This position is initially for 6 months and may be extended for an additional 5 months, subject to availability of fund.

Reporting to the Head of Resilience and Food Systems Unit, and under the overall guidance of the WFP Tajikistan Head of Programme, the incumbent will perform the following duties and responsibilities:

ACCOUNTABILITIES/RESPONSIBILITIES:

External relations and strategic partnerships under the KOICA-funded project
- Serve as a key focal point, as delegated, for engagement primarily with relevant government ministries and agencies and KOICA, as well as with other external stakeholders, as appropriate.
- Maintain regular and constructive communication with government counterparts and a donor to support project implementation, address emerging issues and ensure alignment with national priorities, donor requirements and WFP strategic objectives.
- Coordinate and prepare official correspondence, meeting briefs, talking points, presentations, minutes, decision records and follow-up actions for meetings with government, a donor and other external stakeholders.
- Represent WFP in relevant meetings, Steering Committee meetings and coordination forums related to the KOICA project, as delegated by the Head of Resilience and Food Systems or Head of Programme.

Budget and financial management under the KOICA-funded project
- Coordinate the planning, monitoring and management of the KOICA project budget, ensuring that expenditures, commitments and forecasts remain aligned with the approved project budget, workplan, donor agreement and WFP procedures.
- Oversight of expenditure levels, budget utilization, open commitments, cooperating partner payments and financial forecasts, and identify potential underspending, overspending or implementation bottlenecks.
- Coordinate with Budget and Programming, Finance, Programme, Field Offices, cooperating partners and other relevant units to facilitate timely financial processing, resolve payment delays and improve financial workflow and accountability.
- Support financial information and analysis for donor reports, management updates, budget revisions, funding requests and internal decision-making.
- Support the review of cooperating partner financial reports, payment requests, budget revisions and supporting documents, in coordination with Finance and the relevant activity managers.
- Maintain appropriate financial tracking tools and ensure that financial decisions, follow-up actions and outstanding issues are clearly documented and regularly reported to management.

Digital agriculture related component under the KOICA-funded project
- Coordinate and oversee the planning, implementation and monitoring of the project’s digital agriculture component, including digital kiosks, mobile and USSD-based services, data systems and other digital solutions.
- Liaise with relevant government institutions, cooperating partners, technology providers and WFP technical units to ensure that digital activities are technically appropriate, user-centered, inclusive and aligned with government systems and strategies.

- Monitor the progress, quality, risks and contractual deliverables of digital service providers and cooperating partners, and facilitate timely corrective action where required.
- Support the development of appropriate arrangements for data governance, system ownership, interoperability, information security, institutional handover, operation and maintenance, and long-term sustainability.
- Promote accessible digital solutions that respond to the needs of young farmers, women, persons with disabilities and users with limited access to smartphones, connectivity or digital literacy.

Supporting Project development and resource mobilization
- Lead the development of potential funding opportunities for Phase 2 of the KOICA-funded project, including relevant concept notes, budgets, logical frameworks, and implementation arrangements.
- Coordinate inputs from technical units, Field Offices, government counterparts and external partners to ensure that the Phase 2 proposal is evidence-based, operationally feasible and aligned with WFP, KOICA and Government priorities.
- Support donor engagement, partnership mapping and strategic planning related to the continuation and expansion of the KOICA-funded project.
- Contribute to the development of other funding opportunities and proposals that support the diversification and growth of the wider Resilience and Food Systems portfolio as required .

Programme implementation and operational support
- Support the planning, implementation, monitoring and operational coordination of the KOICA-funded project and other relevant Resilience and Food Systems activities, including workplans, partner arrangements, field missions and follow-up actions as required
- Contribute, as needed, to the preparation of donor, government and internal reports, management briefs, presentations and other information products, ensuring consistency across programme, financial and monitoring information.
- Support coordination with technical teams, Field Offices, cooperating partners, government counterparts and relevant Country Office units, and provide technical or capacity support within the incumbent’s areas of responsibility.
- Contribute to knowledge management and help ensure that relevant cross-cutting considerations, including gender equality, youth engagement, disability inclusion, protection and environmental and social safeguards, are appropriately reflected in project implementation.

QUALIFICATIONS & EXPERIENCE WANTED:


Education: Advanced university degree in International Development, Development Studies, Project Management, Climate Change, or another field relevant to international development assistance.


Experience, Knowledge & Skills:
1. At least six years of professional experience in international development, programme or project management.

2. The candidate should have experience in:
• managing international development cooperation projects at the national level, including donor-funded initiatives;
• engaging with government entities, donors and external partners;
• developing concept notes and funding proposals; and
• coordinating with cooperating partners, UN agencies or other development organizations.

Languages:
Required fluency (level C) in oral and written English and Korean.
