Europe and Central Asia (ECA) Region:
The Europe and Central Asia (ECA) region comprises 30 extremely diverse, predominantly middle-income countries, with a population of nearly 500 million people. ECA countries face structural and legacy issues, including an incomplete transition to a market economy and declining productivity, weak institutional capacity, dependence on fossil fuels, limited physical and digital connectivity and, in many instances, aging populations. Recent shocks (COVID-19, Russia’s invasion of Ukraine, weather shocks and natural disaster) have further exacerbated these challenges, with significant impacts on the level, inclusiveness and sustainability of growth and overall living standards.
The World Bank Group is working closely with client countries in the region to address these issues, with increasing focus on productivity growth and job creation, energy security and water management, human capital and economic inclusion, and physical and digital connectivity. The region has a strong lending pipeline and a large portfolio of projects spanning a number of sectors. Background and Context
The World Bank’s Health, Nutrition and Population (HNP) Global Practice in the Europe and Central Asia (ECA) Region is supporting Bosnia and Herzegovina (BiH) in advancing health system reforms focused on financial sustainability, service delivery performance, quality of care, and resilience, in line with Universal Health Coverage (UHC) objectives.
The ETC will support implementation and preparation of World Bank–financed activities in BiH, with two anchor engagements:
• MDTF: “Technical Support for BiH Health Reform” (P180862) Advisory Services and Analytics (ASA), providing analytical, technical assistance, and implementation support for health sector reforms; and
• Health Systems Improvement Project (HSIP, P171150), including Additional Financing, supporting investments and reforms in health financing, service delivery, digital health, and system performance.
The ETC will contribute to our operational engagement in the health sector and act as a focal point between the World Bank and relevant stakeholders, at state, entity and cantonal levels, and development partners to ensure strong analytical underpinnings, smooth implementation support, and effective policy dialogue.
Duties and Responsibilities:
The ETC will be based in Sarajevo, Bosnia and Herzegovina and report to the HNP Practice Manager and will be responsible for the following tasks and duties:
• Provide day to day implementation support for ongoing projects, including health financing, strategic purchasing, service delivery reforms, digital health, and quality improvement.
• Contribute to implementation support missions, preparation of Aide Memoires, management updates, and follow up on agreed actions.
• Support preparation or restructuring of project documentation (Project papers, results frameworks, indicators, and progress reporting).
• Assist in monitoring results, identifying implementation bottlenecks, and proposing corrective actions.
• Contribute to design, preparation, and delivery of analytical and advisory activities.
• Support preparation of policy notes, technical briefs, diagnostic studies, and just in time analysis on health financing, pharmaceuticals, service delivery performance, provider payment mechanisms, and system efficiency.
• Compile, validate, and analyze quantitative and qualitative data from administrative sources, household surveys, and international benchmarks.
• Ensure analytical outputs are policy relevant, well structured, and aligned with ongoing reforms and lending operations.
• Support ongoing policy dialogue with Ministries of Health, Health Insurance Funds, Ministries of Finance, and other relevant institutions at state, entity, and cantonal levels.
• Assist in organizing consultations, workshops, and technical discussions with civil society, professional associations, and donor partners, as relevant.
• Contribute to communication materials, presentations, and briefing notes for senior government officials and World Bank management.
• Support knowledge sharing across BiH, Western Balkans, and ECA, drawing on regional and global experience.
• Monitor sector developments and reforms, keep teams informed of emerging risks and opportunities.
• Undertake additional tasks related to the BiH health portfolio or beyond as requested.
Selection Criteria
• Master’s degree (required) in Health Economics, Public Health, Law, Health Policy, Health Financing, Medicine, or a closely related field.
• Minimum 5 years of relevant professional experience in health systems, health financing, or service delivery reforms.
• Strong familiarity with health sector governance and financing arrangements in BiH and/or the Western Balkans is a strong advantage.
• Experience working on World Bank or other development partner–financed operations, including lending projects and trust fund–financed analytics.
• Demonstrated experience supporting policy dialogue and reform implementation in complex institutional settings.
• Strong analytical skills, including ability to work with administrative health data and financial information.
• Excellent drafting skills in English; ability to prepare clear, policy oriented technical documents.
• Strong organizational skills and ability to manage multiple tasks under tight deadlines.
• Proven ability to work both independently and as part of a multidisciplinary team.
• Strong client orientation, diplomacy, and stakeholder engagement skills.
• Written and spoken fluency in English required.
• Knowledge of Bosnian/Croatian/Serbian is required.
