Delivery Team Lead - Core Functions - GL D - Defined Duration until December 2029

The role of Delivery Team Lead – Core Functions acts as an advisor to the IT Business Partners, aligning the functional architecture, solutions, and IT product lifecycle with the business needs and goals.

They typically work on either a large and complex project or a portfolio of projects and serve as the primary focal point for the IT Business Partner for the Core Functions that supports the Grant Lifecycle directly.

This person directly supervises a team of Associate Delivery Leads and/or vendor delivery leads, overseeing a team of approximately 20-50 members with an onsite, nearshore and offshore mix.

The Delivery Team Lead is expected to lead high quality solution delivery across the application lifecycle for their functional area. They are accountable for shaping/scoping, planning, resourcing and managing solution delivery with both internal and external stakeholders. This includes coordinating and/ or conducting comprehensive testing, facilitating successful delivery, and managing specific projects. They ensure systems are optimally used by the end users through training and proper change management. The systems include the Salesforce.com platform, third-party applications based on Salesforce, and other platforms like Oracle ERP, SaaS applications.

The person in this role combines deep understanding of business processes and sound expertise in one or more functional domains/ areas. They possess, thorough working knowledge of business processes and how they are implemented within the applications, project management, business engagement, vendor management, change management, IT procurement, capacity management, enterprise architecture, security and knowledge of latest trends in the technology marketplace. Additionally, they integrate data and analytics components into solution delivery to ensure seamless development and implementation of solutions and collaborate closely with the IT Service Center as necessary.

Key Responsibilities

As a Delivery Team Lead - Core Functions, they will:

  • Lead project deliveries and initiatives for one or more functional domains in Grant Management Division and other departments based primarily on the Salesforce platform and its ecosystem, ensuring the integration of data and analytics components into the solution delivery.
  • Be the primary focal point and first level of escalation for the vendor delivery team, Associate Delivery Leads, and IT Business Partners on project delivery for the corresponding business function.
  • Act as a single contact point to IT for Business and IT Business Partners, coordinating projects over their full life cycle (scope definition, functional design, specifications, analysis, design, implementation, release), with both internal and external stakeholders.
  • Work closely with the corresponding IT Business Partner to prepare business cases, prioritization, and first-level feasibility assessments before the actual project kick-off.
  • Works closely with the Delivery Team Lead – Data & Analytics to ensure scope, timelines, risks, issues, budgets etc are all aligned with the end-to-end solution needs and that the Data & Analytics team deliver as per expectations set.
  • Lead and/or delegate through the Associate Delivery Leads if applicable the continuous improvement of systems and their seamless business process alignment across the IT application landscape through simplification, streamlining, and optimization of solutions.
  • Analyze and formalize business requirements, support the development of business case, shape project/program proposals, in collaborationwith Services Delivery Manager and IT Business Partners.
  • Review and sign off on the functional deliverables from the project team.
  • Lead the functional solution design discussions with Architecture & Technical Services Team Lead, Salesforce Architect and vendor delivery teams.
  • Coordinate work items/deliveries with the Architecture & Technical Services Team Lead, Emerging Technologies and Enterprise Architecture team and infrastructure team.
  • Lead project review meetings with project/vendor teams.
  • Manage and oversee the budget, and resourcing of the projects they are responsible for, ensuring appropriate spending and financial management.
  • Act as primary liaison for Support Service Stream Lead – GOS and Support Services Senior Team Lead on all aspects related to support function for the functional area they are responsible for.
  • Ensure effective collaboration with IT and business stakeholders on channeling, prioritization and monitoring of projects and enhancement to achieve operational excellence, efficiency and proper roll-out of business IT solutions.
  • Support/ drive service delivery in other areas if required, based on capacity, demand and priority set by the Service Delivery Manager.
  • Collaborate closely with the Business Partnering team on new projects/ initiatives.
  • Collaborate closely with the Service Excellence team to support initial feasibility assessments and high-level planning/ estimations for potential new projects/ initiatives and work with the team to plan and estimate scale up of solutions on new technologies.
  • Collaborate with the Emerging technologies and enterprise architecture team to ensure alignment of solution design and implementation within Enterprise Architecture guidelines.
  • Participate in best practices enforcement towards vendors and implementers.
  • Ensure IT Procurement Plan is at least quarterly updated.
  • Ensure timely execution of vendor risk and incident escalation to the IT VMO.
  • Ensure adherence to ISO standards by the various application support teams.
  • Manage the operational relationship of key vendors in line with best practices, ensuring material third-party contracts deliver a mutual win-win outcomes aligned to business strategy goals.
  • Provide clear information to raise purchase requests and related mandatory supporting documents according to applicable guidelines and approve invoices in compliance with the policy and in due time.
  • Ensure accurate and timely information for the budgeting and forecasting on both solution delivery and run activities, following up on accruals, and supporting with resolution of financial issues.
  • Validate and approve the solution deliverables from vendors.
  • Translate    business    needs    and requirements     into functional specifications for systems/applications and capacity demands.
  • Facilitate design sessions with the implementation team to define the solution.
  • Review and sign off functional specifications and test scripts from vendor delivery teams.
  • Provide end-user level 2 support on priority and critical issues for the support teams if required. Support major issues governance including escalation management, communication, remediation actions, change process control, and risk management.
  • Liaise with product managers of software vendors on product issues and follow ups.
  • Support business and IT business partners in roll-out with training and user-guides.
  • Prepare, maintain, and monitor a solution delivery plan for the work items they are responsible for, including but not limited to risks, mitigations, issues, budget tracker, and resource utilization.
  • Effectively communicate solution delivery objectives, direction, status, and approach to stakeholders, including senior leadership.
  • Manage a global solutions delivery team regarding their workload and planning of activities, and proactively communicate status updates to the Services Delivery Manager and the IT Business Partners.
  • Lead and/ or contribute to the weekly and monthly Operational and Steering Committee meetings, including status reports to the Services Delivery Manager and IT Business Partner for the solution deliveries they are responsible for (including but not limited to project status, budget status, resource capacities, issues, risks & mitigations).
  • Coordinate solution delivery with architecture and infrastructure teams.
  • Lead solution delivery review meetings with project/vendor teams.
  • Oversee proper handover to application support team.
  • Integrate data and analytics components into solution delivery for their corresponding portfolio.
  • Collaborate closely with the delivery teams to ensure seamless development and implementation of solutions, maintaining effective communication and alignment.

