Your team

Within the Office of the Director General, the Executive Office of the Director General provides support and advice to the Director General in the execution of his duties towards the Organisation and in the management of the Agency. The Ethics Officer and Corporate Security are assigned to the Executive Office.

The Ethics Officer reports functionally to the Director General and administratively to the Head of the Executive Office.

Your role

Your role will be to:

  • Develop, strengthen, implement and monitor the Agency’s ethics strategy, programme, policies and procedures to ensure core values harmonisation across the Agency, compliance with EUROCONTROL applicable rules and alignment with generally recognised ethics standards.
  • Advise management on ethics-related matters (e.g. whistleblowing, conflicts of interest, alleged fraud, anti-harassment process, etc.) and, in particular, on how to respond to emerging ethics issues that may impact EUROCONTROL’s proper functioning or reputation.
  • Investigate and resolve ethical concerns and complaints, ensuring confidentiality and showing integrity throughout the process.
  • Review existing Agency’s processes such as the whistleblowing process, ensuring confidential reporting without fear of retaliation.
  • Assess regularly the effectiveness of the ethics framework and recommend improvements and remedial actions, as needed.
  • Design and deliver training, guidance and awareness-raising activities, including regular refresher sessions, to promote ethical conduct and enhance staff understanding of ethics-related rules, standards, integrity principles and expected behaviours.
  • Collaborate with management to develop and implement strategies to prevent unethical behaviours and promote a culture of integrity.
  • Develop and maintain collaborative relationships with external stakeholders, including through participation in the Ethics Network of Multilateral Organisations (ENMO) meetings to promote collaboration, the sharing of best practices, and the exchange of knowledge and expertise on relevant topics.
  • Collaborate with the Diversity, Equity, and Inclusion (DEI) Officer to advance diversity and inclusion initiatives by fostering an inclusive workplace culture that respects individual differences and promotes equal opportunities in recruitment, professional development, and other HR-related processes.
  • Prepare reports and presentations on ethics-related matters and foster open and transparent internal communication, responding to inquiries and concerns related to ethics and compliance.
  • Carry out any other task in line with the main purpose of the job.

Required qualifications, experience & competencies

  • Completion of third-level studies meeting European Qualifications Framework (EQF) Level 7 in a relevant field, such as Ethics, Law, Public Administration, HR or Social Sciences, followed by at least 5 years of relevant professional experience acquired in a complex environment, preferably within an international or public sector organisation, enabling the candidate to perform the advertised responsibilities.
  • Internal candidates can check on the intranet to see what level of in-house experience is considered equivalent to educational qualifications where appropriate.
  • Certification in ethics, compliance management or related field would be considered an advantage.
  • Experience in ethics, compliance management, including ensuring adherence to applicable legal requirements.
  • Effective presentation skills and experience or ability to provide training.

  • The working languages of the Agency are English and French. For this particular job, candidates must be proficient users of English at level C1. Knowledge of French at level B2 or above will be considered a significant advantage. Candidates with no knowledge of French will be required to achieve at least level A1 (basic user) by the end of the probation period.
    The levels relate to the European-framework-reference Common European Framework of References for languages (CEFR).

  • The selected candidate will be appointed in accordance with the provisions of the Staff regulations governing officials of the EUROCONTROL Agency.
  • The selected candidate will be offered a contract of 5 years pursuant to the provisions of the Staff regulations governing officials of the EUROCONTROL Agency. The contract may be renewed up to a maximum of 9 years.
  • The selected candidate will be appointed to the Ethics Officer post for a period of five years, pursuant to the Staff regulations governing officials of the EUROCONTROL Agency. In view of the particular nature of the Ethics Officer function, and in the interests of the service, the appointment may be renewed, provided that the total period of occupancy of the Ethics Officer post does not exceed nine years.
  • Occupancy of this post is limited in time in order to safeguard the continued independence, objectivity and effectiveness of the ethics function through the periodic rotation of successive postholders. Accordingly, appointment to the Ethics Officer post shall not lead to an appointment for an undetermined period in that function, nor create any entitlement to occupy that post beyond the period for which the appointment, including any renewal, has been made.
  • Conditions depending on current type of engagement:
    Internal staff appointed for a determined period
    • Retain their current type of appointment duration.
    • The duration of their appointment will therefore not restart upon selection to the new post, i.e. the remaining duration of their current determined appointment continues to apply.
    • The appointment to the Ethics Officer post may be renewed, provided that the total duration of the official's service under determined appointments within the Agency, including any renewals and appointments to different posts, does not exceed nine (9) years, in accordance with Annex Xb to the Staff Regulations.
    Internal staff appointed for an undetermined period
    • Retain their current type of appointment duration.
    At the end of the 5 Year period of the post for which they were selected:
    • If the assignment to the post is extended, the total duration during which the postholder occupies the post may not exceed nine (9) years.
    • If the assignment to the post is not extended, they will be transferred to another post corresponding to their type of post, job level, and function group.
  • The selected candidate must successfully complete a probationary period of nine (9) months before being established in the post.
  • The selected candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level.
