Project Background

Based in Seoul, the Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote green growth targeting key aspects of economic performance such as poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries by building capacity and fostering green growth policies.  GGGI partners with countries, multilateral institutions, government agencies, and the private sector to help strengthen economies that support sustainable use of natural resources, less carbon-intensive, and more resilient growth considering climate change.GGGI has a diverse portfolio of programs in various countries. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to national development priorities. The organization also focuses on knowledge development and management activities which build a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers; as well as building the conditions for public and private green infrastructure investments.

GGGI is implementing a multi-year GCF Readiness–funded technical assistance program to support the Government of the Dominican Republic in mobilizing national and international climate finance and private investment for NDC implementation, aligned with the National Climate Finance Strategy and the Country Platform. The Ministry of Environment and Natural Resources (MMARN), through the Vice Ministry of Climate Change and Sustainability, serves as the Green Climate Fund (GCF) National Designated Authority (NDA) and plays a central role in convening the national climate-finance ecosystem, guiding engagement with the GCF, and providing institutional leadership for the Country Platform and the new Readiness Programme.

In this context, the GGGI Dominican Republic Office seeks an individual consultant to strengthen the NDA’s institutional communications and visibility, position its role within the climate-finance ecosystem, and support consistent engagement with public, private, financial, development and civil-society stakeholders. Increased visibility of climate finance results linked with the GCF Readiness will be an important co-benefit of this broader institutional mandate.

Objectives of assignment

Under the contractual and administrative supervision of the GGGI Dominican Republic Program Manager reporting functionally to the Vice Minister of Climate Change and Sustainability in her capacity as GCF NDA, the Junior Communications Consultant, will support the implementation of the  communication tasks aligned with the NDA’s mandate and leadership in the national climate-finance ecosystem and remain coherent with MMARN’s institutional communications, the Country Platform, GCF communications and visibility requirements, and the Readiness Programme. The consultant will work in close and continuous coordination with MMARN’s communications area or designated communications focal point and the NDA team.

Deliverables and Payment Schedule

Deliverables shall respond primarily to the institutional communications needs of the GCF NDA, in accordance to MMARN protocols, and other donor requirements. The Junior Communications Consultant will support the preparation of approved visual and audiovisual communications and support the implementation of the agreed editorial calendar, request and approval workflow, and record of deliverables. The scope of work includes, but is not limited to, the following activities:

  1. Digital Communications and Content Delivery

    • Prepare multimedia communication products for the NDA (e.g. infographics, visual cards, short videos, and GIFs) in accordance with MMARN branding and approval requirements.

    • Draft and maintain a quarterly NDA digital content task list for review and approval.

    • Draft and adapt, content for review and approval, schedule and publish approved content across the NDA’s institutional.

    • Support the implementation of approved digital campaigns that increase awareness of the NDA’s mandate, leadership and services within the climate-finance ecosystem, including GCF engagement, direct access and accreditation, the Country Platform, national climate-finance priorities and Readiness-supported initiatives.

  2. Event Communications and Visibility Support.

    • Support approved communications for priority NDA events, including the second edition of National Climate Finance Week, Country Platform engagements, GCF-related consultations, workshops and stakeholder meetings, covering pre-event promotion, live coverage and post-event dissemination.

    • Prepare real-time and post-event digital content for NDA institutional channels and approved Vice Minister channels, including social media posts, visuals, short videos, interviews, photo documentation and video capsules.

    • Coordinate assigned activities with MMARN’s communications area and support the quality assurance of external suppliers (e.g. photography, video recording, streaming and graphic design) and support the preparation of event materials such as invitations, banners, speaker profiles and evaluation templates, ensuring compliance with official protocols, branding, consent and approval requirements.

  3. Publications and Knowledge Products

    • Prepare drafts, of institutional communication materials for the NDA and for the Vice Minister in her capacity as NDA for review and approval, including talking points, speeches, press releases, articles, newsletters, presentations, brochures, roll-ups, infographics, reports and social media content, ensuring consistency with institutional messaging and visibility guidelines.

    • Review draft materials and provide comments to suppliers contracted for the design and production of NDA, Country Platform and GCF Readiness publications and communication materials.

  4. Monitoring and Communication Reporting.

    • Compile monthly analytics summaries for the NDA’s institutional channels and relevant approved content published through the Vice Minister’s official or professional accounts, tracking reach, engagement, impressions, audience growth and top-performing themes.

