Organizational Setting and Reporting Relationship
The position of Sustainable Solutions Officer is assigned to the Türkiye Resident Mission (TURM) within the Central and West Aisa Regional Department (CWRD). You will be based at our Resident Mission Office in Ankara, Türkiye.
You will report to a designated Technical International staff and/or officer in TURM and in the Climate Change Strategy and Engagement Division (CCSE) of the Climate Change and Sustainable Development Department (CCSD).
Your Role
As a Sustainable Solutions Officer, you will provide technical and administrative support ensuring ADB operations in Türkiye contribute to the country's and ADB's climate change agenda. You will engage with ADB's clients and work with ADB team members on upstream analysis, country partnership strategy development, and annual country programming. You will also coordinate activities, compile and analyze thematic and sector information, support sector teams with project design and implementation, and monitor progress of ongoing thematic and sector work related to climate change. You will manage technical assistance activities, and collaborate with sector teams to design and implement investments that maximize climate outcomes. Additionally, you will deliver knowledge services, build capacity, foster regional cooperation, and represent ADB in external events. You will work with regional climate focal points and with the broader ADB climate team.
You will:

Country Partnership Strategy and Country Programming
- Integrate climate priorities on adaptation, low carbon transition, and disaster risk management into the preparation and implementation of the country partnership strategy and annual country programming, including the development and conduct of country diagnostics.
- Support engagement with implementing agencies and ministries on climate change operations; maintain an overview of climate operations in the country, including lending, non-lending, public-private partnerships, and nonsovereign operations.
- Support project development, programming, and implementation across sovereign and private sector operations.
- Support the Country Director and resident mission team with climate-focused engagement.

Investments, Policies, Strategies, and Frameworks
- Support policy dialogue with government counterparts on climate issues.
- Provide support in tracking important global issues on climate change and undertake research, data collection, and analyses to support project development, policy, and sector work.
- Provide technical inputs and help develop, process, implement, and monitor ADB climate change investment projects, technical assistance, strategies, and frameworks. Support mobilization and monitoring of climate finance.
- Support ADB project teams in identifying climate change risks and hazards, climate finance and GHG emission estimates, and team member for project preparation and implementation.

Knowledge Generation and Management
- Provide technical inputs to the development and implementation climate change communication and knowledge management plans, websites and related databases, and the development and conduct of learning and training activities.
- Contribute to the preparation and delivery of international forums and climate change conferences, and collect, review, and maintain climate-related information and knowledge resources.
- Develop and strengthen partnerships with external stakeholders, donors, and other agencies to identify co-financing opportunities and share best practices.

Coordination Support
- Coordinate with relevant colleagues in preparing and updating climate-related work and accomplishment reports, including assessment of resource requirements, and participation in internal working groups as assigned.
Qualifications
You will need:
- Bachelor's degree in climate, environmental sciences, economics, engineering, or related fields, preferably with advanced training.
- At least 8 years of relevant experience in climate change mitigation and adaptation, climate policy and strategy, climate finance, disaster risk management, and project implementation, including work with government agencies and development partners, research and analytical work, and preparation of technical reports for diverse audiences.
- Preferably with In-depth experience in at least one sector, including implementation experience in Türkiye.
- Experience with multilateral financial institutions.
- Written and verbal proficiency in English and Turkish.
- Two years of relevant experience outside ADB within the past five years is required. Years as an ADB-engaged consultant or contractor are considered experience outside of ADB.

This appointment is open to internal and external applicants.
This opening is a local staff position. It is open only to nationals and permanent residents of Turkiye.
This position is crucial to the Workforce Rebalancing Framework (2022-2027), a strategic initiative aimed at enhancing ADB's in-house expertise previously sourced from the external workforce. The role seeks seasoned experts with substantial field experience capable of leading policy dialogue, and projects focused on delivering knowledge solutions. Successful applicants may occasionally undertake short-term assignments in other departments or offices, when required.
This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
