Organizational Context and Scope

Under the overall supervision of the Chief of Mission (CoM), Coordination Office for the North Pacific, and the direct supervision of the Head of Sub Office (HoSO), Marshall Islands, and in close coordination with the Programme Manager for the Pacific Climate Mobility Partnerships (PCMP) Programme based in Suva, Fiji, and relevant Units at Headquarters (HQ), the Associate Project Officer (Gender and Climate Mobity) will be responsible and accountable for supporting all aspects of projects, programmes, and strategy related to Gender and Inclusion across project activities, including contributing to implementation planning, coordinating activities, supporting the review of project outputs, and assisting with reporting. 

The position will also support the implementation of the PCMP, a regional programme led by the International Organization for Migration (IOM) and delivered in partnership with regional organizations, governments, civil society, and technical agencies to advance rights-based, people-centred climate mobility action across the Pacific, as well as other climate mobility-related programmes. The Programme is managed from the IOM South Pacific Office in Suva, supporting operations across the Pacific, including the IOM Coordination Office for the North Pacific and IOM Papua New Guinea.

Responsibilities

Responsibilities and Accountabilities

  1. Review project documents under supervisory guidance to identify gaps in the integration of gender-related considerations, referring findings to the supervisor for follow up.
     
  2. Compile and draft information, guidance, and training materials that support the integration of gender and climate information into programmes and staffing, contributing to capacity development and training activities led by senior staff for programme partner and implementing sites.
     
  3. Compile and organise data on gender, climate change, and human mobility and draft initial summaries for supervisory review, to support programme implementation and reporting.
     
  4. Circulate approved research, publications, and good practices to PCMP partners and Pacific Country Offices (COs), as instructed, to support information-sharing.
     
  5. Provide administrative and coordination support to senior staffs engaging with PCMP partners, Pacific COs, governments, and Civil Society Organisations (CSOs) on gender issues to facilitate technical support activities led by others.
     
  6. Coordinate logistics for events, workshops, seminars, and PCMP partner meetings, and attend in a support/note-taking capacity, to enable partner engagement activities led by the senior staff.
     
  7. Track the status of established project, programme, including IOM Strategic Results Framework (SRF) indicators, and report findings to the supervisor, to support oversight of gender mainstreaming.
     
  8. Record and report observed delays, data quality concerns, or compliance issues to the PCMP Programme Manager related to IOM, donor, or partner monitoring and evaluation requirements.
     
  9. Assist with data collection tasks during field monitoring missions, under the guidance of the supervisor, to support accurate implementation of monitoring plans and tools.
     
  10. Perform such other relevant duties as maybe assigned.

Qualifications

Required Qualifications and Experience

Education

  • Master’s degree in International Relations, Political or Social Sciences, Gender Studies or Public Administration, Law or a related field from an accredited academic institution; or,
  • University degree in the above fields with two years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  •  Significant experience in Gender in alignment with IOM/donor requirements;
  • Significant experience in application of IOM guidance, regulations and procedures related to Gender mainstreaming; and,
  • Experience with project development, reporting, and donor liaison.

Skills

  • Strong reporting, writing and research skills, preferably related to Gender inclusion;
  • Excellent communication and analytical skills;
  • Demonstrated knowledge of development of gender mainstreaming in data collection, activity implementation and reporting;
  • Strong interpersonal and teamwork skills; and,
  • Proven ability to establish and maintain effective working relationships with people of diverse cultural and national backgrounds.

Languages

For this position, fluency in English is required (oral and written).

Working knowledge of another official UN languages (Arabic, Chinese, French, Russian and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