    • Deliver quarterly implementation summaries, for review and approval, of the NDA Communications Plan, including visibility of the NDA’s role, stakeholder engagement, performance of communication products and campaigns, lessons learned and practical recommendations. Where feasible, distinguish NDA institutional results from project-level Readiness visibility.

    • Prepare periodic social media, audience and digital-trend briefs to inform adaptive improvements in the NDA’s communication approaches and stakeholder engagement.

  5. Coordination Support

    • Maintain the approved GCF NDA communications task list, with quarterly priorities and a monthly calendar aligned with the NDA requirements.

    • Provide operational communications support to the Vice Minister for approved GCF NDA and climate-finance functions, including preparation of messages, talking points, social media content, stakeholder outreach, capacity-building activities and knowledge-sharing platforms.

    • Coordinate assigned activities with MMARN’s communications area or designated communications focal point, and with GGGI country and regional communications teams, to align priorities, institutional messages, branding, publishing protocols, account access and event coverage.

    • Undertake additional communications support tasks only when directly related to the GCF NDA mandate and the approved work plan and jointly prioritized by the Vice Minister or her designated NDA focal point. Requests from other MMARN units shall be routed through the designated NDA focal point.

Reporting Arrangements

The Junior Communications Consultant will be contractually and administratively supervised by the GGGI Dominican Republic Program Manager, who will oversee contract compliance, GGGI and donor requirements, quality assurance, deliverable acceptance and timesheets. The consultant will report functionally to the Vice Minister of Climate Change and Sustainability in her capacity as GCF NDA, who will guide institutional priorities and approve messaging directly related to her role, supported by the designated NDA focal point. Day-to-day execution shall be closely coordinated with MMARN’s communications area or designated communications focal point to ensure coherence with ministerial protocols, branding, channels and approval processes. Biweekly coordination meetings among GGGI, the NDA and MMARN Communications will prioritize requests, confirm deadlines and adjust the work plan. Evening, weekend or other out-of-hours coverage shall be planned in advance for approved events or agreed. The consultant shall submit monthly timesheets and progress reports using GGGI templates, clearly linking activities and time to the approved deliverables.

Expertise required
  • Technical vocational or bachelor’s degree in communications, Journalism, Marketing, Advertising, International Relations, or a related field is an asset, but not required; relevant professional experience will be considered.

  • Knowledge and experience with design software, including Adobe Creative Cloud tools (Illustrator, Photoshop, Premiere Pro), Canva, or other design platforms.

  • Experience in supporting the design of social media posts, infographics, videos, and other communication materials.

  • Highly proficient in using social media platforms (Twitter/X, Facebook, LinkedIn, Instagram, and others).

  • Strong computer skills, including Microsoft Office suite.

  • Minimum of four (4) years of professional experience in communications, marketing, social media management or related fields.

  • Demonstrated interest and experience in event coverage and corporate branding.

  • Exceptional attention to detail, discretion and sound judgment when handling approvals, public messaging, confidential information, rapid-turnaround requests and multiple reporting lines, with the ability to respect agreed processes and escalation routes.

  • Creativity and a keen interest in using innovative, modern technologies to deliver messages effectively.

  • Knowledge and awareness of green growth, environmental issues, and climate change is a plus.

  • Spanish native and excellent English writing and speaking skills are required.

The SSR is aligned with commonly recognized international standards for Environmental and Social Safeguards (ESS), i.e. the WB Performance Standard, that ensure project level safeguarding of communities and people impacted by GGGI activities. GGGI has integrated project level Environmental and Social Safeguards into its Project Cycle Management (PCM) with mandatory Preliminary Gender and Social Assessments and ESS Screening of all projects to identify and manage risks.In addition, GGGI’s Gender Equality and Social Inclusion Strategy 2021-2025 provides a framework toward achieving the principle of “Leaving No One Behind” in the transformation towards green growth, guiding GGGI's approaches to the mainstreaming of gender equality and poverty reduction in GGGI Dominican Republic's Program. This also includes the implementation of the GGGI Gender Equality and Poverty Reduction Policy Markers on all projects. GGGI’s Corporate Results Framework requires gender disaggregated indicators for participation in GGGI Capacity Building events.GGGI’s Child Protection Rules and GGGI Rules on Sexual Exploitation ensure safeguarding of children impacted by GGGI activities or in contact with GGGI contracted personnel, with GGGI taking a zero-tolerance approach to child exploitation.
