1.Your New Organization
The International Solar Alliance (ISA) is an inter-governmental organization with its headquarters in New Delhi (NCR) India. The vision of ISA is to enable energy access, ensure energy security, and drive energy transition in its Member Countries by promoting solar energy as a sustainable, affordable, and scalable solution. ISA serves as a dedicated platform for cooperation, bringing together governments, bilateral and multilateral organisations, development partners, the private sector, and other key stakeholders to collectively advance the global solar agenda.
The strategic vision of ISA is anchored around four core pillars that aim to translate ambition into action through regional and country-level impact:
a)Catalytic Finance Hub – Facilitating access to innovative financing mechanisms and de-risking instruments to mobilise investments for solar projects.
b)Global Capability Centre & Digitalisation – Enhancing technical expertise, building capacity, and leveraging digital tools and platforms for accelerated solar deployment.
c)Regional and Country-Level Engagement – Strengthening the presence of ISA through tailored Country Partnership Frameworks (CPF) and Country Partnership Strategies (CPS) to address specific national priorities and on-ground interventions.
d)Technology Roadmap and Policy Support – Driving policy readiness and enabling frameworks, while supporting technology innovation and adoption across ISA Member Countries.
To date, ISA has launched thirteen (13) platforms and nine (9) Programmes aimed at accelerating the deployment of affordable solar energy solutions across its Member Countries. These Programmes provide comprehensive support in areas such as project facilitation, capacity building, analytics, and advocacy, thereby empowering Member Countries to effectively integrate solar energy into their energy access and transition strategies. ISA engages with its Member Countries in the Asia region through its strategic pillar on Regional and Country-Level Engagement, primarily operationalised through the formulation of CPF and CPS, which outline priority interventions, implementation pathways, and areas of collaboration aligned with national energy goals. As CPF and CPS frameworks continue to be advanced across Member Countries in the region, there is an increasing need to strengthen regional coordination, ensure structured stakeholder engagement, and support the effective implementation and follow-up of identified priorities.
In this regard, ISA is seeking to engage a Support Officer – Asia in supporting and directly reporting to the Regional Programmes Head (Asia) in ensuring efficient programme coordination, structured stakeholder engagement, and strengthened implementation and follow-up across Member Countries in the region, including supporting the operationalisation and tracking of CPF and CPS priorities.
2.Your role
The Regional Project Officer – Asia will work under the direct supervision and strategic guidance of the Regional Programme Head (Asia) to provide comprehensive support in the coordination, management, and implementation of ISA Programmes, projects and activities, including analytical inputs on solar sector deployments across its Member Countries in Asia. This role will serve as a critical backstop to ensure the smooth flow of information, effective stakeholder coordination, and timely follow-up on Programme activities, while assisting in technical assessments and project facilitation.
The Regional Project Officer – Asia will play a pivotal role in supporting country-level engagements, including the formulation and implementation of Country Partnership Frameworks (CPF) and Country Partnership Strategies (CPS), ensuring effective collaboration with National Focal Points (NFPs), government counterparts, and partner institutions. The Regional Project Officer – Asia will assist the Regional Programme Head in managing the implementation follow-up and delivery of the ISA interventions, driving progress on project implementation, and ensuring coherence across the ISA strategic priorities in the region, including supporting the operationalisation and tracking of CPF and CPS priorities.
3.Scope of Work (including but not limited to)
A. Coordination and management support across the ISA Member Countries (Asia Region)
Provide day-to-day operational and programmatic support to the Regional Programme Head (Asia) for managing the ISA engagements with the Member Countries in Asia.
2. Assist the Regional Programme Head (Asia) in the supervision and monitoring of Country Partnership Strategy (CPS) implementation.
3. Support the planning, scheduling, and facilitation of the ISA country missions, stakeholder consultations, and field visits in collaboration with government agencies and key partners.
4. Support identification and documentation of potential programme and project opportunities across Member Countries and assist in coordination with partners as guided by the Regional Programme Head (Asia).
5. Establish and manage a dynamic network of public and private sector stakeholders in the solar sector of the Asia Region for information exchange, project coordination, and engagement.
