Mission and objectives
The United Nations Mine Action Service (UNMAS) works to protect civilians, enable humanitarian access, and support peace and development by coordinating and delivering mine action. In Ukraine, UNMAS provides standards-based advisory and project support to strengthen nationally owned mine action coordination, quality management, information management, training and operational coherence.
Context
This UN Volunteer assignment is part of the UNMAS Ukraine Programme and a time-bound project financed through the Multi-Partner Trust Fund/Ukraine Community Recovery Fund (MPTF/UCRF). The project supports Ukrainian national mine action authorities and institutions to strengthen coordination, prioritisation, quality management, information management, training, reporting and evidence-based decision-making.
Key counterparts include Ukrainian national mine action authorities and institutions, the United Nations Resident Coordinator’s Office, United Nations entities, implementing partners, donors and other relevant stakeholders supporting mine action, recovery and national capacity development in Ukraine.
The International UN Volunteer Expert will be hosted by UNMAS and based in Kyiv. The incumbent will work under UNMAS supervision and will provide expert project support, reporting, quality assurance, coordination and knowledge-management services across the UNMAS Ukraine portfolio and related donor-funded activities including building the capacity of and transferring programme management skills to the national staff.
The duties detailed in this Description of Assignment are designed to complement and support UNMAS’s programme in Ukraine. This volunteer role is not a substitute for UN staff positions, nor shall it replace existing staff or staff functions. The volunteer is strictly prohibited from carrying out core UN staff functions.

Task description
Within the delegated authority and under the supervision of the UNMAS Senior Mine Action Adviser or designated UNMAS representative, the International UN Volunteer Expert will:
• Lead the drafting, editing and quality assurance of project reports, proposals, concept notes, briefing notes, programme presentations, ensuring accuracy, consistency and compliance with United Nations, UNMAS and donor requirements while ensuring skills and knowledge transfer to relevant national staff.
• Provide technical guidance, mentoring and knowledge transfer to programme personnel and national counterparts on drafting, reporting, information synthesis, results tracking and document management, including the develop and improvement of reporting templates, quality-assurance tools, guidance notes and document-control processes to strengthen consistency, traceability and institutional knowledge management.
• Support improved results-based management and knowledge of results-based management tools by reviewing indicators, evidence, risks, assumptions and implementation progress, and advise on corrective action where information is incomplete, inconsistent or delayed.
• Coordinate the collection and organisation of evidence, lessons learned, good practices and human-interest information for learning, knowledge transfer, visibility and resource-mobilisation purposes.
• Coordinate planning cycles within UNMAS and maintain project workplans, results and indicator trackers, action-point logs, risk and issue registers, reporting calendars, decision logs and document repositories.
• Coordinate, review and consolidate substantive inputs from UNMAS personnel, Ukrainian national counterparts, the Resident Coordinator’s Office, United Nations entities, implementing partners and donors, identifying gaps and following up to ensure timely completion.
• Analyse complex programme, operational and financial information and translate it into concise, audience-appropriate products for senior management, national counterparts, donors and other stakeholders.
• Handle sensitive and confidential information responsibly and maintain complete, accurate and accessible programme records.
• In all activities, promote volunteerism, inclusion, gender equality and sustainable national capacity development, and complete UNV and host-entity reporting and learning requirements.
