, missions, and events; venue selection; preparation of background materials; note-taking; and follow-up communication. 
  • Support project procurement and contracting processes, including preparation of requests, documentation, records, and coordination with relevant UNDP units. 
  • Support recruitment and engagement of local and international experts, including drafting and processing Terms of Reference, supporting onboarding, and follow-up on deliverables. 
  • Maintain project records, correspondence, files, contact lists, and other implementation documentation in an organized and accessible manner.

Support knowledge building, knowledge sharing and capacity building relevant to the project.  

  • Participate in training and organize briefings on internal procedures for the project staff. Provide support to other capacity building activities, including to the design and delivery of tools, materials for workshops, or platforms that tap into the collective intelligence of communities and mobilize action. 
  • Provide support in the dissemination and sharing of relevant data and lessons learned within the CO and regionally. Keep pulse on emerging best practices nationally, regionally, and internationally that relate to the work of the project.
  • Make sound contributions to knowledge networks and communities of practice. Support compiling and systematizing project knowledge, products and tools as well as their wide distribution to partners.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.  

Institutional Arrangement

The Monitoring and Evaluation Associate will work under the overall guidance and supervision of the Project Coordinator and collaborate closely with other team members.

Required Skills and Experience

Education:

  • Secondary education is required.
  • A University degree (Bachelor´s degree) in Social Sciences, Economics, Business/Public Administration, or related field will be given due consideration, but is not a requirement. 

Experience:

  • Minimum of 7 years (with secondary education) or 4 years (with bachelor’s degree) of relevant experience in M&E, research, data analysis or programme support.   

Required skills

  • Experience and knowledge of monitoring, evaluation and reporting tools, both online and offline.
  • Experience in preparation of financial reports and overviews.
  • Experience in the use of computers, office software packages (MS Word, Excel, etc.) and web-based management systems, and advanced knowledge of spreadsheet and database packages; 

Desired skills

  • Experience in conducting monitoring and evaluation of projects, as well as developing M&E and Learning frameworks.  
  • Proven experience in conducting quantitative, qualitative and mixed research projects analysis.
  • Experience and knowledge of project management and implementation processes.
  • Experience with internationally accepted policy evaluation methods. 

Languages

  • Fluency in English and Armenian is required.
