SPC’s Division of Fisheries, Aquaculture and Marine Ecosystems (FAME) capability has been providing scientific and technical expertise to support fisheries management and sustainable development in the

Pacific for over 65 years. The goal of SPC FAME is that the fisheries resources of the Pacific islands' region are sustainably managed for economic growth, food security and environmental conservation. In pursuit of this goal, SPC FAME provides scientific and management advice to Pacific Island Countries and Territories (PICTs) and regional agencies to support the management of sustainable oceanic fisheries, coastal fisheries, marine ecosystems and aquaculture development. Along with addressing the challenges in the management of the region's marine resources, there are also significant opportunities to derive greater economic and social benefits from them. Deriving greater benefits from the tuna fisheries, the development of aquaculture in the region, along with alternative livelihoods in coastal and nearshore fisheries, hold significant potential. SPC FAME provides technical assistance to support PICTs to maximise these sustainable development opportunities in the marine sector and in some parts of the freshwater sector.
SPC FAME is composed of three programmes: the Coastal Fisheries and Aquaculture Programme (CFAP); the Oceanic Fisheries Programme (OFP); and the Marine Ecology and Ecosystems Programme (MEEP). The Director's Office provides implementation support and strategic direction across the three programmes and cross-cutting projects. Working with all 22 PICTs, SPC FAME has strong partnerships with regional, sub-regional and national entities working in the marine and aquaculture sectors. SPC FAME staff are based in New Caledonia, Fiji, Federated States of Micronesia, Solomon Islands, Vanuatu and Tonga, with most of the staff being based in New Caledonia.
The SPC FAME CFAP provides science and technical support to PICT governments and administrations to enhance the effective management of coastal fisheries, and the sustainable development of aquaculture and nearshore livelihoods. CFAP assists PICTs to develop scientifically informed and socially achievable coastal fisheries management policies and procedures. CFAP provides PICTs support for sustainable aquaculture, including planning, research and development, aquatic biosecurity and trade, for governments, the private sector, communities and other stakeholders. CFAP assists in developing sustainable nearshore fisheries to provide for food security, sustainable livelihoods, economic growth, assists with climate change resilience and adaptation, and addressing new and evolving challenges to coastal fisheries and aquaculture in the region.
The Deputy Director (CFAP) is a key position in SPC FAME, providing strategic direction, leadership, programme management, technical oversight, resource mobilisation and donor engagement for the Coastal Fisheries and Aquaculture Programme, as well as supporting the SPC FAME Director with strengthening engagement and collaboration with Members, other CROP agencies and partners in support SPC FAME's goals and priorities.

The position of Deputy Director – Coastal Fisheries and Aquaculture Programme encompasses the following major functions or Key Result Areas:
- Leadership, management, reporting and technical oversight of CFAP (25%)
- Resource mobilisation, budgeting, finances and donor liaison (20%)
- Implementation of assistance to members by the CFAP (30%)
- Promote inter-agency networking, cross-sectoral collaboration and strengthen engagement and collaboration with members and partners in coastal fisheries and aquaculture (15%)
- Science and technical communication and outreach of CFAP work (10%)

Most Challenging Duties Typically Undertaken (Complexity):
- Managing the diverse work programme of the CFAP including high demands for ad hoc support from SPC members and other clients in the implementation of joint mission activities in resource-limited situations.
- Providing scientific, management and development advice that responds to complex and often politically sensitive questions regarding coastal fisheries and aquaculture across the region.
- Ensuring adequate funding resources to implement the annual work plan for the Coastal Fisheries and Aquaculture Programme in an environment of increasing project donor fatigue and competing SPC multi-sectoral priorities.
- Initiate major resource mobilisation initiatives with partners to ensure there are pipeline projects coming online as existing projects come to an end.
- Producing the annual budget estimates and narratives for the Coastal Fisheries and Aquaculture Programme including cost recovery of staff time and any reductions in core funding, so that a balanced budget is provided.
- Ensuring there is no overspending of budgets within the Coastal Fisheries and Aquaculture Programme and that all budget estimates and financial reports are completed to the deadlines set using the appropriate templates for each donor.
- Authorising all travel and procurement within the delegated authorisation limits for the position and ensuring all SPC policies and procedures are followed.

- Proven history of successfully leading multidisciplinary teams of fisheries, marine and/or aquaculture scientists, managers, economists, social scientists, and other specialists, and support staff.
- Demonstrable project and financial management skills including resource mobilisation and the development of large and small funding proposals.
- Demonstrable report-writing skills (examples or publications list should be provided) in English.
- Excellent communication skills in English (oral and written) of a high order and experience of presentation of management and science advice to audiences at many levels.
- Good judgement, particularly in maintaining working relationships both with colleagues and within SPC partner organisations and individuals, without compromising organisational objectives.
- Able to translate broad Divisional direction into detailed activities.
- Experience with the Microsoft 365 ecosystem.