6. Assist in coordinating with the Ministries, relevant line departments, and implementing partners to support alignment with the ISA strategic interventions.
7. Ensure timely reporting of project progress, preparation of country mission reports, briefs, meeting notes, and project updates for internal and external circulation.
8. Address operational bottlenecks, coordinate resolution mechanisms, and ensure adherence to the ISA guidelines and donor requirements.
B. Technical due diligence and project development support
1.Assist the Regional Programme Head (Asia) in the formulation of Country Partnership Framework (CPF), and follow-ups with country NFPs on work progress, documentation, and coordination of activities in the development and implementation of CPS).
2.Support technical assessments and due diligence of identified solar projects in the ISA Member Countries in Asia.
3.Support the preparation of project identification forms, concept notes, and technical documentation, ensuring high-quality inputs.
4.Facilitate baseline data collection through secondary research, stakeholder consultations, and field assessments to map the current solar deployment strategy (e.g., electrification status, grid reliability, off-grid potential, rooftop and floating solar assessments).
5.Assist in identifying capacity-building needs and institutional structures required for project implementation, including public-private partnership modalities.
6.Assist in developing country-specific business models and implementation strategies for solar projects (Mini-grids, Rooftops, and Solar Parks, Floating Solar, E-mobility, Storage, etc.).
7.Support coordination on financing-related aspects, including engagement on blended finance, risk mitigation instruments, carbon credits, and support the ISA investment facilitation efforts.
8.Assist in the monitoring of project progress and preparation of project updates and reports, in coordination with relevant teams, ensuring compliance with the ISA technical and operational standards.
C. Solar market landscape mapping and knowledge management support
1.Analyse the solar market landscape in ISA Member Countries in the Asia Region, identifying sectoral trends, challenges, and opportunities for ISA interventions.
2.Maintain and regularly update a stakeholder database, solar deployment status, and project pipeline across Member Countries in the region.
3.Support in organizing technical workshops, capacity-building programs, and advocacy events in collaboration with national partners.
4.Identify and document best practices, success stories, and lessons learned from ISA-supported initiatives, contributing to the ISA knowledge products and communication materials.
5.Support in the preparation of technical inputs to country-level reports, sectoral assessments, and strategic documents, including inputs for the ISA regional and global publications.
6.Support ISA’s visibility and advocacy efforts through effective communication channels, stakeholder engagements, and media coordination in coordination with the Communication Unit of the ISA Secretariat.
D. Other Responsibilities
1.Assist the Regional Programme Head (Asia) in any additional tasks as required for the effective execution of the ISA regional engagements.
2.Perform any other assignments aligned with the evolving priorities and programmatic needs of ISA.
3.Support internal ISA teams and units, as required, to facilitate the timely delivery of activities and outputs.
4.Ensure adherence to ISA’s internal processes, confidentiality requirements, and standards of professional conduct in all assignments.
4. Experience and Requirements
A. Essential:
1.Education: A master’s degree in Renewable Energy/Engineering/Energy Sciences, or other related areas from a recognised Institute/University.
2.Relevant work experience:
a)At least 5 years of demonstrated experience in the energy sector, including at least 2 years of experience in business and project-based engagement in the renewable energy sector, preferably with a focus on solar energy.
b)Demonstrated ability to liaise with government ministries, solar project developers, financial institutions, and investors.
c)Good understanding of solar energy applications, business models, and factors underpinning investment readiness in the solar energy sector.
d)Experience working across multiple Asian countries is an asset.
e)Previous relevant experience working in international organisations is preferred
3.Language: Fluency in English. In addition, fluency in any regional languages would be an asset.

6.Remuneration, Travel and work arrangements
1.Remuneration and Payment Terms: Remuneration will be commensurate with experience and aligned with ISA’s applicable contracting modality and budget availability. Payment terms will be linked to satisfactory performance of duties and responsibilities.

a)The assignment is home-based within Asia with regular virtual engagements.
b)Travel within the region may be required depending on programme needs and approved plans.
