About the role

Overall purpose of the role:

Under the supervision of the Protection Manager (Country Office), the Protection Specialist is responsible for providing technical oversight and support to partner organisations and DRC teams in the implementation of protection programming. The role supports the establishment and delivery of quality, accessible and confidential services through community-based mechanisms, with a focus on strengthening technical standards and processes, partner capacity, safe and confidential referral pathways, programme quality, and risk-informed programming approaches. The Protection Specialist contributes to programme design, quality assurance, analysis, coordination, and adaptation to ensure protection interventions are context-appropriate, accountable and responsive to the needs of affected people.

Responsibilities:

Program Development

  • In close coordination with the Protection Manager (Country Office), contribute to the development and implementation of DRC’s protection strategy in Yemen with a focus on interventions that enhance the safety, wellbeing, inclusion and resilience of conflict- and displacement-affected people through quality and accessible protection services.
  • Support the design and implementation of community-based services, including specialized and tailored support services, referral mechanisms, and linkages with legal, psychosocial and other relevant services.
  • Support the identification, analysis and mitigation of protection needs of vulnerable and at-risk persons, and contribute to programme adaptation based on emerging trends and contextual developments.
  • Lead the development, harmonization, adaptation and roll-out of technical tools, Standard Operating Procedures (SOPs), guidance and minimum standards across programmes.
  • Contribute to protection analysis, track contextual trends, barriers and emerging needs, and provide recommendations to strengthen programme quality, relevance, and adaptation.
  • Provide technical input to assessments, project design, donor reporting and other programme documents.
  • Participate in proposal development processes by providing field-specific context analysis, technical sector analysis, project data, and feedback on programme approaches and feasibility.
  • Support the development of MEAL tools, indicators, and learning processes relevant to the project.
  • Document lessons learned, good practices, and operational challenges to inform programme adaptation, advocacy and strategic decision-making.

Technical Support and Capacity Building

  • Provide day-to-day technical support and guidance to the implementing partner delivering specialized protection services and interventions.
  • Provide technical leadership in the design, adaptation, and implementation of protection approaches, tools and systems to support quality service delivery. Ensure consistency and quality of technical approaches across DRC and partner-led interventions.
  • Strengthen technical capacity through training, coaching, mentoring and on-the-job support for DRC teams and partners.
  • Support the implementation of safe, effective and quality programming in line with approved SOPs, technical guidance, humanitarian principles and relevant standards.
  • Review partner tools, workplans, reports and implementation approaches, identify implementation challenges and risks, and support teams to develop practical and appropriate solutions.
  • Provide technical guidance and supervision for complex and sensitive cases, ensuring adherence to protection standards, procedures and principles.
  • Ensure programming is implemented in accordance with accountability, safeguarding and protection principles.
  • Conduct regular field visits to review programme quality, provide technical support, and develop a thorough understanding of operational challenges and needs.
  • In coordination with relevant managers, assess capacity-strengthening needs and contribute to the development and implementation of capacity building plans for DRC and partner staff.
  • Develop and deliver training materials and standardized induction packages to ensure consistent understanding and application of technical standards and approaches.
  • Provide technical support to area teams (as relevant) for the recruitment and onboarding of relevant protection roles.

Coordination and Representation

  • Represent DRC in relevant inter-agency coordination forums, technical working groups and external meetings.
  • Coordinate with partners, service providers, humanitarian actors and other stakeholders to strengthen collaboration and complementarity of interventions.
  • Support the development, updating and dissemination of service mapping to strengthen safe, confidential and effective referral pathways for DRC and partner teams.
  • Promote inclusive and protection-sensitive approaches across DRC programmes and operations and strengthen protection integration with other sectors, including economic recovery/livelihoods sectors.
  • Support the Protection Manager (Country Office) in generation of evidence, developing protection and thematic analysis, advocacy messages and other information products to inform programming and response efforts.

  • Any other duties relating to the nature of the job as directed by the line manager.
  • Maintain positive work relationship with the team and promote team-building efforts.
  • Must adhere to DRC’s mission, values, code of conduct including respect for the principles of neutrality, do no harm and non-discrimination.
  • Must treat all partners and beneficiaries with dignity and respect.

Education:

  • English (full professional fluency)
  • Arabic (native)

Contract length: Till 31 March,2027

Position Band:   Non-Managerial (G2) band.

Duty Station: Sana'a, with frequent travel to field locations.

Start date: ASAP