Qualifications

Essential:

  • Advanced University Degree in Information Systems Management, Computer Science, Engineering, or a related field, or an equivalent and relevant work experience.
  • Accreditation in a recognized project management methodology such as PMI, Prince2, or equivalent project management experience.

Desirable:

  • ERP system / SaaS accreditation or training in one functional domain or platform.
  • Additional certifications related to data analytics, such as Certified Analytics Professional (CAP) or equivalent.

Experience

Essential:

  • Extensive experience in the technology and infrastructure, including designing and delivering end-to-end technology and services.
  • Proven experience in business process analysis and large-scale project delivery experience in one or more functional areas such as Finance, Supply Chain, and Grant Management
  • Demonstrated ability to integrate data and analytics components into solution delivery.
  • Proven experience in collaborating with IT Service Centers or similar outsourced development teams.
  • Strong understanding of business processes and their implementation within IT applications.
  • Proven ability to lead and manage a diverse team, including onsite, nearshore, and offshore resources.
  • Extensive experience with successful vendor management, including experience in developing Service Level Agreements (SLAs).
  • Experience in partnering with business stakeholders for implementation of IT projects.
  • IT systems design experience, including creatin functional specifications, logical data models, and user interface designs and use cases.
  • Experience working in dynamic and fast-changing environment with senior stakeholders, diverse cultures, multiple agendas and multi- tasking.
  • Expertise in one or more functional areas and/or technology platforms, combined with strong process understanding and problem-solving skills.
  • Knowledge of key IT systems and applications relevant to the Global Fund environment.
  • Extensive understanding of Grant Management and support processes.
  • Awareness of financial processes related to Global Fund’s core grant management services.
  • Significant experience of AGILE project delivery methodologies.
  • Proven experience in leading solution deliveries in Salesforce.
  • Experience with other relevant certifications or training related to cloud platforms, e.g., AWS, Azure, or Google Cloud.
  • Familiarity with emerging technologies and their application in the business context.

Desirable:

  • Experience with international financial services organizations.
  • Experience with international/non-profit organizations.
  • Exposure to business theory, business process development, governance processes, and management.
