ORGANIZATIONAL CONTEXT

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty and hunger reduction, inclusive and fair globalization and environmental sustainability.  The mission UNIDO, as described in the Lima Declarationadopted at the fifteenth session of the UNIDO General Conference in 2013, the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019 as well as the Riyadh Declarationadopted at the twenty-first session of UNIDO General Conference in 2025, is to promote and accelerate inclusive and sustainable industrial developmentin Member States. The relevance of this mission as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of inclusive and sustainable industrial development, however, applies to all SDGs.

The medium-term programme framework (MTPF) 2026 - 2029 is UNIDO’s core strategic document and it is in line with UNIDO’s Vision 2050. It sets a renewed vision to support Member States and shape their industries for development. The priorities include fair and sustainable global and regional supply chains, ending hunger through innovation and local value addition, renewable and clean energy, sustainable energy access and climate action. Cross-cutting priorities focus on industrial and economic policy advice, skills development, fostering digitalization and artificial intelligence, gender equality and the empowerment of women, supporting youth, promoting cleaner production and circular economy, and leveraging private sector investment and development finance.

Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards-related activities; and (iv) convening and fostering partnerships for knowledge and technology transfer, investment mobilization, networking and industrial cooperation. Such core functions are carried out in Divisions/Offices in its Headquarters, Sub-regional Offices and Country Offices.

DIRECTORATE OF CORPORATE SERVICES AND OPERATIONS (COR)

The Directorate of Corporate Services and Operations (COR), headed by a Managing Director, is responsible and accountable for the management of UNIDO’s human, financial and material resources, ensuring the capacity of the Organization to fulfil its mandate. The Directorate oversees a full range of financial, human resources, learning and staff development, procurement, information technology and general services to meet the service support needs of the Organization as a whole. Additionally, the Directorate houses the Gender Equality and Empowerment of Women Unit and the Ethics and Accountability Unit as well as oversees their operations. Furthermore, the Directorate provides guidance on personnel security and safety matters and ensures the overall coordination of UNIDO’s response in this regard.

Division of Financial Resource Management (COR/FIN)

Under the supervision of the Managing Director of the Directorate of Corporate Services and Operations, and in close coordination with other organizational entities within UNIDO, the Division of Financial Resource Management (COR/FIN) enables the Organization to implement its mandate through high quality, accurate, innovative and timely financial services. COR/FIN is responsible for the financial management of UNIDO, supporting and enabling programme delivery across all UNIDO functions (TC, normative, policy advisory and convening).

Technical Cooperation Support Unit (COR/FIN/TCU)

The position of Finance Officer is located under the Technical Cooperation Support Unit (COR/FIN/TCU). The unit provides financial management, monitoring, control and reporting of all TC programmes, projects and activities financed from regular and extra-budgetary resources.

At P3 level the incumbent is expected to deliver: (a) work that contains in-depth analyses contributing to results achieved by the Department; (b) in creating an enabling environment for teamwork which is catalytic to achieving results; (c) in building relationships which contributes to partnerships resulting in strategic collaborations and (d) in achieving results within a professional team applying results-based management principles.

The UNIDO Staff Performance Appraisal and Management System reinforce the collaboration within formal units as well as among cross-functional teams. In this context, the incumbent collaborates with his/her supervisor and colleagues, within as well as outside the unit. Within the formal teams, the incumbent may be expected to backstop other team members as required.

Staff -members are subject to the authority of the Director-General and in this context all staff are expected to serve in any assignment and duty station as determined by the needs of the Organization.

I.Main Responsibilities

The incumbent will work under the overall guidance of the Director of COR/FIN, direct supervision of the Head of, COR/FIN/TCU, and in close collaboration with other colleagues in the Division and all Directorates. They are responsible for the following main duties:

Grants Management: 

Review and analyze the verification and monitoring of open transactions pending grants closure; perform GL accounts       reconciliation and GM/FI reconciliation; record realized FX differences, un-cleared open items, advances, assets, etc. 

Advise and guide respective counterparts on necessary actions and ensure the timely and proper closure of grants.

Design relevant standard operating procedures, prepare guidelines, manuals, and instructions to reflect those in the grant manual in proper manners, and deliver training to staff.

Financial Management and Reporting: 

Review, analyze and recommend continuous improvements to financial operating procedures, focusing on TC-related financial management, ensuring operational efficiency. 

Advise the timely and accurate completion of closure activities, ensuring proper financial reporting.

Provide comprehensive financial information and analysis of the TC portfolio, ensuring transparency and accountability to stakeholders.

Monitoring and Controlling of TC Projects: 

Lead TC-related forecasting and reporting in consultation with relevant stakeholders.

Monitor and report on TC project overruns and potential financial shortfalls, ensuring early identification and mitigation of financial risks.

Collaborate with organizational entities to improve processes related to the financial management of TC programs and projects, ensuring compliance with regulations and guidelines. 

System Improvements and Innovation: 

Lead the implementation of enhancements to TC financial management processes and systems to improve operational effectiveness and alignment with organizational requirements.

Review and analyze processes related to the setup, maintenance and closure of TC projects, identifying opportunities to enhance efficiency, accuracy and compliance.

Develop recommendations for system innovations and business process optimization, supporting continuous improvement and digital transformation initiatives.

Perform any other duties assigned by the Director, COR/FIN or Head, COR/FIN/TCU.

IV.Minimum Organizational Requirements

Education:

First-level university degree (bachelor’s or equivalent) in economics, finance, business and administration or other related field is required. An advanced university degree (master’s or equivalent) or Doctorate in the same fields are accepted with a reduced requirement for years of professional experience.

Experience

A minimum of professional experience aligned with the educational level is required, as follows:

First-level university degree (Bachelor’s): at least 8 years of relevant professional experience.

Advanced university degree (master’s or equivalent): at least 5 years of relevant professional experience.

Doctorate: at least 3 years of relevant professional experience.

  •Progressively responsible relevant professional experience in the field of budget and financial management, at international level is required.

  •Experience in working with international organizations such as the UN system is desirable.

  •A minimum of three (3) years’ experience with Enterprise Resource Planning (ERP) systems is required.

  •Experience with financial management within the framework of the EU-UN FAFA agreement is desirable.

  •Demonstrable Experience with other non-EU voluntary contributions is desirable.

  •Demonstrable Experience with International Public Sector Accounting Standards (IPSAS) is desirable.

  •Demonstrable prior experience with harmonization of business practices and ERP systems in the private sector and/or international organizations is desirable. 

Languages: Fluency in written and spoken English is required.  Fluency in or working knowledge of other United Nations languages is desirable.
