Purpose for the Post
The role ensures the availability, performance, security, and cost-effective operation of ICT infrastructure and services, while supporting business continuity, cybersecurity, compliance, and digital transformation initiatives.
The incumbent contributes to automation, innovation, and continuous improvement by leveraging modern cloud, network, and infrastructure technologies to enhance service delivery, operational efficiency, and user satisfaction across the Organization.
Main Duties and Responsibilities
The Cloud and Network Engineer will perform the following functions:
Cloud Infrastructure Management:
- Design, implement, administer, and support IMO’s Microsoft Azure cloud infrastructure.
- Administer core Microsoft Azure services, including identity, compute, storage, networking, backup, and security policy enforcement.
- Ensure application of security baselines, patch schedules, and endpoint protection policies in coordination with ICT security leads.
- Configure, deploy, and scale Azure resources, including virtual machines, containers, storage, and databases.
- Monitor cloud resource utilization and implement cost optimization strategies using tools like Azure Policy and Azure Cost Management.
- Ensure high availability, scalability, disaster recovery, and business continuity planning for cloud environments.
- Create and manage dashboards for KPIs, cost analysis, and alerts using Azure Monitor or similar tools.
On-Premises Server Management:
- Design, configure, and deploy on-premises server infrastructure, including physical and virtualized environments.
- Administer servers using tools such as Windows Server, Linux, and Hyper-V/VMware.
- Manage on-premises storage systems, ensuring high availability and efficient data retrieval.
- Monitor server performance and troubleshoot issues, ensuring seamless integration with hybrid cloud environments.
- Implement and maintain backup and recovery solutions for on-premises infrastructure.
- Ensure on-premises servers meet security and compliance standards through patch management, antivirus solutions, and access controls.
Network Architecture and Maintenance:
- Provide expert technical support in the design, configuration and performance tuning of LAN, WAN, VPN, and SD-WAN networks, including network device management (firewalls, routers, switches)
- Implement and manage network devices (firewalls, routers, switches) for secure and optimized connectivity.
- Support the implementation of network access control policies and maintain high availability standards.
- Monitor network performance using tools like Network Performance Monitor and troubleshoot connectivity issues effectively.
- Develop and enforce Quality of Service (QoS) and other network policies to optimize traffic flow.
- Integrate hybrid cloud environments, ensuring seamless connectivity between on-premises and cloud resources.
Security and Compliance:
- Implements infrastructure security controls in coordination, ensuring compliance with organizational standards and supporting audit readiness; including encryption, IAM (Identity and Access Management), and network segmentation.
- Conduct vulnerability assessments and remediation activities for both cloud and on-premises network systems.
- Ensure data integrity and protection in transit and at rest.
Automation and Optimization:
- Develop tools, scripts, and automated workflows to monitor, provision, and maintain cloud and network infrastructure, leveraging modern DevOps principles.
- Automate infrastructure and system maintenance tasks through scripts (Python, PowerShell, Bash), supporting repeatability, consistency, and reduced manual overhead.
- Integrate AI-driven tools and predictive analytics to proactively monitor system health, detect anomalies, optimize resource allocation, and improve response time to infrastructure incidents.
- Support the implementation of intelligent automation solutions (e.g., auto-scaling, self-healing systems) that reduce operational downtime and enhance service continuity.
- Optimize existing network and cloud configurations for improved performance, cost-efficiency, and resilience, including the use of AI-enhanced tools for forecasting and resource planning.
Documentation and Knowledge Sharing:
- Maintain up-to-date documentation for network diagrams, cloud architectures, and operational procedures.
- Maintain accurate asset records and change logs for infrastructure systems in accordance with ICTS configuration and knowledge management practices Provide technical support and training to other team members and end-users.
- Collaborate with stakeholders, third party vendors to identify IT infrastructure needs and recommend solutions.
Innovation and Planning :
- Contribute to the long-term IT infrastructure strategy, ensuring alignment with business objectives Stay updated with the latest trends in cloud, on premises and networking technologies.
- Technical expertise in infrastructure planning by evaluating new tools and participating in the review of platform performance and upgrade options.
- Evaluate and recommend new tools, platforms, or services to improve organizational IT capabilities.
- Performs other job-related activities required to support the goals and objectives of the secretariat
Required Competencies
Technical / Functional Competencies
- Demonstrates expertise in cloud infrastructure management, preferably Microsoft Azure, including hybrid environments.
- Demonstrates expertise in enterprise networking, wireless, firewall, and virtualization technologies, including Cisco wireless networking, Fortinet security solutions, and VMware virtualization platforms.
- Demonstrates strong infrastructure and network troubleshooting and performance optimization skills.
- Possesses strong knowledge of network architecture, including LAN, WAN, wireless networks, VPN, SD-WAN, ExpressRoute, Zero Trust, firewalls, and secure connectivity.
- Demonstrates experience in systems administration across Windows/Linux, virtualization, storage, and backup environments.
- Applies automation and DevOps practices to infrastructure management, including scripting (e.g., PowerShell, Python) and Infrastructure as Code (IaC).
- Applies sound knowledge of cloud and network security practices, including access controls, vulnerability management, patch management, security assessments, and secure connectivity.
- Demonstrates experience with backup, disaster recovery, and business continuity solutions for cloud and on-premises environments.
- Demonstrates ability to monitor infrastructure performance, conduct root cause analysis, and implement continuous improvement measures.
- Demonstrates familiarity with international standards and frameworks related to information security, privacy, and IT service management, including ISO/IEC 27001, ISO/IEC 27701, and ISO/IEC 20000-1.

Professional Experience
- A minimum of five (5) years of relevant experience in cloud infrastructure, network engineering, or related fields is required.
- Experience in hybrid (cloud and on-premises) environments is required.
- Experience working in an international or multicultural environment, preferably within an international organization, is desirable.
Education
- A first-level university degree in Computer Science, Information Technology, Network Engineering, or a related field is required.
- Relevant professional certifications in cloud technologies (e.g., Microsoft Azure) and networking (e.g., Cisco) are desirable.
Language Skills
Proficiency in English (oral and written) is essential. Knowledge of another official UN language is an asset.
