Duties and Responsibilities
Background The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda. UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society, and the private sector to help build, manage, plan and finance sustainable urban development. The Regional Office for Latin American and the Caribbean – ROLAC – is based in Rio de Janeiro, Brazil. The Agency puts emphasis in developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government to support the formulation and implementation of more effective, sustainable, participative, and socially fairer urban economic, social, and environmental policies. In this context, the “Rio Inclusivo e Sustentável Project: A territorial approach to localize the Sustainable Development Goals in the State of Rio de Janeiro and ensure that no one and no territory is left behind” aims to strengthen urban and climate resilience across the state through the implementation of the 2030 Agenda and the principles of the New Urban Agenda. The project is structured around three areas: information, planning, and social participation. Regarding the latter, the project focuses on prioritized territories, particularly through participatory and community-based approaches. Within this project, the “Youth gamification for environmental preservation and urban resilience” product seeks to engage young people, especially within public schools, through innovative and participatory methodologies such as gamification and educommunication. The initiative promotes youth engagement in climate justice, sustainability, and the right to the city by combining learning processes with creative and collaborative activities, fostering critical thinking and territorial awareness. Activities will be implemented in schools and prioritized territories in the municipality of Petrópolis, mobilizing youth through challenges, and collective dynamics connected to their realities. To properly implement the product, a Youth Engagement and Gamification Consultant is required to support the design, facilitation, and implementation of gamified and participatory processes, ensuring alignment with the project’s objectives, as well as with UN-Habitat’s principles of inclusion, resilience, and sustainable urban development. Report to UN-Habitat Manager The Youth Engagement and Gamification Consultant reports to the Head of Brazil Office, who will evaluate him/her. Responsibilities The Youth Engagement and Gamification Consultant will support the project, and its activities, with the following responsibilities: a) Develop and implement the project’s gamification methodology, including the structure of challenges, evaluation criteria, and participant engagement mechanisms in workshops in the city of Petrópolis; b) Plan and facilitate workshops, training activities, and educational processes with youth in public schools and prioritized territories, addressing themes such as urban and climate resilience, sustainability, and the right to the city; c) Support the continuous mobilization and engagement of participating youth, promoting inclusion, youth leadership, and active participation throughout all stages of the project; d) Contribute to the development of pedagogical content and support materials related to the project’s thematic areas, in articulation with the educommunication approach; f) Work in coordination with the audiovisual production team, contributing to the integration between educational activities and the content produced by youth participants; g) Support the organization and implementation of events, exhibitions, public presentations, or other activities aimed at showcasing project results; h) Prepare technical reports, systematized records, and other documents related to the activities carried out, in accordance with institutional guidelines; i) Ensure that all activities are aligned with UN-Habitat principles, particularly regarding social inclusion, equity, participation, and urban and climate resilience. The consultant will be responsible for completing all courses and training activities that are indicated to him/her by his/her supervisor. The security course BSAFE, from UNDSS, is required to be accredited during the first month of employment. The consultant will be responsible for his/her own security, so the person should get familiarized with United Nations security mechanisms and comply with them according to the Framework of Accountability for the United Nations Security Management System. Outputs/Work Assignment The consultant shall assist the implementation of the project, according to the stated responsibilities and the delivery of the following products: Product 1 – Pedagogical Work Plan and Gamification Framework Description: Product 1 must contain: (i) Detailed work plan outlining the gamification methodology to be adopted, including the structure of challenges, evaluation criteria, and participant engagement mechanisms; (ii) Definition of pedagogical content and thematic areas to be addressed, aligned with urban and climate resilience, sustainability, climate justice, and the right to the city; (iii) Planning of training and educational activities, including workshops, implementation schedule, and strategies for youth mobilization and engagement; (iv) Proposal for integration with the audiovisual production component, linking pedagogical activities with the production of narratives and content by youth participants. Expected delivery date: up to 10 days after signing the contract. Product 2 – Implementation of Gamification Activities and Youth Engagement Description: Product 2 must contain: (i) Monitoring and facilitating gamified workshop activities in five (5) municipal schools in the municipality of Petrópolis, supporting and encouraging local youth participants to create original narratives through challenges and collective dynamics designed to promote critical local awareness and engagement on topics related urban and climate resilience; (ii) Monitoring and engaging up to 150 young participants (30 from each school), in close coordination