Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.”  IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

The IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into four main Divisions: (i) National Society Development and Coordination, (ii) Humanitarian Diplomacy and Digitalization, (iii) Management and Accountability and (iv) People and Strategy.

The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas.  IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

The IFRC has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the Red Cross and Red Crescent Movement, including sexual exploitation and abuse, sexual harassment and other forms of harassment, abuse of authority, discrimination, and lack of integrity (including but not limited to financial misconduct). IFRC also adheres to strict child safeguarding principles.

The Ebola outbreak, declared mid May 2026, is caused by the Bundibugyo strain, with hundreds of suspected cases and hundreds of deaths reported across Ituri, South Kivu and North Kivu provinces. It began with clusters of unexplained deaths in early May and is spreading in a context of weak health systems, population movement, insecurity, and community mistrust, which together increase the risk of sustained transmission and cross border spread to neighbouring countries such as Uganda and South Sudan. The absence of an approved vaccine or specific treatment for this strain makes the outbreak particularly complex and heightens the urgency of rapid containment.

The IFRC is scaling up a national society led response centred on community engagement, surveillance, and infection control, supported by an emergency appeal. Red Cross volunteers are mobilized in affected areas to conduct door to door awareness, counter misinformation, encourage early care seeking, and support safe and dignified burials, key to breaking transmission. At the same time, the IFRC is coordinating closely with governments and partners, strengthening cross border preparedness, mobilising resources and surge capacity, and supporting logistics, infection prevention control, and community-based surveillance to contain the outbreak and reduce regional spread.

Job Purpose

Under the direct supervision of the Deputy Operations Manager, Ebola Response and Information Technology and under the technical supervision of the Manager, Information Technology and Digital Transformation Services and Support, Africa, the IT and Telecoms Officer is responsible for the day-to-day management of the delegation office   IT and telecommunications services.

It ensures the proper functioning of equipment, networks, applications and information systems to guarantee a reliable, secure IT environment that complies with IFRC policies.

  • Provide IT technical support to users both in person and remotely
  • Install, maintain, manage and support the IFRC’s IT systems,   equipment and infrastructure
  • Provide training for users on IFRC standard applications and services
  • Advise and support the partners (PNS) in the implementation of their information and communication infrastructure when required.

Job Duties and Responsibilities

IT and Telecom responsibilities:

Ensure the management of IT and Telecom infrastructures

  • Ensure that the IT/telecom equipment is operational and well-maintained, including proactive maintenance and repairs of damaged or faulty equipment
  • Set up IT equipment as per IFRC standards prior to handover to users and/or shipment to field offices
  • Manage the lifecycle of IT end user equipment, including reset and preparation of the equipment of leaving staff for reuse, as well as proper storage and disposal when applicable
  • Carry out field mission to support IT & Telecom infrastructure and users as may be required from time to time.
  • Install, maintain and support other additional local IT equipment (e.g. printers, meeting room equipment), and act as technical focal point for service providers related to these services
  • Maintain the inventory system for corporate end user devices, tracking and monitoring the condition
  • Conduct the IT onboarding of users, ensuring proper end user equipment configuration and compliance
  • Provide the necessary briefing for all new joiners related to IT data security, systems, policies, and general guidance, including proper, compliant and efficient use of corporate devices
  • Provide regular refresher trainings related to general digital literacy, as well as standard corporate services e.g. Microsoft M365 apps, data security, cybersecurity
  • Provide a level 1 IT technical support function to IFRC offices and users as part of the Follow the Sun team and handle incidents and service requests; resolve or escalate the calls in the most efficient manner.
  • Participate in training and development of expertise related to standard, corporate systems and apps e.g. Microsoft products and cybersecurity
  • Maintain and improve local network resources and any related network services in line with the global guidelines defined by the GSC Infrastructure team
  • Daily routine-check on accessibility and availability of server services and internet connectivity.
  • Monitor the internet bandwidth in the IFRC office and residence and report any problem to the line manager and ISP.
  • Through a technical reporting line, agree on tasks and prioritisation with Regional IT manager
  • Liaise with the regional IT manager as needed on matters of incident management, support and maintenance
  • Continually ensure that user incidences and service requests are logged into the IT ServiceDesk
  • Facilitate virtual, hybrid, and in-person meetings through video conferencing solutions.

