Organizational Setting and Reporting Relationship
The position of Retirement Benefits Analyst is assigned to the Office of the Director General, Retirement Benefits and Investment Unit (BPOD-RIU) within the Budget, People, and Management Systems Department (BPMSD). You will be based at our Headquarters in Manila, Philippines.
You will report to the Designated International Staff and Officer.
Your Role
As a Retirement Benefits Analyst, you will provide technical support in the Unit, with focus on the pension areas including policy and administration of the Staff Retirement Plan (SRP) including the Discretionary Benefits Scheme, and the Defined Contribution Plan, ensuring the effectiveness of policies, procedures and systems related to these Plans.
You will:

Conduct reviews of policies, processes, systems, and tools and provide recommendations to enhance service delivery, efficiency, and compliance.

Drafts and coordinate knowledge products, reports, presentations, and correspondence, ensuring accuracy, consistency, and alignment with retirement benefits policies and procedures.

Review operational data, identify trends and issues, and prepare assessment reports and statistics to support operational and policy decisions.

Determine entitlements by analyzing pension and other benefit cases handled by BPOD-RIU, and process claims and payments in conformity with ADB procedures.

Investigate reconciliation issues and coordinate with internal and external parties for reconciliation and settlement of outstanding accounts and implementation of agreements/arrangements.

Manage and monitor retirement benefits records and filing systems, ensuring, compliance, and adherence to established standards and guidelines.

Evaluate user requirements and recommend enhancements to SRP digital content and self-service resources to improve accessibility, client experience, and information delivery.

Serve as a focal point on assigned retirement benefits and related institutional matters, coordinating with relevant stakeholders within BPOD-RIU, BPMSD, and other departments.

Perform other duties as may be assigned and reflected in the incumbent's workplan.
Qualifications
You will need:

Bachelor's degree in Business Administration or related fields. An advantage would be additional training in data visualization, HR analytics, and familiarity with broad pension and investment concepts and seminars.

At least 5 years of relevant professional experience. Experience in administration of pension plans and committee secretariat will be an advantage.

Demonstrated experience analyzing retirement, pension, or benefits data and liaising effectively with all types of internal and external clients.

Demonstrated experience working within a team-based environment, contributing to shared workloads, coordinating handoffs, and supporting cross-unit processes related to assigned transactions, areas of analysis, and research with well-defined scope and steps.

Familiarity with existing HR management systems and data analysis tools such as Oracle ERP and ServiceNow and other related systems will be an advantage. Effective report writing and communication skills in English is required.

Practical experience handling sensitive personal and financial information, applying established confidentiality, data protection, and records management protocols in day-to-day work.

Experience organizing and maintaining benefits-related records, trackers, or databases

Additional Information
This appointment is open to internal and external applicants.
This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