with the UN-Habitat team, to strengthen youth connections with climate-related themes, from global to local scales, as well as sustainability, the right to the city, and other project-related themes. These activities will also consolidate creative narratives that reflect their territories, experiences, and perspectives; (iii) Collaboration with the Audiovisual Producer Consultant, contributing to the development of original climate narratives that can later be adapted by youth into audiovisual productions; (iv) Continuous monitoring of the participation process, including activity logs, attendance list, and evidence of engagement, documented through partial reports at the end of each product. Expected delivery date: up to 60 days after signing the contract. Product 3 – Post-Workshop Follow-up and Support to Schools Description: Product 3 must contain: (i) Monitoring of the post-workshop process in each participating school, including continuous follow-up on the development and organization of young audiovisual outputs, as well as coordination and communication with school focal points to ensure alignment with the project methodology and timeline; (ii) Support to the design and implementation of internal selection processes within each school, encouraging the use of gamification approaches and participatory dynamics to engage students; (iii) Guidance to ensure that the selected audiovisual outputs reflect the core project themes, including sustainability, climate resilience, the right to the city, and other relevant topics; (iv) Monitoring of the final selection of one audiovisual product per school to be publicly exhibited; (v) Preparation and submission of partial reports at the end of each product. Expected delivery date: up to 90 days after signing the contract. Product 4 – Systematization, Evaluation, and Final Technical Report of Activities Description: Product 4 must contain: (i) Systematization of the carried-out activities, including the applied methodology, scope, participation, and achieved results; (ii) Qualitative analysis of the youth engagement process, highlighting lessons learned, challenges, and good practices; (iii) Preparation of a final technical report including recommendations for replication, scaling, and continuity of the actions. Expected delivery date: up to 120 days after signing the contract.
Qualifications/special skills
Education Required: • Bachelor’s degree in Social Sciences, Psychology, Social Work, Pedagogy, Biology, Environmental Studies or related fields is required, or additional three (3) years of relevant experience to the post, beyond the requirement. Desirable: • Postgraduate degree (Lato Sensu or Stricto Sensu) in Education, Participatory Methodologies, Youth Studies, Communication, Gamification, Social Innovation, Environmental and Climate Studies or related fields is desirable. Work experience: • Minimum three (3) years of experience in educational, social, or community-based projects in Brazil is required. • Experience in facilitating workshops, participatory processes, or working with youth is required. • Experience in projects related to sustainability, climate justice, or territorial development is required. • Experience with innovative methodologies, such as gamification, educommunication, or non-formal education is required. • Previous experience within the UN System is desirable. Skills: • Ability to facilitate participatory processes and engage youth and diverse audiences is required. • Ability to plan and deliver educational activities and active learning methodologies is required. • Excellent written and verbal communication skills, including report writing, are required. • Strong organizational skills, proactivity, and ability to work effectively in a team are required. • Ability to coordinate and engage with different stakeholders (schools, institutions) is desirable. Knowledge Management • The person must know the processes, procedures, and norms of UN-Habitat, to guar-antee an adequate quality of the activities described above, following the standards of the organization. • The person will propose formats and procedures that allow the efficient implementa-tion of the activities related to the project development. • The person must know the file of the Office, work with it, and ensure its proper maintenance, accessibility for all staff, and due updating. • The person will prepare databases related to the project running. • The person will make sure that all relevant technical information will be adequately shared with the correspondent staff. • The person will ensure that all produced material will be fit-for-purpose and delivered, in an organized way, for posterior consultation and use of the Agency. • The person will only share the information produced with the team agency, assuring the privacy of the content.
Languages
• English and French are the working languages of the United Nations Secretariat, and Spanish is the working language of the Regional Office. • For the post advertised, fluency in Portuguese is required. Working knowledge of English and/or Spanish is desirable.
Additional Information
Travel details: Applicable The consultant must be available to travel to the places related to the activities in the country, if requested by the Head of Brazil Office. Missions will be coordinated and financed by UN-Habitat, according to the United Nations travel rules and guidelines. Remuneration LICA 1 (part-time 95%) – BRL: 30.000,00 (Total net amount) UNOPS Salary Scale The consultant will receive a total amount of BRL: 30.000,00 according to the following schedule: • Payment 1 [15%]: Upon delivery and approval of Product 1 (BRL: 4.500,00) • Payment 2 [30%]: Upon delivery and approval of Product 2 (BRL: 9.000,00) • Payment 3 [20%]: Upon delivery and approval of Product 3 (BRL: 6.000,00) • Payment 4 [35%]: Upon delivery and approval of Product 4 (BRL: 10.500,00) Notes Appointment against this post is on local basis and only nationals from Brazil or external candidates who hold a permanent visa in Brazil may apply.