Network Hardware Component Knowledge and Troubleshooting

  • Support network infrastructure components, including switches, routers, firewalls, access points, and patch panels, ensuring proper operation and interaction within the network environment.
  • Identify device roles and perform basic configuration and operational checks to maintain stable network performance.
  • Diagnose and resolve connectivity issues using tools such as ping, tracert, and ipconfig.
  • Troubleshoot common network problems, including APIPA addressing, duplicate IP conflicts, and DNS-related issues.
  • Inspect and validate physical network setups, including cable types, lengths, and connectors (e.g., RJ45, SFP modules).
  • Evaluate and address connectivity impacts related to VLAN configurations.
  • Support and maintain network port configurations by understanding access and trunk port concepts.
  • Monitor and troubleshoot wireless network environments, including Wi-Fi standards, frequency bands, channel usage, and interferenceissues.

Job Duties and Responsibilities (continued)

Provide IT technical support to the National Society

  • In close collaboration with the National Society RC IT team /Focal point, provide support to improve their IT/Telecom infrastructure when necessary and required.
  • In Consultation with the Regional IT manager, Coordinate and advise National Societies (NSs) on the full range of IT capacity building, including IT assessment tools, like the Digital Maturity assessment, ICT Health check, appropriate for NS size and development needs.
  • Continuously update National Societies on availability of contracts, deals and discounts, support and supplementary services from the Federation!
  • Support and provide the NS with technical expertise required to identify, validate and approve the needs and procurement process of IT / Telecom equipment aligned with the NS business needs in close collaboration with the regional IT Manager and in-country Logistics staff.
  • In collaboration with the National Society Development and Program teams, advise on IT best practices to support the NS to become more accountable and sustainable organizations, and ensure that NS planning reflects IT capacity requirements.
  • During disaster response times, liase with the Regional IT Manager and response team leader to support the NS based on identified needs.

Digital Transformation and capacity building

  • Maintain relationships with operations and services staff in the delegation to identify needs and technology gaps.
  • Advise operations and services staff on the opportunities, security requirements, etc. of IT systems
  • Follow projects, plans and developments across IFRC to inform and advise other departments on best and most efficient use of ITD systems and resources.
  • Act as subject matter expert on IT and digital transformation initiatives, contributing to strategic planning and cross-functional projects.
  • Work closely as appropriate with the relevant National Society and National IFRC staff, analyze their existing skills, identify further skill requirements, and provide the necessary support, development and training consistent with the IFRC learning strategy and approach.
  • Through the organizational development process promotes a culture of Information Technology utilization and modernization to accompany and strengthen National Societies competencies within the IT area.

Management of IT/Telecom asset procurement and reporting

  • Assess the IT / Telecom equipment needs and participate in the equipment procurement in close collaboration with the regional IT Manager and in-country Logistics staff
  • Make sure that every equipment is properly captured in the inventory, user owning the equipment identified and equipment location is verifiable.
  • Contribute to narrative and financial reports on IT and Telecommunications activities when needed.
  • Perform any other work-related duties and responsibilities that may be assigned by the line manager.
  • Facilitate the acquisition, registration, configuration, and deployment of mobile phones, SIM cards, and communication devices for national and international staff.
  • Coordinate telecom subscriptions and communication services.
  • Ensure uninterrupted communication services across the cluster.

Education

Required

  • Relevant university degree in information technology or equivalent technical qualification plus working experience.

Experience

Required

  • At least 5 years’ experience in information technology
  • Proficiency in using and supporting Windows environments and Microsoft M365 applications
  • 3 years’ experience in computer systems (LAN, WAN TCP/IP connectivity, E-mail, application and user support domains).
  • Experience in inventory and stock management
  • Experience in providing training and capacity building
  • Experience installing and maintaining telecommunications systems, including radio communications (VHF, HF, and UHF) and satellites (INMARSAT, Iridium, Starlink etc)

Preferred

  • Red Cross Red Crescent work experience
